12.2.7 Communications<br />
Communications design shall comply with the requirements of CEOP8032 Design <strong>Guidelines</strong><br />
for Transmission and Zone Substations.<br />
Note that the <strong>Connection</strong> Applicant will be responsible for the design, supply and installation<br />
of all SCADA link equipment. <strong>Essential</strong> <strong>Energy</strong>, upon request, and for an appropriate fee,<br />
will provide a radio link design and equipment specification.<br />
12.3 Testing and Commissioning<br />
12.3.1 General<br />
<strong>Essential</strong> <strong>Energy</strong> will not proceed to connect or energise any HV equipment until it is<br />
satisfied that the <strong>Connection</strong> Applicant has met the requirements of section 11.7, 11.8,<br />
Error! Reference source not found. and 12.3.<br />
<strong>Essential</strong> <strong>Energy</strong> has a vested interest in assets that are to be transferred. As such<br />
<strong>Essential</strong> <strong>Energy</strong> has a policy to acceptance test or witness all appropriate tests to ensure all<br />
HV equipment, control and protection equipment, auxiliary supplies and earthing<br />
requirements are in compliance with specific manufacturer‟s requirements and/or its own<br />
internal operational and maintenance requirements.<br />
12.3.2 Notice and Acceptance Testing<br />
In addition to requiring notice in writing of the ASP that the <strong>Connection</strong> Applicant intends to<br />
use for commissioning and testing, <strong>Essential</strong> <strong>Energy</strong> will also require:<br />
12.3.3 Standards<br />
10 business days‟ notice to program employees for witness/acceptance testing in<br />
accordance with 11.7.2<br />
The <strong>Connection</strong> Applicant have employees available during <strong>Essential</strong> <strong>Energy</strong>‟s<br />
acceptance tests to confirm operation of any equipment that is not being tested by<br />
<strong>Essential</strong> <strong>Energy</strong><br />
All wiring diagrams and drawings made on site that reflect that actual construction<br />
undertaken, including electronic vector versions, be available prior to <strong>Essential</strong> <strong>Energy</strong><br />
commencing acceptance tests on site<br />
Copies of all pre-commissioning checks carried out by the <strong>Connection</strong> Applicant to be<br />
provided to <strong>Essential</strong> <strong>Energy</strong> prior to <strong>Essential</strong> <strong>Energy</strong> commencing acceptance testing.<br />
All tests must be carried out in accordance with the relevant standards, guides, codes, and<br />
regulations for the relevant plant and equipment.<br />
All tests required by the manufacturer of specific items of plant and equipment before<br />
commissioning must be performed.<br />
All tests must be recorded in a report that details:<br />
The plant and equipment tested (including the type of plant or equipment,<br />
manufacturer‟s name, type and serial numbers, ratings for voltage, current and other<br />
relevant nameplate details)<br />
Test equipment used (including type of equipment, manufacturers‟ name, type and<br />
serial numbers and the date of last accuracy test)<br />
Where relevant, temperature and humidity details<br />
