The border inspection post (BIP) and the EU entry point (PEC) at Toulo<strong>us</strong>e-<br />
<strong>Blagnac</strong> Airport have now been combined to form one veterinary and<br />
phytosanitary service (SIVEP). This service functions as a border post that is<br />
part of a national body and is linked to the French food safety authority (DGAL).<br />
This structural change does not change the defined procedure for official<br />
veterinary controls (at the BIP) and phytosanitary controls (at the PEC):<br />
- For phytosanitary controls, import notices m<strong>us</strong>t always be sent by fax or<br />
by messaging service at least 24 b<strong>us</strong>iness hours before the goods arrive.<br />
- For veterinary controls, import notices m<strong>us</strong>t be carried out by telephone<br />
at least one b<strong>us</strong>iness day before the consignment physically enters<br />
French territory. In addition, the person responsible for loading m<strong>us</strong>t<br />
send pre-notification (on the 1 st page of the CVED) via the TRACES<br />
system at least one b<strong>us</strong>iness day before entrance of any physical<br />
consignment, and this computerised statement m<strong>us</strong>t be followed by<br />
submission of a printed document no later than one day after the<br />
consignment has entered French territory.
