- 10 - 1.6. The EROS –DCP also intends to promote the development of the District Contingency Plan within the four Coast Guard Districts and three Coast Guard stations in the region in co-ordination with the respective ports, offshore exploration and oil handling agencies falling within their area of jurisdiction in the District/Station. Authority 1.7. The committee of Secretaries to the Government of India while allocating functional responsibilities to various Ministries and Departments for Oil Spill Response in the maritime zones of India, have approved on 04 Nov 93, the National Oil Spill Disaster Contingency Plan (NOS – DCP). EROS -DCP is drawn in pursuance of the directives and objectives of NOS –DCP. The ROS-DCP (East) is binding in its operational phase. Consistent with the NOS –DCP, the Commander Coast Guard Region (East) is responsible to the Director General Coast Guard (DGICG) in centrally coordinating marine oil spill response activities in the Eastern Region. Regional Oil Spill Response Policy 1.8. This policy is drawn in pursuance of the directives and objectives of NOS – DCP. This plan needs a review/update every six months/one year and an assets holding update every three months. Area of Jurisdiction 1.9. The Commander, Coast Guard Region (east) Regions exercises the jurisdiction on the eastern sea board from the IMBL with Bangladesh in Bay of Bengal to 180 – Muttam point in the Indian Ocean up to the Exclusive Economic Zone of maritime zones of eastern coast of India. District headquarters of West Bengal, Orissa, Andhra Pradesh, Tamil Nadu and union territory of Pondicherry exercises the jurisdiction with as exception of IMBL between India and Srilanka. Under the District Headquarters are located the shore stations within a state at the important locations along with coast to assist the District Headquarters. Objectives 1.10. The objectives of the EROS – DCP are :- (a) To develop appropriate and effective system for the detection and reporting of spillage of oil. (b) To ensure prompt responses to prevent control and com bat oil pollution.
- 11 - (c) To ensure that adequate protection is provided for the public health and welfare and the marine environment. (d) To ensure that appropriate response techniques are employed to prevent, control and combat oil pollution, and dispose off recovered material in an environmentally accepted manner. (e) To ensure that complete and accurate records are maintained of all expenditure to facilitate cost recovery.
