Welcome to <strong>Wagga</strong> <strong>Wagga</strong><br />

ISSC Member Organisations<br />

I’d like to take the opportunity to welcome you to the safety event of the year – the <strong>2011</strong> Electricity Supply Industry<br />

Field Days, which <strong>Essential</strong> <strong>Energy</strong> is presenting with the New South Wales Industry Safety Steering Committee.<br />

This year, perhaps like never before, our industry has pulled together to assist each other through some of the worst<br />

natural disasters Australia has experienced.<br />

Field crews, safety specialists and more have worked shoulder to shoulder in times of need to make safe and restore<br />

supply to tens of thousands of customers.<br />

This kind of cooperation is possible because we all have safety as our main focus – the safety of our employees and<br />

that of the public.<br />

Training for emergencies and to carry out day to day tasks safely is another reason why we can all come together when<br />

needed – training ensures we’re all on the same page when it comes to getting our employees home safely every day.<br />

The <strong>2011</strong> Electricity Supply Industry Field Days will provide a unique opportunity to share knowledge, develop ideas<br />

and to sharpen existing skills and safe work practices.<br />

To better reflect the reality of our everyday work practices and the emergency situations our employees are asked to<br />

respond to, <strong>Essential</strong> <strong>Energy</strong> has redesigned the team challenges as tests representative of realistic work activities.<br />

The event will also include demonstrations, workshops, an exhibition, and hands-on activities for all participants and<br />

visitors, and there is a clear focus on health.<br />

<strong>Essential</strong> <strong>Energy</strong> believes safety is everyone’s responsibility, so please make the most of the challenges the teams’ events<br />

throw up and take full advantage of all the products and services on offer at the <strong>2011</strong> Electricity Supply Industry Field Days.<br />

Safety & General Information<br />

Site Safety Rules<br />

• Report accidents, incidents, hazards and near misses immediately to Site Safety Manager,<br />

John Cornwell on 0417 069 154.<br />

• Alternatively contact any <strong>Essential</strong> <strong>Energy</strong> employee wearing a vest identifying them as<br />

Field Days staff.<br />

• Smoking is prohibited inside all enclosed buildings, near food areas and areas signified by<br />

“No Smoking” signs.<br />

• Portable electric tools, appliances, accessories and cord extension sets will not be permitted<br />

on site unless tested and tagged in accordance with the WorkCover NSW Code of Practice.<br />

• Designated hazardous substances must be accompanied by their current Material Safety Data Sheet.<br />

• Visitors must not enter any area, display or demonstration that is roped or barricaded.<br />

• Explosives, pyrotechnics, weapons, ammunition, petrol, toxic or corrosive substances are not<br />

allowed on site unless specifically approved by site management. However, explosive powered<br />

tools may be used/demonstrated subject to an approved and documented risk assessment and<br />

safe work method statement.<br />

Emergencies<br />

Medical: Raise the alarm, make contact with St Johns Ambulance or site official whichever is<br />

quicker and remain with casualty.<br />

Fire or other: Raise the alarm. Make contact with site officials and call the Rural Fire Service (RFS) on<br />

site:<br />

• Follow any instructions from site officials and the RFS<br />

• Follow any directions delivered over the public address system<br />

• Proceed to the emergency assembly area if directed to do so. The site assembly area is<br />

located between the judging tower/commentators box and the circuit. Please see the site map for<br />

further information.<br />

• Report the incident to site officials.<br />

First Aid<br />

First aid is provided by St Johns Ambulance. They are located below the judges tower/commentators<br />

box near the circuit.<br />

The Administration Supervisor will maintain a register of injuries and commence reporting<br />

procedures in accordance with WorkCover requirements.<br />

First aid kits are available in all <strong>Essential</strong> <strong>Energy</strong> vehicles used for the Field Days. In addition,<br />

more comprehensive first aid equipment is available from St Johns Ambulance.<br />

Personal Protective Equipment<br />

• Sensible enclosed footwear is to be worn during the Field Days.<br />

• For participation in any demonstration/training/challenge sessions, personal protective<br />

equipment (PPE) appropriate to the task is mandatory.<br />

• Sunscreen will be provided for all attendees in their welcome kits.<br />

General Enquiries<br />

General enquiries can be directed to the registration office or any <strong>Essential</strong> <strong>Energy</strong> employee<br />

wearing vests over red polo shirts.<br />

Catering<br />

A 7:00 am breakfast will be provided until 8:00 am each morning for early starters, including<br />

competitors in the challenges and organisers. Welcome kits will include an <strong>Essential</strong> <strong>Energy</strong> water<br />

bottle and one bottle of spring water each will be available at the registration desk. Tap water will<br />

be readily available and bottled water will be available for purchase from service providers.<br />

A basic lunch and fruit will be provided to challengers and industry representatives, with food stalls<br />

available for exhibitors and all other visitors.<br />

The dinner function is by invitation only; if you are invited please ensure you have responded with<br />

an RSVP as numbers are limited.<br />

ATM<br />

There are no ATM facilities available at the <strong>Wagga</strong> <strong>Wagga</strong> <strong>Showground</strong>, so please come prepared if<br />

you would like to purchase any food or drink.<br />

Toilets<br />

Toilets are situated around the venue, particularly in the eastern end of the Hammond Hall and<br />

western end of the Kyeamba Smith Hall. See the site map for the exact location of these amenities.<br />

Weather Considerations<br />

<strong>Wagga</strong> <strong>Wagga</strong> traditionally experiences average temperatures between five and 17 degrees at this time<br />

of year with occasional showers.<br />

Be prepared for rain or sun – welcome kits will include rain ponchos and sunscreen. All challenges<br />

will proceed depending on the level of rain.

Please note, there is no separate competition. The trophy will be awarded to the team the judges<br />

assess as having carried out the best and most appropriate risk assessment from the running of all<br />

the Laneway Challenges.<br />

The First Aid Challenge will be held over 3 practical scenarios over the two days. The teams will be<br />

challenged with realistic industry specific scenarios and casualties.<br />

The teams will be assessed on site management, first aid treatments and referral/handover techniques.<br />

The Fire Challenge will be held over two practical scenarios.<br />

The teams will be challenged with realistic industry specific scenarios.<br />

The teams will be assessed on site management, control, extinguishment and referral/hand over<br />

to relevant authorities if required. Please note there is not separate field based and office based<br />

challenges. There will not be any breathing apparatus equipment required.<br />

The Confined Space Challenge will be held in a Confined Space Training Simulator. The teams will be<br />

challenged with realistic industry specific scenarios.<br />

The teams will be assessed on pre entry requirements, site management search and extrication and<br />

treatment of casualties. Will include handover techniques to emergency services.<br />

assessment documentation and then change a termination type cross arm under live conditions to<br />

the required standard. The team will be working from ladders and pole platforms. Time allocated for<br />

this task is two hours.<br />

The team will be required to complete a Hazard and Risk Assessment, on site using their own risk<br />

assessment documentation and then change an insulator working from pole platforms utilising stick<br />

methods to the required standard. Time allocated for this task is two hours.<br />

The team will be required to complete a Hazard and Risk Assessment on site using their own risk<br />

assessment documentation and then complete an inline HV cable joint to the required standard.<br />

Time allocated for this task is two hours.<br />

The team will be required to complete a Hazard and Risk Assessment on site using their own risk<br />

assessment documentation and then complete an inline HV cable joint to the required standard.<br />

assessment documentation and then initiate a number of wiring tasks aligned with AS/NZ Standards.<br />

The Environmental Challenge will be held over 2 practical scenarios. The teams will be challenged with<br />

realistic industry specific scenarios. The teams will be assessed on site management, referral, control,<br />

containment, clean up techniques and handover to relevant authorities if required.<br />

The team will be required to complete a Hazard and Risk Assessment on site using their own<br />

risk assessment documentation and then complete a number of wiring tasks aligned with AS/NZ<br />

Standards. Time allocated for this task is four hours.<br />

Challenge 5 –<br />

Heavy Fleet<br />

The Heavy Fleet Challenge will be held during Day 1, with one scenario, the loading of a truck. The<br />

challenger will be assessed on risk assessment, vehicle checks, load positioning, selection of suitable<br />

restraints and the application of restraints. Adjudication will be carried out by the RTA and Fleet<br />

representatives.<br />

The team will be required to complete a Hazard and Risk Assessment on site using their own risk<br />

assessment documentation and then make connections to the supplied apparatus. Time allocated<br />

for this task is two hours.<br />

Laneway Challenges<br />

Challenge will run over the two days depending on numbers for a duration of 1 hour.<br />

The challenge will include risk assessment, development of switching instructions, testing and carrying<br />

out switching. This Challenge will be carried out within a H/V simulated environment and will involve<br />

identifying relevant switching principles. Challengers will be required to use their own risk assessment<br />

processes and supply their own PPE. All testing equipment will be supplied.<br />

Each organisation will be responsible to complete a number of tasks within a bounded corridor. The focus<br />

of these challenges will be primarily to compete against “yourself” (although <strong>Essential</strong> <strong>Energy</strong> will have a<br />

winner announced for each section). At each stage of the challenge, teams will start with 100 points each<br />

and will lose points for not identifying hazards, incorrect techniques, with the emphasis being on safety.<br />

The laneway challenges will involve teams carrying out activities as detailed in Challenge 7 to 16<br />

1. Materials for the construction will be supplied.<br />

2. There will be room to park a utility or light truck adjacent to the work area.<br />

3. The team will be required to utilise their own tools and equipment.<br />

4. The emphasis will be on working safely as a team and time taken will be a secondary concern.<br />

5. Teams will require their own PPE.<br />

The team will be required to complete a Hazard and Risk Assessment on site using their own risk<br />

assessment documentation and then terminate a HV cable into a padmount transformer to the<br />

required standard. Time allocated for this task is two hours.<br />

The team will be required to complete a Hazard and Risk Assessment, on site using their own risk<br />

assessment documentation. The national standard for manual handling and the manual handling<br />

code of practice (NSW) will form the basis for the assessment tool for this challenge. A practical<br />

overhead manual handling challenge will be set.<br />

Challenge 7 –<br />

Pole Dressing<br />

The team will be required to complete a Hazard and Risk Assessment, on site using their own risk<br />

assessment documentation and then dress a transformer pole to the required standard. Time<br />

allocated for this task is two hours.

A practical demonstration on how a fun night out with friends and co-workers involving alcohol<br />

and other drugs can affect an employee’s job performance and the overall work environment.<br />

The Fatal Vision® Simulator Goggles will be used for demonstrating this principle.<br />

Elaine has held a number of roles during her 20 years at <strong>Essential</strong> <strong>Energy</strong> and is currently<br />

overseeing the introduction of random drug and alcohol testing across the organisation.<br />

In the Moment<br />

Most of us instinctively link cause and effect; we know that for every action there is a reaction.<br />

Our work environment highlights this every day. Something happens, someone says or does<br />

something and that triggers us to feel a certain way or to do a certain thing.<br />

Sometimes our responses are helpful and other times they make the situation worse. What if<br />

you had the ability to control your reactions, if you could find a way to remove the frustrations<br />

you experience caused by others? What if your response had a positive impact and you were<br />

Lightning Safety Awareness<br />

Leith has been an electrical engineer for over 45 years and has designed building light and power<br />

installations, diesel generation stations, uninterruptible power supplies, frequency converters,<br />

distribution substations, zone substations, underground cable networks, overhead line networks,<br />

protection systems, earthing systems.<br />

He was recently appointed a Visiting Professorial Fellow at the University of Wollongong.<br />

Emergency Preparedness<br />

During the recent major floods and bushfires around Australia, including significant flooding in<br />

the Riverina Murray region, concerns were raised that some individuals hadn’t received enough<br />

information from emergency services, or were given information too late.<br />

So what goes on behind the scenes of an emergency or natural disaster, as the combat agencies<br />

– the State Emergency Service, Rural Fire Service etc. – plan how to deal with the emergency itself<br />

and the people and property it will affect?<br />

The seminar explains how the various warning systems work, and why it’s important to listen to the<br />

emergency services<br />

Presented by Owen Plowman, District Emergency Management Officer, Emergency<br />

Management NSW<br />

Employed by NSW Police Force, Owen Plowman has been the District Emergency Management<br />

Officer (DEMO) for the twelve Riverina local government areas that are situated within South West<br />

Emergency Management District since 2003. Previous professional experience includes Fire &<br />

Rescue Services and Emergency & Safety Management within the Victorian Power Industry and<br />

several Australian Defence Force bases.


Small Scale Embedded Generation – The Journey So Far<br />

A discussion of <strong>Essential</strong> <strong>Energy</strong>’s experience with small scale generation applications and installation,<br />

focusing on some of the peculiarities uncovered to date with relation to rural installations and installers<br />

coming in from outside the area. The seminar will include questions from the floor and discuss issues<br />

including apparent voltage rise, lack of available capacity and hidden costs to customers.<br />

Steve has held a number of roles within <strong>Essential</strong> <strong>Energy</strong> during his 20 years with the organisation,<br />

in areas such as customer connection, contractor accreditation, network planning, system<br />

operations and subtransmission design construction and maintenance. He has also been actively<br />

involved in the approval processes for small scale generation within the company. Although no<br />

longer directly involved in the connection process for small renewables, Steve remains a subject<br />

matter expert within the company in these areas.<br />

Zero in on Shoulders<br />

Shoulders rank among the joints subject to the highest rates of injury, particularly for those who<br />

perform overhead work on a regular basis.<br />

This seminar will teach participants about the structure of the shoulder joint – how the joint works<br />

and what could go wrong. There will be an opportunity to test how good YOUR shoulders actually<br />

are and some basic exercises and stretches to help avoid problems.<br />

Alison is a qualified physiotherapist with over 30 years of clinical experience in injury management<br />

Masters Degree in Pain Management and has devised a program for prevention of shoulder injuries.<br />

Mate Helping Mate<br />

After experiencing depression himself, farmer John Harper began actively promoting awareness<br />

about the need for mental wellbeing in times of stress and anxiety. In 2006, he established a<br />

grassroots program, called Mate Helping Mate, based on social and creative self-help strategies<br />

for managing difficult rimes. The program recognises the importance of mateship.<br />

John Harper is a dryland wheat/sheep farmer from Stockinbingal. Stockinbingal lies between<br />

Temora and Cootamundra, NSW. Married with three daughters John’s simple goal in life was to<br />

be a better than average farmer and hand over the family farm in good condition to his children.<br />

Depression nearly destroyed John’s opportunity to fulfil this simple goal.<br />

Having no formal qualifications in mental health John speaks from personal experience. John<br />

experienced depression and spent some time reflecting on the impact and the remedies of poor<br />

mental well-being. He is convinced that simple philosophies and strategies, combined with an<br />

awareness of the importance of mental well-being, can prevent individuals sliding into depression.<br />

Lieutenant Colonel Tony Mitchell is a Project Director in the Army Operations Branch of Army<br />

Headquarters. He is responsible for the design and implementation of the Military Risk<br />

Management framework for the Royal Australian Army.<br />

Tony has been one of the prime architects of the framework and is critically aware of ‘what could<br />

possibly go wrong’ with the application of risk management in large high risk organisations. He has<br />

been responsible for the review of risk management plans for a broad range of activities. He has<br />

provided risk management comment as an expert witness to a number of Military Boards of Inquiry<br />

into training fatalities and serious personnel injuries. He is also acutely aware of the problems that<br />

can occur with design and application of the risk management process at the user level.
