OPERATIONAL PROCEDURE – <strong>Connection</strong> <strong>Guidelines</strong> for High<br />

Voltage <strong>Connection</strong>s and Embedded Generators<br />

<strong>CEOP8079</strong><br />

The commissioning program must detail the sequence to be undertaken to energise each<br />

piece of high voltage equipment and must include:<br />

Single line diagrams of all HV equipment as installed<br />

A proposed timetable for the commissioning works, nominated supervisor and<br />

employees involved including contact details<br />

A summary of pre-commissioning checks completed and results to date<br />

Confirmation that all work undertaken by the <strong>Connection</strong> Applicant for the project<br />

meets the relevant Australian Standards including AS3000, AS3007 (where<br />

applicable), NSW S & I Rules (any requirements specific to NSW, Victoria or QLD as<br />

applicable) as well as tests required by the manufacturer of specific items of plant and<br />

equipment.<br />

On receipt of the commissioning program, <strong>Essential</strong> <strong>Energy</strong> will assess its adequacy.<br />

<strong>Essential</strong> <strong>Energy</strong> may require additional testing to be performed if it considers that the<br />

proposed commissioning program is not in accordance with <strong>Essential</strong> <strong>Energy</strong>‟s<br />

commissioning policies and procedures.<br />

11.7.3 Commissioning Tests<br />

<strong>Essential</strong> <strong>Energy</strong> and the <strong>Connection</strong> Applicant shall meet to determine a mutually<br />

acceptable time for commissioning tests to be carried out.<br />

Before any commissioning test is performed, <strong>Essential</strong> <strong>Energy</strong> and the <strong>Connection</strong> Applicant<br />

must agree on the procedures to be used for relevant commissioning tests and any<br />

modification to or deletion from the procedures that are relevant to the commissioning<br />

tests.<br />

Commissioning tests must be carried out in the presence of representatives nominated by<br />

the <strong>Connection</strong> Applicant and <strong>Essential</strong> <strong>Energy</strong>. The <strong>Connection</strong> Applicant must provide the<br />

results of the commissioning tests to <strong>Essential</strong> <strong>Energy</strong>.<br />

Commissioning tests must be carried out in accordance with good industry practice. The<br />

<strong>Connection</strong> Applicant and <strong>Essential</strong> <strong>Energy</strong> must use their best endeavours to cooperate<br />

with each other and coordinate the testing and commissioning of all HV assets.<br />

If commissioning tests confirm further corrective work is required on the <strong>Connection</strong><br />

Applicant‟s HV assets, the <strong>Connection</strong> Applicant must then:<br />

11.8 Records<br />

Undertake, at its own cost, all rehabilitation, modification or remediation work<br />

required to the reasonable satisfaction of <strong>Essential</strong> <strong>Energy</strong>; and<br />

Report back to <strong>Essential</strong> <strong>Energy</strong> in writing when all corrective work has been<br />

completed and renegotiate a suitable program to recommence commissioning tests.<br />

During the commissioning phase, records of OHS inspection, testing and monitoring must<br />

be maintained and readily accessible on request.<br />

11.9 Training<br />

The <strong>Connection</strong> Applicant must comply with the requirements of the NSW S & I Rules –<br />

Section 7. Particular attention is drawn to Clause 7.5.9 of the NSW S & I Rules with respect<br />

to operating a HV installation. Reasonable lead time must be left to train employees to<br />

operate the installation. The <strong>Connection</strong> Applicant must provide evidence to <strong>Essential</strong><br />

<strong>Energy</strong> that these requirements have been satisfied.<br />
