the <strong>DeWitt</strong> <strong>Town</strong> Hall on Butternut Drive.<br />
FEATURES: Pavilion with restrooms, lights, bicycle<br />
and exercise trail, canoe launch in Butternut Creek,<br />
fishing pond, picnic areas, grills, playground, tot<br />
swings and a rain garden. Pavilion accommodates up<br />
to 80 people. Reservations available from April-<br />

MAXWELL PARK is a 105-acre park located at 6560 Badgley Rd. in East Syracuse.<br />
FEATURES: 3 pavilions, restrooms, playground, 2 lighted softball fields, 1 lighted football / soccer / lacrosse<br />
field, archery targets and horseshoe courts. Two of the pavilions can be rented for group events. Reservations<br />

Willis Carrier Recreation Center Project<br />
MISSION STATEMENT<br />
The Willis Carrier Recreation Center (Carrier Park)<br />
is planned to be the leading all-inclusive multisports<br />
and wellness complex designed for the use<br />
and enjoyment of the residents of Central New<br />
York. The <strong>Town</strong> of <strong>DeWitt</strong>, in conjunction with the<br />
members of the Carrier Park Project, recognizes the<br />
need for an outdoor multi-sports facility within the<br />
Central New York community. Carrier Park will be<br />
developed to meet the needs of all youth players and<br />
will feature handicap accessible fields, as well as, an<br />
accessible playground. When completed, Carrier<br />
Park will provide our community with an allinclusive<br />
playground, tennis court, basketball court,<br />
picnic pavilion, baseball, softball, soccer, lacrosse,<br />
and football fields, and a nature walking trail.<br />
THE GOALS OF THE PARK INCLUDE:<br />
Provide advanced level athletic fields that will<br />
allow for tournament level competitions in<br />
baseball, soccer, and lacrosse.<br />
Provide fully accessible fields that will enable<br />
the Syracuse Challenger League to have a<br />
permanent home field.<br />
Provide a centrally located park for Central<br />
New York families to enjoy walking,<br />
picnicking, and a handicap accessible<br />
playground.<br />
THE CARRIER PARK FUND<br />
The Carrier Park Fund is one of the many projects<br />
the Friends of <strong>DeWitt</strong> Parks and Recreation<br />
supports for the purpose of building and sustaining<br />
this park. The Friends of <strong>DeWitt</strong> Parks and<br />
Recreation is a 501(c)(3) charitable organization<br />
established to provide support to Parks and<br />
Recreation in the <strong>Town</strong> of <strong>DeWitt</strong>. The Carrier Park<br />
Fund will accept private and corporate donations<br />
that will be used to make the planned complex a<br />
reality. For more information on this project or to<br />
make a donation, please visit the Carrier Park Fund<br />

SYRACUSE CHALLENGER<br />
BASEBALL PROGRAM<br />
Syracuse Challenger Baseball, a Little League<br />
program started in 1982, currently serves over 200<br />
children ages 5-21 who have various special needs,<br />
physical handicaps and developmental delays. The<br />
purpose of the program is to allow all these<br />
wonderful kids a chance to enjoy the game of<br />
baseball in a relaxed setting that is supervised by<br />
coaches and parents. To learn more about<br />

<strong>Summer</strong> Day Camp 2013<br />
July 1 – August 9 (not July 4)<br />

<strong>Summer</strong> vacation is just around the corner, and if you are looking for fun, affordable activities for your<br />
children look no further! Our six-week Day Camp program offers a variety of activities including arts and<br />
crafts, sports and games, musical arts and drama, field trips, special events and more for children that have<br />
completed grades K-8. Our camp is certified by the Onondaga County Health Department; our experienced,<br />
enthusiastic staff will ensure your children have a safe and memorable summer.<br />
Registration for families in the J-D or ESM School Districts began on March 18. Non-residents may begin<br />
registering April 29 on a space-available basis. Busing is available for those who live in the <strong>Town</strong> of<br />
<strong>DeWitt</strong> for a small fee to help cover the ever-rising costs associated with it. For more information, contact<br />

SUMMER PRE-K<br />
This program is for children ages 3-5 that have not yet entered Kindergarten and who are toilet trained, NO<br />
EXCEPTIONS. The program will run from July 1-August 9 at the <strong>DeWitt</strong> <strong>Town</strong> Hall Activity Room. Session<br />
I: Tuesdays and Thursdays, 9:30 am-Noon for children who are 3 as of June 30, 2013. Session II:<br />
Mondays, Wednesdays and Fridays 9:30 am-Noon, for children who are 4 by March 1, 2013 or who are<br />
entering Kindergarten in Fall ‘13. Activities include games, stories, music, crafts, supervised free play and<br />
more. Program information and registration form may be found at www.townofdewitt.com. Registration<br />
must be completed in the Recreation <strong>Of</strong>fice by parent/legal guardian. Space is limited, so register early.<br />
Non-residents may register beginning April 29 on a space-available basis. Verification of age is required.<br />

BEFORE SCHOOL<br />
PROGRAM<br />
This program is designed<br />
to reduce the<br />
daily stress of working<br />
parents who are getting<br />
children ready for school<br />
while trying to accommodate<br />
a busy work<br />
schedule. Children can arrive as early as 7:00<br />
am. We provide a safe and enriching experience<br />
including a small breakfast and activities<br />
before school. Our staff will get children on the<br />
buses going to Moses-<strong>DeWitt</strong> and Tecumseh<br />
Elementary Schools right around 8:15am. You<br />
may register for 1 month, 5 months (half a<br />
school year), or a full school year. The cost can<br />
be less than $2.00/day. Fees are due prior to<br />
service. NO Registration fee but registration<br />

We are pleased to offer summer programming for<br />
3, 4, and 5 year old children not yet in kindergarten.<br />
Your child might get messy in this program,<br />
but also have lots of fun. Space is limited. Registration<br />
begins April 15, 2013. New registrants may be<br />
placed on waitlist.<br />

before 7/1/2013; birthday on or before 7/1/2010)<br />

Youth Activities Continued...<br />
ER YOUTH LACROSSE<br />
ER Lacrosse is an introductory lacrosse program<br />
for girls and boys ages 4-8. No pads and<br />
helmets are required. All drills are done with a<br />
soft lacrosse ball in a fun and exciting manner.<br />
Parents are encouraged to participate. This<br />
year ER lacrosse will offer a variety of new<br />
drills to introduce to the children. Held July 15<br />
– 19 from 9:00-10:00am at Maxwell Park, East<br />
Syracuse. Three packages will be offered this<br />
year to choose from.<br />
Fee: $60 - Stick Package:<br />
Includes a Warrior Lacrosse stick, 2 lacrosse<br />

SATURDAY SOCCER<br />
This structured program, held at Maxwell Park<br />
in East Syracuse, will implement the fundamentals<br />
of soccer, along with scheduled playing<br />
time. The program is for <strong>Town</strong> of <strong>DeWitt</strong><br />
Residents only, in grades K-5 in the fall of<br />
2013. Held Saturdays, September 7 – October 5<br />
from 9:00-10:30am. VOLUNTEERS needed!<br />
We need adults who can act as coaches and assistants.<br />
If you like working with children or if<br />
you know someone who does, please call. The<br />
success of this program depends on volunteers.<br />

SENSIBLE SOCCER UK<br />
Sensible Soccer UK is a leading international<br />
soccer education and development organization<br />
based in the United Kingdom. Their aim is to<br />
provide players with a fun, exciting and challenging<br />
week based on their age and abilities.<br />
The camps are staffed by coaches who have<br />
vast experience in delivering high quality soccer<br />
education. Dates, location and fees to be<br />
announced at a later date.<br />
MINI DAY CAMP<br />
Registration for Residents begins Tuesday, May14.<br />
Nature explorations, fishing, arts and crafts and<br />
field trips are among the activities at Galster Pavilion<br />
in Ryder Park. Open to children entering<br />
grades 1 – 6 in the fall of 2013. A maximum of 50<br />
children per week. This program runs for two oneweek<br />
segments, August 12 – 16 and 19 – 23 from<br />
8:00am – 5:15pm. Pick one or both weeks. Nonresidents<br />
may start registering July 16th on a space<br />
-available basis. An activity sheet for the two<br />
weeks will be given at the time of registration.<br />

YOUTH ENRICHMENT SERIES –<br />
Y.E.S. (School Year)<br />
In cooperation with the J-D School District,<br />
<strong>DeWitt</strong> Recreation provides an after-school program<br />
at Tecumseh Elementary for children in<br />
grades K-8. The program is from school dismissal<br />
until 5:15 pm. Extended days from 8:00 am–5:15<br />
pm are available on most holidays, vacation, and<br />
snow days. Supervised activities include crafts,<br />
games, films and special events. A snack is provided<br />
in the afternoon. A detailed packet is given<br />
at the time of registration. Registration for the<br />
2013-14 school year begins Tuesday, August 6.<br />
Space is limited, register early.<br />

MORNING RECREATION (School Yr)<br />
Morning Recreation provides a before-school program<br />
for children attending Moses <strong>DeWitt</strong>, Jamesville<br />
Elementary and Tecumseh. Held at Moses<br />
<strong>DeWitt</strong>, Morning Recreation is open from 7:30 am<br />
until the time school starts. Activities include<br />
games, crafts and special events. All participants<br />
must be pre-registered. Registration for the 2013-<br />
14 school year begins Tuesday, August 6. Space is<br />
limited. Fee: $10 Registration Fee: $20 per week<br />
NET QUEST BASKETBALL CAMP<br />
For boys and girls entering grades 3-9. The<br />

BASEBALL CAMP<br />
Grades K-4: July 8–11 9:30 am – 12:30 pm<br />
Grades 5-8: July 29–Aug. 1 9:30 am–12:30 pm<br />
Come learn to play baseball the “J-D Way” with<br />
Varsity Coach Ryan Dera, pitching Coach Mike<br />
Klemperer, and current and former J-D players.<br />
This camp is designed to teach student-athletes<br />
solid fundamental baseball skills as well as raise<br />
the level of understanding of the game of baseball.<br />
Each camper will be provided with individualized<br />
instruction and the encouragement<br />
needed to develop their skills to a greater level.<br />
In addition, campers will learn to be aware that<br />
individual skills are best utilized when they are<br />
incorporated into a team concept. The emphasis<br />
will focus on how individuals work together on<br />
the field to form a baseball “team.” All campers<br />
should bring a glove, bat, spikes/cleats, and a<br />
snack/lunch. Baseball pants should be worn<br />
since live games will be played.<br />
Camp will be held at the J-D Varsity Baseball<br />
Field and batting cages will be used. If bad<br />
weather arises, camp will be moved indoors.<br />

JUNIOR GOLF AT FOUR SEASONS<br />
(Ages 7 & up)<br />
Learn the game of golf at Four Seasons twice<br />
weekly. Session I: Mondays and Wednesdays,<br />
June 24 – July 17 at 9am or 10am. Session II:<br />
Mondays and Wednesdays, July 22 – August 14<br />
at 9am or 10am. The 8th and final lesson will be<br />
a round of golf at Skyridge Golf Course (clubs<br />
required). Balls and clubs will be provided at<br />
Four Seasons only.<br />

KARATE FOR KIDS (Ages 5 & Up)<br />
Great way to introduce your child to the world of<br />
martial arts training. This class is an excellent<br />
first step toward learning the basics of karate and<br />
practical self-defense skills through our established<br />

Lifeskills program designed to instill life-long<br />
character traits in each student. Held Fridays,<br />
April 26 – May 17 from 5:30-6:15pm at CNY<br />

Canal Day, our annual summer celebration in <strong>DeWitt</strong>, is back at Ryder Park to celebrate<br />
its 45 th year! The day begins at 3:00 pm with all types of fun family activities,<br />
features a concert with a local band on the main stage beginning<br />
at 6:30 pm, and concludes with a fantastic fireworks display.<br />
Bring the kids to Ryder Park on the grounds of <strong>Town</strong> Hall to enjoy<br />
entertainment, pony rides, friendly animals in a petting zoo,<br />
carnival games, face painting, a bounce house and more! Try your skills at Corn Hole,<br />
Ladder Golf, and other lawn games. Grab a chicken BBQ dinner or some other delicious<br />
food and settle in to listen to live music on the main stage. The fun lasts late into<br />

BASICS OF PHOTOGRAPHY<br />
Want to learn how to use your camera? Join<br />
local photographer Chris Murray and learn how<br />
to take better pictures with an emphasis on nature<br />
and landscape photography. Participants<br />
will be instructed on the various camera functions<br />
associated with today’s film and digital<br />
SLR cameras. The theory behind exposure,<br />
including shutter speed and f-stops will be discussed.<br />
Time will also be spent on necessary<br />
equipment as well as compositional techniques.<br />
The third class will be held in the field, allowing<br />
students to take pictures and receive immediate<br />
feedback and pointers. Students are encouraged<br />
to bring in samples of their work for<br />
discussion and review throughout the session.<br />
This class is intended for people who have a<br />
35mm or digital SLR camera that can be manually<br />

Drumlins Golf Club driving range. The clinics<br />
stress the fundamentals of full swing and short<br />
game techniques. We’ll begin with putting, chipping<br />
and bunker play and eventually move through<br />
to a complete full swing motion. At the end of four<br />
weeks, you will have been introduced to all of the<br />
types of shots and techniques golf encompasses.<br />

ZUMBA (SPRING)<br />
Zumba is a Latin inspired dance fitness class<br />
that incorporates Latin and International music<br />
and dance movements. Zumba integrates basic<br />
Latin dance steps with arm movements and athletic<br />

attitude. Dancers and non-dancers alike will<br />
lose themselves in this party-like setting and<br />

The Food $en$e program is designed to increase<br />
self-sufficiency by helping individuals stretch<br />
their food dollars. The Food Bank of CNY is able<br />
to purchase food items in large quantities, and<br />
this savings is passed on to the program’s<br />
customers. The Food Bank organizes this<br />
program with over 40 sites in a 14 county area.<br />

distributed to each site coordinator. The<br />

information for the coordinators, the current month’s Food $en$e package, the projected<br />

<strong>Town</strong> Highlights SPRING 2013<br />
MESSAGE FROM SUPERVISOR EDWARD M. MICHALENKO, PH.D.<br />
This past year, the <strong>Town</strong> has accomplished many goals and strives to attain the best<br />
for our residents, while maintaining the lowest possible costs.<br />
The <strong>Town</strong> is actively pursuing economic and community revitalization and initiatives<br />
within the <strong>Town</strong>. We adopted a comprehensive Sustainability Policy in December<br />
of 2010. We are a Tree City USA, a member of International Council for Local Environmental Initiatives<br />
(ICLEI), and a Climate Smart Community. One of our sustainability projects was the installation of a<br />
51kw photovoltaic roof at the <strong>Town</strong> Hall. We are working on a town-wide bike and trail system which will<br />
connect with bike lanes and trails in the City of Syracuse and surrounding towns. We have been working<br />
with our State Senator to close the gap in the trail system along the Erie Canal, to create a continuous connective<br />
link and preserve the historical canal. Look for the Sustainability Committee’s e-newsletter in the<br />

The <strong>Town</strong> of <strong>DeWitt</strong> will be hosting our 32 nd Annual Earth Day Clean-up and 3 rd Annual Fair on Saturday,<br />
April 13, 2013. The Earth Day Fair will feature hands-on and informational booths that promote sustainability<br />
efforts. Please consider volunteering for our Earth Day Clean-up; it is a great opportunity to be involved<br />
in the community and show pride where we live and work. Please see the flyer enclosed for detailed<br />

The solar panels were installed at the <strong>Town</strong> Hall over a year ago and a total of 51,837.81 kW have been<br />
produced by the solar array saving the town nearly $12,000. By utilizing our solar array our carbon footprint<br />
was reduced by 87,458 pounds of CO2.<br />
Our vehicle fleet has reduced our fuel consumption by 2% saving the town over $5400 in fuel cost. This<br />
was accomplished by turning off vehicles that normally would idle at job sites, installing fuel saving idling<br />
devices and utilizing the most fuel efficient vehicles on the road.<br />
The Willis Carrier Recreation Center will break ground this spring. This was accomplished with the help of<br />
the non-profit organization, The Friends of <strong>DeWitt</strong> Parks and Recreation who are raising funds for this project.<br />
Assemblyman Samuel Roberts helped to submit for a $100,000 grant for this project through the New<br />
York State Capital Assistance Program. Senator John DeFrancisco and Senator David Valesky also showed<br />
support for this project.<br />
Implementation of the Save the Rain grant, an Onondaga County Suburban Green Infrastructure Program,<br />
will begin this spring. There is still time for residents of Park Hill and Franklin Park to sign up to receive<br />
rain barrels and trees. Please contact the Supervisor’s <strong>Of</strong>fice at 446-3910 ext. 5 for more information.<br />
We have also received the Urban Community Forestry grant through New York State Department of Environmental<br />
Conservation to restore wetlands, provide education and training regarding tree planting, and develop<br />
an Urban Forest Tree Management Plan. A Tree Inventory will be taking place as well, researching<br />
the impact and preventing the ash borer, a beetle that infests and kills ash trees.<br />

The <strong>Town</strong> has established a town wide beautification program. Flowerpots were placed along E. Genesee<br />
St. last spring. Because of the overwhelming support, more flowerpots will be placed throughout <strong>DeWitt</strong>.<br />
Community volunteers are also sprucing up areas to improve aesthetics and reduce the mowing by our<br />
parks and highways staff. See our website for a list of candidate locations in need of volunteers to help<br />
beautify.<br />
Butternut Creek Park has been landscaped with trees and gardens along the paved walkway through the<br />
support of the <strong>DeWitt</strong> Rotary organization.<br />
Sunshine Rotary had taken on maintaining and cleaning the canal towpath from Butternut to North Burdick<br />
Street. They placed benches along the trail and will be planting flowers and shrubs near the benches.<br />
The Train Station in Jamesville now has a new handicap accessible walkway and deck. Interior work was<br />
completed for a more energy-efficient building.<br />

AlertID-The <strong>Town</strong> of <strong>DeWitt</strong> Police Department is the first agency in New York to partner with AlertID, allowing residents<br />
to receive the full range of AlertID services, including crime advisories, at no cost to the public or the Police. AlertID has<br />
proven to help reduce crime and uses advanced technology to create a communication platform that connects citizens and<br />
federal, state, and local authorities to provide critical information and alerts that can help people protect their families and<br />
communities. <strong>Town</strong> of <strong>DeWitt</strong> residents now have universal access to crime and threat advisories,<br />
sex offender alerts, severe weather advisories, online neighborhood safety discussion groups, an interactive<br />
crime and emergency map, and other AlertID services. Residents can also receive important<br />
crime and safety information for their specific neighborhoods from the <strong>Town</strong> of <strong>DeWitt</strong> Police<br />
through special online neighborhood community groups included in AlertID service.<br />
Chief Conway emphasizes that all of the tools are free and are in addition to the Departments Facebook page, and<br />
email based TIP and Crime Alert Programs. The Department will continue to keep residents informed through<br />
conventional means as well.<br />
Irene Scruton, Chair of the <strong>Town</strong>’s Technology Committee and member of the Police Commission highlighted the<br />
department’s leading efforts with technology. “The Chief and his staff are committed to using the most current<br />
technology tools to provide exceptional accessibility and communications with our residents” said Scruton. “<br />

Notes From The Highway Department<br />
As of this writing, the highway department has completed 81 full plow runs removing snow from <strong>Town</strong> and<br />
some County roads. We are as anxious for spring as anyone, but with spring’s arrival, there are many tasks for<br />
the highway department: Traffic/street sign repair and replacement continues, we have started repairing lawn<br />
damage, and tree trimming. As the frost leaves the ground more pot holes appear! All the pavement repairs<br />
(pot holes, water and sewer repairs) are maintained until a permanent repair can be made. Catch basins, open<br />
storm water areas, and the streets and roads are evaluated for needed maintenance. As of this printing, the listings<br />
of roads or streets to undergo construction for the 2013 season has not been finalized. The <strong>Town</strong> does<br />
anticipate the continuation of improvements in the Park Hill neighborhood; the 100 and 200 blocks of Frederick<br />
Street and the 100 block of Highland Avenue will be reconstructed (including sidewalks) this season. I<br />
have included some tips for being in a construction or work zone; Safety is everyone’s responsibility!<br />
<strong>Town</strong> wide street sweeping will coordinate with the first brush pick up which is in April. The pick-up schedule<br />
and regulations are included in this brochure.<br />
<strong>DeWitt</strong> has over 124 miles of road and countless storm water facilities. We strive to be as proactive as possible<br />
but we cannot be everywhere at the same time. Residents are encouraged to contact the Highway Department<br />
via telephone (315-437-8331) or the web site (townofdewitt.com) to report issues or concerns.<br />

FYI: TOWN OF DEWITT STORM WATER<br />
Storm Water drainage and Sanitary Water (sewer) are<br />
two separate systems. Public storm drainage systems<br />
include underground storm-water pipes, catch basins,<br />
yard inlets and outlets, drainage ditches, and some holding<br />
ponds. The Highway Department is responsible for<br />
installation and maintenance of the public storm water drainage system in the <strong>Town</strong>. Storm drainage systems<br />
are cleared of obstructions on a regular basis with critical areas inspected and cleared before and after major<br />
storms. Onondaga County Department of Water Environment Protection (315-435-3157) is responsible for<br />
the sanitary sewer system.<br />
To find out if your property is part of a storm water drainage system, check your survey or deed for a drawing<br />
with the term drainage easement or drainage right-of-way*. Home owners are urged to check their property<br />
surveys before adding fences or plants to insure that the easement or a right-of-way is readily accessible.<br />
The <strong>Town</strong> is not responsible for replacement of buildings or plantings that are hindering the maintenance of a<br />
drainage area.<br />

property’s land survey. Easements are not conveyed in fee and remain the property of the owner.<br />

Notes From Planning & Zoning Department<br />
Thinking of a spring or summer time project around the house? The following projects require a development<br />
permit through the Department of Planning and Zoning:<br />
Decks, swimming pools & hot tubs, additions, new homes, fences, storage buildings, solar energy equipment,<br />
detached and attached garages. Any other projects not listed, please call the department for assistance.<br />

2013 Yard and Garden Pickup<br />
Residents are encouraged to compost yard waste at home. When that option is not viable or when material is<br />
too large to handle in a home situation, the <strong>Town</strong> offers curbside yard and garden debris pick up. This service<br />
is provided April thru October.<br />

If a pile of material contains any of the above referenced non collectible items, the pile will be left and it<br />
will NOT be picked up. All materials collected are transported to OCRRA, and processed into<br />
mulch and compost.<br />
Place yard and garden debris curbside the weekend before your Area’s collection week.<br />
To ensure your material is picked up, have materials curbside no later than Monday morning<br />
of your collection week.<br />
The truck route does change, and they make only one pass through the neighborhood, so be prepared! (When<br />
there are Monday holidays, we will start the pick up on Tuesday)<br />
Yard and garden debris must be placed on a lawn — off the road shoulder.<br />
Do not place material on or near utilities, and it must be accessible directly from the road.<br />
Keep away from fire hydrants, gas shutoffs, utility poles/boxes, sewer vents or drainage basins.<br />
(The <strong>Town</strong> will not be responsible for repairs to utilities that are covered by debris.)<br />
Leave material in a pile, not in a container or bag.<br />
Stack materials parallel to the road.<br />
Material maximum length is 10 feet.<br />
Compliance<br />
A violation of these rules affects your neighbors by creating a nuisance and an unsightly condition, increasing<br />
costs to all taxpayers. The following <strong>Town</strong> of <strong>DeWitt</strong> Code, Chapter 158 will be enforced:<br />
1) Residents will receive a notice of violation which specifies the type of infraction, time frame for<br />
removal and will be responsible for removing the materials.<br />
2) Failure to remove materials as cited, will result in having the material removed and the cost will be<br />
placed on the property owner’s tax bill.<br />

LEAF COLLECTION IS A SEPARATE SERVICE, AND IS CONDUCTED DURING<br />
NOVEMBER AND DECEMBER<br />
Unlike yard debris pick up, there is no set schedule for removing leaves: Pick up starts in November,<br />
and will continue until the leaves are gone. Rake leaves close to the edge of your lawn and leave<br />
in a row. NO BAGS, LEAVES ONLY! (co-mingled piles will be left curbside)<br />
Neighborhoods are visited often!<br />
IF or WHEN the weather gets too wet, leaf pick-up continues using the loaders.<br />

Janet loved art as a child and decided to pick<br />
up a brush again after a long career as a<br />
teacher. She found the Senior Art Program<br />
through the <strong>Town</strong> of Dewitt and has attended<br />
classes with them for several years.<br />
A highlight of her retirement was attending<br />
a watercolor workshop in France. Janet enjoys<br />
painting in watercolor and drawing in<br />
pen and ink. As a member of local art guilds<br />
her work is shown in several local venues as<br />
well as private collections.<br />
