REAL LIFE DOG TRAINING
Approximately 5 to 7 million companion animals
enter animal shelters nationwide every year, and
approximately 3 to 4 million are euthanized. Many
are surrendered by owners unable to deal with everyday
dog issues. Does your dog pull on
the leash, jump up at strangers, bark
excessively, or destroy your home when
you leave? Is your dog over excited, aggressive,
fearful, or suffering from separation anxiety? These and many more issues
can be resolved by understanding how your best friend thinks. Come to
this hands-on Real Life Training with Collective K-9 to learn how to resolve
these and many more problems. Bring a regular collar,
leash, poop bag, and water (for both you and your pet).
Community Notes
Town Highlights SPRING 2013
MESSAGE FROM SUPERVISOR EDWARD M. MICHALENKO, PH.D.
This past year, the Town has accomplished many goals and strives to attain the best
for our residents, while maintaining the lowest possible costs.
The Town is actively pursuing economic and community revitalization and initiatives
within the Town. We adopted a comprehensive Sustainability Policy in December
of 2010. We are a Tree City USA, a member of International Council for Local Environmental Initiatives
(ICLEI), and a Climate Smart Community. One of our sustainability projects was the installation of a
51kw photovoltaic roof at the Town Hall. We are working on a town-wide bike and trail system which will
connect with bike lanes and trails in the City of Syracuse and surrounding towns. We have been working
with our State Senator to close the gap in the trail system along the Erie Canal, to create a continuous connective
link and preserve the historical canal. Look for the Sustainability Committee’s e-newsletter in the
coming months. If you would like to receive it via email, please sign up on our website.
The Town of DeWitt will be hosting our 32 nd Annual Earth Day Clean-up and 3 rd Annual Fair on Saturday,
April 13, 2013. The Earth Day Fair will feature hands-on and informational booths that promote sustainability
efforts. Please consider volunteering for our Earth Day Clean-up; it is a great opportunity to be involved
in the community and show pride where we live and work. Please see the flyer enclosed for detailed
information. I hope to see you there.
The solar panels were installed at the Town Hall over a year ago and a total of 51,837.81 kW have been
produced by the solar array saving the town nearly $12,000. By utilizing our solar array our carbon footprint
was reduced by 87,458 pounds of CO2.
Our vehicle fleet has reduced our fuel consumption by 2% saving the town over $5400 in fuel cost. This
was accomplished by turning off vehicles that normally would idle at job sites, installing fuel saving idling
devices and utilizing the most fuel efficient vehicles on the road.
The Willis Carrier Recreation Center will break ground this spring. This was accomplished with the help of
the non-profit organization, The Friends of DeWitt Parks and Recreation who are raising funds for this project.
Assemblyman Samuel Roberts helped to submit for a $100,000 grant for this project through the New
York State Capital Assistance Program. Senator John DeFrancisco and Senator David Valesky also showed
support for this project.
Implementation of the Save the Rain grant, an Onondaga County Suburban Green Infrastructure Program,
will begin this spring. There is still time for residents of Park Hill and Franklin Park to sign up to receive
rain barrels and trees. Please contact the Supervisor’s Office at 446-3910 ext. 5 for more information.
We have also received the Urban Community Forestry grant through New York State Department of Environmental
Conservation to restore wetlands, provide education and training regarding tree planting, and develop
an Urban Forest Tree Management Plan. A Tree Inventory will be taking place as well, researching
the impact and preventing the ash borer, a beetle that infests and kills ash trees.
MESSAGE FROM SUPERVISOR EDWARD M. MICHALENKO, PH.D. CONTINUED FROM PAGE 18
The Town has established a town wide beautification program. Flowerpots were placed along E. Genesee
St. last spring. Because of the overwhelming support, more flowerpots will be placed throughout DeWitt.
Community volunteers are also sprucing up areas to improve aesthetics and reduce the mowing by our
parks and highways staff. See our website for a list of candidate locations in need of volunteers to help
beautify.
Butternut Creek Park has been landscaped with trees and gardens along the paved walkway through the
support of the DeWitt Rotary organization.
Sunshine Rotary had taken on maintaining and cleaning the canal towpath from Butternut to North Burdick
Street. They placed benches along the trail and will be planting flowers and shrubs near the benches.
The Train Station in Jamesville now has a new handicap accessible walkway and deck. Interior work was
completed for a more energy-efficient building.
Warmest Regards, Ed M.
The Town of DeWitt is a participating community
OCCO CONTE:
Notes From The Highway Department
As of this writing, the highway department has completed 81 full plow runs removing snow from Town and
some County roads. We are as anxious for spring as anyone, but with spring’s arrival, there are many tasks for
the highway department: Traffic/street sign repair and replacement continues, we have started repairing lawn
damage, and tree trimming. As the frost leaves the ground more pot holes appear! All the pavement repairs
(pot holes, water and sewer repairs) are maintained until a permanent repair can be made. Catch basins, open
storm water areas, and the streets and roads are evaluated for needed maintenance. As of this printing, the listings
of roads or streets to undergo construction for the 2013 season has not been finalized. The Town does
anticipate the continuation of improvements in the Park Hill neighborhood; the 100 and 200 blocks of Frederick
Street and the 100 block of Highland Avenue will be reconstructed (including sidewalks) this season. I
have included some tips for being in a construction or work zone; Safety is everyone’s responsibility!
Town wide street sweeping will coordinate with the first brush pick up which is in April. The pick-up schedule
and regulations are included in this brochure.
DeWitt has over 124 miles of road and countless storm water facilities. We strive to be as proactive as possible
but we cannot be everywhere at the same time. Residents are encouraged to contact the Highway Department
via telephone (315-437-8331) or the web site (townofdewitt.com) to report issues or concerns.
Thank you for your continued support.
Construction Zone Safety Tips
Stay alert and give full attention to the
roadway.
Pay close attention to signs and work
zone flaggers.
Turn on headlights so workers and other
drivers can see your vehicle.
Do not tailgate – leave plenty of room for
those sudden stops.
Do not speed. Slow down to the posted
speed limits.
Keep up with the traffic flow.
Do not change lanes in work zones.
Minimize distractions in vehicles
Expect the unexpected.
Keep an eye on workers and their equipment.
Be patient. Remember work zones are
FYI: TOWN OF DEWITT STORM WATER
Storm Water drainage and Sanitary Water (sewer) are
two separate systems. Public storm drainage systems
include underground storm-water pipes, catch basins,
yard inlets and outlets, drainage ditches, and some holding
ponds. The Highway Department is responsible for
installation and maintenance of the public storm water drainage system in the Town. Storm drainage systems
are cleared of obstructions on a regular basis with critical areas inspected and cleared before and after major
storms. Onondaga County Department of Water Environment Protection (315-435-3157) is responsible for
the sanitary sewer system.
To find out if your property is part of a storm water drainage system, check your survey or deed for a drawing
with the term drainage easement or drainage right-of-way*. Home owners are urged to check their property
surveys before adding fences or plants to insure that the easement or a right-of-way is readily accessible.
The Town is not responsible for replacement of buildings or plantings that are hindering the maintenance of a
drainage area.
Every property owner can help maintain an efficient drainage system:

-8331 to report storm water drainage issues
*It is important to note that an easement and a Right of Way are different.
a. Easement – An easement is a piece of land conveyed to the Town by the owner for the construction and
maintenance of public utilities and drainage on private land. Easements allows for the right of public municipalities
and private utilities to enter upon, over, across and under public and private lands to perform the necessary
work to install and/or repair utilities and to maintain drainage facilities. Easements must be properly
recorded with Onondaga County, dedicated to the Town of DeWitt or other utility entity and shown on the
property’s land survey. Easements are not conveyed in fee and remain the property of the owner.
b. Right of Way – An area of land that runs along a Town of DeWitt, Onondaga County or New York State
roadway or highway. All work and/or alteration within the right of way shall receive a license agreement
from the Town of DeWitt for town roadways or from Onondaga County and New York State.
2013 Yard and Garden Pickup
Residents are encouraged to compost yard waste at home. When that option is not viable or when material is
too large to handle in a home situation, the Town offers curbside yard and garden debris pick up. This service
is provided April thru October.
COLLECTABLE Material is…plant and
shrubbery trimmings, limbs, sticks & branches
plants & shrubs (without soil)
NON-COLLECTIBLE Material is
Construction material or building materials
Soil Sod Grass Rocks Stones Stumps
If a pile of material contains any of the above referenced non collectible items, the pile will be left and it
will NOT be picked up. All materials collected are transported to OCRRA, and processed into
mulch and compost.
Place yard and garden debris curbside the weekend before your Area’s collection week.
To ensure your material is picked up, have materials curbside no later than Monday morning
of your collection week.
The truck route does change, and they make only one pass through the neighborhood, so be prepared! (When
there are Monday holidays, we will start the pick up on Tuesday)
Yard and garden debris must be placed on a lawn — off the road shoulder.
Do not place material on or near utilities, and it must be accessible directly from the road.
Keep away from fire hydrants, gas shutoffs, utility poles/boxes, sewer vents or drainage basins.
(The Town will not be responsible for repairs to utilities that are covered by debris.)
Leave material in a pile, not in a container or bag.
Stack materials parallel to the road.
Material maximum length is 10 feet.
Compliance
A violation of these rules affects your neighbors by creating a nuisance and an unsightly condition, increasing
costs to all taxpayers. The following Town of DeWitt Code, Chapter 158 will be enforced:
1) Residents will receive a notice of violation which specifies the type of infraction, time frame for
removal and will be responsible for removing the materials.
2) Failure to remove materials as cited, will result in having the material removed and the cost will be
placed on the property owner’s tax bill.
LEAF COLLECTION IS A SEPARATE SERVICE, AND IS CONDUCTED DURING
NOVEMBER AND DECEMBER
Unlike yard debris pick up, there is no set schedule for removing leaves: Pick up starts in November,
and will continue until the leaves are gone. Rake leaves close to the edge of your lawn and leave
in a row. NO BAGS, LEAVES ONLY! (co-mingled piles will be left curbside)
Neighborhoods are visited often!
IF or WHEN the weather gets too wet, leaf pick-up continues using the loaders.
