With support from the Under-Secretary and RIA Committee:
• responsible for the department’s RIA Pilot including implementation and approving key RIA documents (eg., Regulatory Impact
Statements (RIS) and Regulatory Assessment Summaries (RAS)
• reviews regulatory proposals with attached Regulatory Assessment Summary (RAS) before approving for consideration by the
Office of the President.
Champion RIA (across government and with external stakeholders) and represent the department on the Inter-Agency Steering
Committee
Oversight the:
• development of a national RIA strategy for rollout across all Philippines departments; and
• implementation of the RIA pilot program across participating departments.
• Leads the development and implementation of the RIS system across the department
• Provides RIA training to the department and other relevant stakeholders (eg., President Management Office staff involved in
review of regulatory proposals and Regulatory Assessment Summaries (RAS)).
• Supports the department in developing regulatory proposals consistent with Government law making and RIA system
requirements and completing RIA documents.
• Implements the RIA system including appropriate internal control systems to support compliance with the RIA system
• Develops regulatory proposals in accordance with Government law making and RIA system ‘best practice’ requirements
• Liaises with DOF on regulatory proposals subject to RIA
• For each regulatory proposal, completes the PIA and RAS and, where significant impact a RIS.
• Lead, advocate and advice on RIA across government and with external stakeholders
• Support the work of the Inter-Agency RIA Steering Committee
• Report on best practice regulation activities in the Philippines Government
Reviews RIA regulatory proposals with attached Regulatory Assessment Summary (RAS) before approving for Congress or
President’s consideration.
