DCC Chairman Gordon Heisler expressed his concern that the town both promote, yet properly
control, the means of producing renewable energy.
After a lengthy discussion, the Supervisor closed the hearing.
Motion by Councilor Andrews to enact the proposed local law. There was no second to the
motion.
Councilors Baker, Scruton and Simonetta asked to defer the vote so that further information
could be assembled.
Councilor Andrews withdrew his motion. No further action was taken by the Board.

The Supervisor recessed the meeting and called to order a public hearing at 8:00 p.m. to consider
a proposed local law concerning zoning provisions for the hamlet of Jamesville.
Proof of publication in the Syracuse Post-Standard dated August 29, 2008 was read and filed.
The matter was reviewed by Attorney Sutphen and Planning Board chairman Lazar. An
overview of the changes to the code was presented. The Planning Board Resolution of August
28, 2008 was noted.
Councilor Baker praised the process which had allowed for significant input from the
community.
After a short discussion, the Supervisor closed the hearing.
Motion by Councilor Mannion, seconded by Councilor Baker.
RESOLVED, that the following findings are adopted in connection with and subsequent to the
public hearing concerning the proposed local law entitled “Hamlet Zoning Provisions”:
1. This Board finds with respect to SEQRA that an environmental impact statement was
prepared and noted no negative environmental impact by reason of these modifications to the
Zoning Code inasmuch as:
a. The code changes themselves do not impact the environment.
b. Any action that may be taken pursuant to these code changes, when implemented in
the context of the entire Code, will not negatively impact the environment.
c. Action taken pursuant to this code section will improve the environment.
Accordingly, this Local Law is adopted with a negative SEQRA Declaration.
2. This Board takes note of the positive recommendation of the Planning Board of the Town
of DeWitt by resolution adopted July 24, 2008, and incorporates and adopts by reference herein
the findings of the Planning Board in said recommendation.
