OPERATIONAL PROCEDURE – <strong>Connection</strong> <strong>Guidelines</strong> for High<br />
Voltage <strong>Connection</strong>s and Embedded Generators<br />
<strong>CEOP8079</strong><br />
rendered under the CISA. The decision as to whether a CISA will be required will be at<br />
<strong>Essential</strong> <strong>Energy</strong>‟s discretion.<br />
<strong>Connection</strong> Applicants will be required to meet other reasonable costs incurred by <strong>Essential</strong><br />
<strong>Energy</strong> to AEMO, other Network Service Providers (for example, TransGrid) and in obtaining<br />
legal advice in negotiating the connection agreement. <strong>Essential</strong> <strong>Energy</strong> will invoice these<br />
fees on a cost pass through basis as they occur.<br />
8.6 The Offer to Connect<br />
<strong>Essential</strong> <strong>Energy</strong> must respond to a connection application with an offer to connect in<br />
accordance with the NER.<br />
The offer to connect will:<br />
Indicate the Environmental Laws not covered by the NER which may be relevant to the<br />
construction and operation of the assets<br />
Highlight any planning and environmental laws not covered by the NER<br />
Advise if TransGrid and/or AMEO will be involved and their costs<br />
Outline the technical requirements of equipment to be connected<br />
Outline the automatic access standards<br />
Outline the negotiated access standards<br />
Outline the extent and cost of any augmentations works to the network<br />
Outline any network service charges<br />
Outline effects on other network users (transfer capacity)<br />
Advise of cost for remote control and monitoring equipment required by AEMO if<br />
applicable<br />
Contain commercial terms and conditions.<br />
The offer to connect will be in the form of a draft connection agreement and will contain the<br />
proposed terms and conditions for connection to the network in accordance with Clause<br />
5.3.6 of the NER. The <strong>Connection</strong> Applicant and <strong>Essential</strong> <strong>Energy</strong> will negotiate the<br />
commercial and technical terms and conditions with respect to the proposed connection.<br />
8.7 Acceptance of Offer to Connect<br />
If the <strong>Connection</strong> Applicant wishes to accept an offer to connect, the <strong>Connection</strong> Applicant<br />
must agree to be bound by relevant provisions of the NER and enter into a connection<br />
agreement with <strong>Essential</strong> <strong>Energy</strong>.<br />
