Executive
Your elected Police
Association Executive in profile
The Police Association is governed by an Executive
of 12 people, which is required to manage the
Association on behalf of the membership. They key
role of the elected Executive is to set Association policy
for the betterment of the entire membership.
The processes by which the Executive is elected are
detailed in The Police Association Constitution. Executive
members are elected for a term of three years and four
Executive Members could be up for re-election each year.
These are the current Executive Members.
BRIAN RIX
President
Brian Rix joined the Force in
1976 and was elected to the
Executive in 1999. He is the
current President. Brian is a
Detective Inspector and has
served with the Homicide,
Drug, Special Response,
Tactical Investigation and
Armed Offenders Squads,
as well as suburban and
country Police Stations in
earlier years.
ROD BREWER
Senior Vice-President
Rod Brewer joined the
Victoria Police Force in 1982
and has been operational his
whole career having served
at Preston, Brunswick, TMU,
PSG, Asian Squad, Mill Park
and Epping. He is currently
the Sergeant In Charge at
Yarrawonga. His service to
the Association began as an
OH&S rep and a Delegate for
Region 3 Division 1. Rod was
elected to the Executive in
2003.
JOHN LAIRD
Junior Vice-President
John Laird is a Senior
Sergeant stationed at Fitzroy.
He has been a member of the
Force for 28 years and has
broad operational experience
at inner city stations and
CIUs including City West,
Northcote, Carlton and
Prahran. John has served as
an Association Delegate and
joined the Executive in 2005.
PHIL PEARSON
Treasurer
Phil Pearson joined the
Victoria Police in 1975. He was
promoted to Senior Sergeant
in 2001 and is currently in
charge of Fawkner Police
Station. He has previously
served at Flemington, the
Ascot Vale Crime Cars,
Coburg, Broadmeadows
Uniform and DSG. He was
elected to the Executive of the
Association in 2003 having
served as a Delegate for
almost 10 years.
DEAN THOMAS
Assistant Treasurer
Dean Thomas is a Detective
Senior Sergeant and the
Officer in Charge at the Narre
Warren CIU. He is the current
Assistant Treasurer and was
elected to the Executive in
October 2004. Dean has
previously performed duty at
the Homicide Squad, Lorimer
Task Force, Dandenong CIU,
Springvale CIU, Prahran
CIU, St Kilda, Dandenong
and Footscray Police Stations
and the Morwell Regional
Response Unit.

DERMOT AVON
Dermot Avon joined the
Executive in 2006 and was
previously an Association
Delegate. He is a senior
sergeant at Properties
Branch. He has worked at
Collingwood, Footscray, St.
Kilda, South Melbourne, and
San Remo Police Stations,
Russell Street and City West
CIB, the Arson Squad and
Security Intelligence Group.
Dermot is also involved in
planning and managing
major traffic events involving cycle racing.
JOHN CARTER
John Carter is a sergeant
stationed at Frankston
Police Station. He has been
a member of the Force since
1988 bringing a wealth
of operational experience
having served at City Traffic,
Chelsea, Ballarat, Springvale,
Hastings and Frankston
Uniform. John was a delegate
at Frankston before being
elected to the Executive in
2008.
KARL DAVID APM
Karl David APM is a
Sergeant stationed at
Cranbourne. He joined
the Force in 1988 has been
a uniformed operational
member for 19 years and has
broad experience of policing
in inner city, suburban
and country areas. He was
elected to the Executive in
March 2005.
PAUL O’CONNELL
Paul O’Connell is a
Sergeant stationed at the
Doncaster Police Station. He
has been a member of the
Force since 1988 and gained
a wide range of policing
experience at various work
locations including Boronia,
Coburg, Brunswick, ‘I’ DSG,
Drug Squad, Greensborough/
Eltham and Heidelberg
C.I.U. Paul was elected to the
Executive in October 2006
MARK ROSE
Mark Rose is a sergeant
at Melbourne TMU. He has
previously served at Carlton,
Richmond, Melbourne
East, Melbourne West, St
Kilda Road, Melbourne
TMU, Wyndham TMU and
Werribee uniform. He joined
the Victoria Police Force in
1993 and was elected to the
Executive in 2006.
DIANE WILSON
Diane Wilson is a Senior
Sergeant stationed at
Boroondara. She has been
a member of the Victoria
Police Force for 21 years and
has been stationed at Russell
Street, Richmond, Northcote,
Preston and Preston East
uniform stations. She was
has also been a member
of the Drug Squad and
Caulfield CIB units. Diane
was elected to the Executive
in September 2007.
GERARD DE VRIES
Gerard de Vries is a Senior
Sergeant at the Performance
Development Unit. He has
previously served at Sunshine,
St Albans, St Kilda Road,
Frankston, South Melbourne,
“D” OSTT and Springvale. He
joined the Victoria Police in
1985 and was elected to the
Executive in 2004.
