Volunteer Awareness Week
is on June 16-23 and Sport
Waikato wishes to thank the
volunteers who help with sport
and recreation in Waipa.
They remind people to
recognise community volunteers
that assist them and their
organisations for the amazing
work they do.
Sport Waikato is calling sport
volunteers involved their ‘sport
makers’ and thanking them for
the time and effort they give to
sport and recreational
opportunities locally.
They are also launching a
campaign in July to highlight
individuals for their successful
sporting voluntary work and
have developed a plan that will
help recognise valuable
Wheel warning returns
The Wheel of Risk is once
again being seen around
intersections in the Waipa district
as part of a combined effort
to keep our roads safe.
The wheel is part of a road
safety campaign that began last
week and is aimed at preventing
intersection crashes in the Waipa
district.
It has featured in previous
New Zealand Transport Agency
television advertising and
reminds motorists to not ‘risk it’
at intersections.
The wheel will be located at
intersections within the district
as well as at high pedestrian flow
areas where people will be able to
stop and ask questions about give
way rules. It is seen as a useful
tool in getting people to talk about
road safety.
Waipa road safety coordinator
Megan Jolly said there were 209
intersection crashes in Waipa in
the five-year period from 2007 to
2011. These crashes resulted in
eight people dying and 201 people
injured.
The crashes were
predominantly in urban areas,
with 72 percent of ‘drivers at fault’
holding a full licence.
Mrs Jolly says this campaign
will encourage motorists to take
intersections seriously and check
properly that the way is clear. At
a stop sign this can only be done if
a car fully stops.
‘‘There is also the need to
specifically lookout for approaching
cyclists and motorbikes.
‘‘Often we don’t see things
unless we make a special effort to
look for them.
New police car scanner saving lives
With disqualified, forbidden and suspended
drivers more likely to cause crashes on the road,
Waikato Police say new technology is paying for
itself in preventing road trauma.
District prevention manager Inspector Rob
Lindsay says officers working with an
Automated Number Plate Recognition (ANPR)
equipped vehicle prevented a likely tragedy on
Hamilton City streets last week.
‘‘In total 3074 vehicles were scanned by the
ANPR device Thursday morning at checkpoints
on Bankwood and Hukanui Roads, resulting in
53 alerts being activated, three drivers being
suspended, one driver being forbidden to drive,
two vehicles being impounded and one person
YOUR CALL: The iconic Wheel of Risk in Te Awamutu last week.
‘‘The speed of motorbikes and
cyclists can be deceptive — it can
be hard to judge how fast they are
going,’’ she says.
From 2007-2011 six percent of
crashes at intersections on local
Waipa roads included motorcyclists
and it was higher on state
highways at 11 percent’’
As part of the campaign electronic
message boards at key
intersections will also be visible
in the district reminding people
that they need to stop their
vehicle at intersections governed
by stop signs. The message board
with an outstanding warrant being arrested.
‘‘More disturbingly was the intoxicated
woman found behind the wheel of a car linked to
a suspended driver at about 11.30am.
‘‘When stopped the driver returned a breath
alcohol reading of 648mgms.
‘‘The legal limit for a fully licensed driver
aged over 20 is 400mgms,’’ says Mr Lindsay.
He says a person with such a high alcohol
reading that early in the day posed a real risk not
only to themselves but other road users.
‘‘Research shows us forbidden, disqualified or
suspended drivers are 19 per cent more likely to
be involved in road crashes while many
offenders drive vehicles with warrants or
TC040613SP01
will remind motorists of the $150
infringement fine.
Waipa District Council road
manager Dawn Inglis says it is
important to stop fully at a stop
sign and not be tempted to roll
through it.
■ Continued Page 7
registrations so the beauty of ANPR is that it
allows us quicker access to existing Police data
meaning officers are better equipped to remove
these threats from our roads.’’
Mr Lindsay said an ANPR equipped vehicle,
Crime Reporting Line and Mobility roll-out
equipment are all part of the policing innovation
display at the Police stand at National Fieldays at
Mystery Creek from 12-16 June.
‘‘I would encourage all interested members of
the public to come down and take a look for
themselves at how Police are improving ways for
the public to interact with them and how
technology is assisting in the prevention of
crime.’’
LETTERS TO THE EDITOR
More of same, or time for change
In reply to letters from
Hayden Woods and Dennis
Pennefather, I agree the
writers make valid points on
the affordability of future
rates projections and that
councils must operate at austerity
levels for several years
to come.
The very successful rates
march and substantial rates
petition has been largely
responsible for the low rates
this year, and of course it’s
election year.
Over the last two years
council governance and rates
have constantly been under
public scrutiny and frequently
found wanting.
In this coming election the
ratepayers must decide
whether they want things to
carry on as they were or they
really want a council that has
ratepayers’ interests as a core
priority.
If they are happy with the
the majority of the old councillors
vote them back in.
If they want change they
need to vote for change when
they select their councillors
at election time.
With external debt going
up from $22 million to $73
million, plus internal debt of
$19 million currently, this has
to get priority for reduction
by a new council.
This debt level is costing
ratepayers $37 million in
When ‘user pays’ doesn’t count
I refer to the letters of May 23
headed ‘Criticism’ where Waipa
District Council CE Garry
Dyet is quoted as saying that
‘when it is appropriate, it is the
users of services that pay and
not rate payers picking up the
bill for others.’
In view of this comment
perhaps Mr Dyet can explain to
me, and others, why rural residents
not connected to the
Council’s water and sewerage
reticulation have included in
their rates bill charges for
water reticulation and sewerage
treatment, both of which
are not a service provided by
Council, or are available to
rural residents or likely to be in
the near or distant future.
DAVID EDWARDS
Council replies: All
ratepayers contribute to the
cost of policy, monitoring
and enforcement of water,
sewerage and stormwater
across the district which
reflects the wider public
good that the activity
provides such as disposal of
septic tank waste, services at
public facilities.
Properties connected to the
services pay an additional
charge.
Library needs to stay within the CBD
Does Terry Broadbridge
really want to destroy the
town?
Already the Pak’n Save
block has taken away the BNZ
and Mega Mitre 10. So Mitre 10
has virtually lost my custom —
it’s off my track.
If the library is also moved
down Cambridge Road it would
make it inaccessible to many
people.
Just one example of inconvenience
— it would be unavailable
while waiting for car servicing
because the car would be
needed to get to it.
The present library is quite
inadequate but still needs to be
within the CBD area.
would be far better spent
within Waipa.
Many councillors voting
record shows that having
ratepayers best interests at
heart has not been a major
priority.
It’s up to the ratepayers at
voting time to decide whether
they want a more financially
prudent council.
KEN GEORGE
School pool
talk good
After following the Letters to
the Editor about the Cambridge
swimming pool, I find Hayden
Woods suggestion to discuss
the matter with St Peters
School an excellent idea.
It could give the problem a
user-payer situation, instead of
ratepayers having to pay for a
status symbol we don’t need,
not very many want and we
can’t afford.
It would be nice to have a
council that really worked at
keeping our costs down, and
concentrated on what we need.
Like better quality tap water. A
smell of chemicals and mud is
not very nice when you are
100% TE AWAMUTU OWNED & OPERATED

Waipa District councillor Joe
Scaramuzza expressed concern at
last week’s monthly meeting that
Council needs to keep ‘to the forefront’
of local government amalgamation
discussions.
Cr Scaramuzza said amalgamation
was a ‘big topic’ at the moment
and Waipa needed to have a discussion
on this subject .
‘‘We need to have an alternative,
a viable option. We take the risk
otherwise of getting something put
on us chosen by someone else. The
amalgamation topic is gathering
momentum.’’
Waipa Mayor Alan Livingston
said there was a complex situation
(in relation to local government
amalgamation) in the Waikato
region, but the work streams that
would be carried out as agreed on by
the (regional) Mayoral Forum
ensured that Waikato councils were
being proactive.
‘‘There are four work streams,
but they are not really going to get
traction until the new financial year
and funding approval. We hope these
areas of work then get underway.
‘‘Resourcing is dependent on
funds coming forward in future
financial years.
‘‘Futureproofing work that has
been underway for three years only
relates to a small part of the area.
‘‘Indications from the Local Government
Commission have been that
as long as we are working on ways to
achieve the best possible outcome
for our region they will leave is
alone.
‘‘This is dependent on all councils
sticking together — if one breaks
ranks things will all change.’’
Mr Livingston said Council was
fortunate to have new deputy general
manager David Hall in charge of
one of the work streams (water) and
chief executive Garry Dyet in charge
of another (planning and regulatory).
‘‘Waipa will have a big input into
these work streams.’’
In response to a question from Cr
Vern Wilson, the Mayor said that
discussions on options were not
taking place within the Mayoral
Forum and this was up to councils.
‘‘It is a case of seeing what
eventuates from these work streams.
There may be some obvious reorganisation.’’
CAMBRIDGE Ward Councillor Dennis Finn (pictured with wife Tricia) has announced he will stand for the Waipa
Mayoralty in October’s Local Government elections.
With the recent announcement
that four-term Waipa Mayor Alan
Livingston will retire this year, current
councllor Dennis Finn said he
has the drive, motivation, proven
leadership and local government
experience to represent the community
and take the Council forward.
‘‘Over the last term I have brought
a sound business perspective to the
Council chamber, questioning
recommendations to make sure the
issues were fully understood and that
all options were explored by staff
before decisions were made.’’
Mr Finn added that he was not
hedging his bets to be re-elected at
any cost — he is focussing entirely on
standing for Mayor.
‘‘I have thought long and hard
about the choice to stand for the
Mayoralty and that is where I can see
my skills and experience being most
valuable for the people of Waipa. I am
not standing as a Cambridge Ward
Councillor again. My decision has
very strong support from my family,
including my wife Tricia who will be
at my side throughout the campaign,
my friends and local networks.’’
Mr Finn said the knowledge,
relationships and understanding
about Council business he now possesses
could only be gained through
the experience of being on the Council.
He hoped this would give voters
the reassurance that he was not only
qualified for the role of Mayor, but
also positioned to provide a smooth
transition; ensuring progress on
important projects would not be lost.
Mr Finn’s 30 years of community
leadership experience sat well with
Waipa’s residents in the last election.
He was voted in as a first-time
Cambridge Ward Councillor in 2010,
receiving 2302 votes — the second
highest number across the 12 Cambridge
councillor candidates.
He said to be an effective Waipa
Mayor required an understanding of
local people and the region’s unique
culture, as well as financial management,
local government legislation
and the role of governance.
‘‘To be a successful Mayor
requires the ability to build relationships
and engage with a broad range
of people to understand their many
perspectives and concerns. I am
focused on effectively managing
Council’s affairs for the residents and
ratepayers of today and tomorrow —
by continuing to build relationships
and work alongside our youth, senior
citizens, families, Iwi and business
people.’’
Mr Finn said he is committed to a
district that continues to move forward
prudently — but not at any cost.
He said there were a raft of
complex infrastructure projects in
the Council’s current Long-Term
Plan and that he has been involved in
discussing all of them at length with
the Council. If elected Mayor he said
he was committed to the Plan which
includes the Cambridge bypass of the
Waikato Expressway, a new public
library for Te Awamutu and
improvements to water supply across
the district.
‘‘Obviously controlling Council
spending is important to everyone. I
have always advocated for prudent
growth and that hasn’t changed. To
minimise rates we have to maximise
savings.’’
Mr Finn said he supported the
Waikato Mayoral Forum which has
been set up to discuss ways in which
Councils can share infrastructure
and services in order to save money
for all ratepayers.
As well as being a Councillor, Mr
Finn is also known for his role as a
Commissioner for the Ministry of
Education, in which he manages
complex and difficult situations in
schools.
Mr Finn said he has dedicated a
large part of his life to working in
education. Two notable local
assignments included his work with
Cambridge High School and
Hamilton’s Fairfield College.
He said the role of a Commissioner
was much like the role of a
Mayor in the community, bringing
teams or groups of people together
who were sometimes in conflict,
asking challenging questions and
finding solutions so that people and
organisations can move forward and
benefit.
He added that the district was in a
strong position with the ‘Home of
Champions’ brand.
‘‘Waipa is a highly desirable place
to live, and that hasn’t happened by
accident. The Council has been
instrumental in creating the ‘Home
of Champions’ over many years
including strongly backing our
environmental, historical and sporting
strengths. I want to see Waipa’s
strong regional brand continue to
thrive with the community
prospering from its success.’’
Councils consider emergencies
BY GRANT JOHNSTON
Waipa District Council
will soon be charting its own
Civil Defence emergency
management destiny with
Otorohanga and Waitomo
Districts.
While the new arrangement
has been brought about
by Hamilton City Council’s
withdrawal from the Waikato
Valley Emergency Operating
Area arrangement, the
initiative unveiled by Waipa
staff at last Tuesday’s Council
meeting was hailed by Mayor
Alan Livingston as ushering
in a welcome change to a
‘bottom up’ driven delivery of
Civil Defence.
Wayne Allan, manager
planning and regulatory, presented
a report detailing the
new shared service arrangement
with Otorohanga and
Waitomo Districts that will
come into effect on July 1.
Estimated cost to Waipa
would be $60,000 in 2013/14,
which is around $8000 less
than the current level of
contribution to the
disestablishing WVEOA
arrangement.
While major disasters
would still trigger coordinated
response management
from the Hamiltonbased
Group Emergency
Management Office, the new
shared service would allow
the local councils to coordinate
event planning and
preparedness.
This would enable effective
emergency response and
restoration of services within
their communities.
Waipa would provide the
administering role for the
shared service, including a
base office for the new Civil
PRE BUILT HOMES
Defence position that represents
all three councils (emergency
associated payroll services,
management and vehicle.
Costs would be proportionately
reimbursed to Waipa by
Waitomo and Otorohanga,
who would each contribute
$45,000 towards the total cost
of $150,000 for establishing the
new service in the coming
year.
Council confirmed its
involvement in the arrangement
and the appointment of
Mr Allan as the Civil Defence
controller for Waipa District,
with Andrew Loe of Otorohanga
and Johan Cullis from
Waitomo as alternate local
controllers.
Mayor Livingston said
that whereas emergency
management in the region
had been driven from the top
down, the new arrangement
would see it driven from the
‘bottom up’, providing better
training and response from
ground level in the event of a
Civil Defence emergency.
Chief executive Garry
Dyet said Civil Defence
arrangements had been in the
spotlight and more was being
learned all the time (about
preparedness and response)
from the Canterbury
earthquakes.
He said Waipa, Waitomo
and Otorohanga shared similar
‘hazard-scapes’ with flooding
a key issue and controllers
in each district are
expected to dedicate a certain
amount of their time to this
role.
Mr Allan said that the
WVEOA was no longer considered
the appropriate
model to deliver Civil Defence
services for our local communities.
Hamilton City in particular
has significant emergency
management challenges that
are not faced by the rural
districts and communities.
9235050AA
‘‘The WVEOA was established
at a time when the
Waikato Civil Defence Emergency
Group was not as
active as it is today. Following
the adoption of the Waikato
CDEM Group plan in late
2011, the Group Emergency
Management Office is now
fully resourced to implement
the plan.
‘‘It is anticipated that in
the future, emergency management
services based in
Hamilton such as Police, Fire
and Group Emergency Management
for Civil Defence
will be collectively located in
a new building in Hamilton.
‘‘The Group Emergency
Management Office now
provides a high degree of
leadership, co-ordination and
project delivery across the
region.’’
Mr Allan said a review of
each of the five WVEOA
councils’ Civil Defence emergency
management capability
highlighted considerable
differences in each
council’s capacity and capability
to respond to and
recover from a Civil Defence
emergency.
Waipa, Waitomo and
Otorohanga staff had been
working collaboratively to
bring about a new shared
arrangement for their
councils and the communities
they serve.
The new arrangement
would allow Waipa, Waitomo
and Otorohanga to work
together to deliver greater
efficiencies.
It would also fulfil the
need to put adequate
resourcing into Civil Defence
required under the Civil
Defence Emergency Management
Act.
Push for
youth
leaders
The need for local government
to promote youth
leadership and opportunities
for youth development
was raised by Cr
Hazel Barnes at last
week’s Waipa District
Council meeting.
Cr Barnes said this was
a strong theme at the
recent community boards
of New Zealand conference
she had attended on
behalf of Te Awamutu
(along with fellow board
member Richard Hurrell).
While plenty was
happening in Waipa
already (with the Councilco-ordinated
Youth ,
Youth Awards etc) there
was still opportunity to
push ahead further with
initiatives aimed at
involving youth as community
leaders.
‘‘There were also
strong beliefs expressed
(at the conference) about
the need to give youth a
feeling of how they belong
in communities and
where they come from via
local museums.
‘‘This is something
Waipa does well when you
look at how many young
people we have going
through our museums.’’
Mayor Alan Livingston
also commented on an
excellent youth leadership
in sports programme that
had involved many
student leaders from the
district’s three secondary
schools.
Helping athletes onto world stage
KIDS SPEAK OUT!
BY CATHY ASPLIN
Te Awamutu College student
Hine-Anahera Nolan has her
sights firmly set on becoming
Junior World Champion in her
chosen sport, taekwon-do.
The 1st dan black belt has
been studying the Korean martial
art for six years and was
introduced to the sport by her
mother.
‘‘She was keen for all the
family to be involved in the
sport, so I have a brother and
two sisters learning taekwon-do
as well.’’
Hine (17) has been selected to
to represent New Zealand at the
World Championships in
Benidorm, Spain (October
23-27).
‘‘I was chosen after
completing a two day trial in
February. I am the only junior
female that will be competing.’’
At the World Championships
she will compete in eight events:
(four individual and four team)
patterns, sparring,
powerbreaking and speciality
techniques.
Hine has a raft of
achievements in taekwon-do,
including a fourth placing at the
2012 World Cup, bronze at an
Oceania tournament and gold
medals at national and regional
events.
Her preparation for the
world event consists of two club
trainings, two high performance
trainings and two boxing
trainings each week.
‘‘As well as that I have
taekwon-do training camps two
days each month and I carry out
my own training routine at
home.’’
If that doesn’t sound busy
enough, Hine is also a netball
player and boxer.
Academically she also works
hard. ‘‘I am a focused Year 13
student, studying for NCEA
Level 3. My goal is to obtain the
credits necessary to go to university
so that I can study
business management and
Maori.’’
Te Awamutu Cornerstone
Trustee Christine Braun was
pleased to present Hine with a
grant to attend the 2013 World
Championships and gave her
the trust’s best wishes for a
successful tournament.
NZ TRIATHLON TEAM
Sara Meacheam of Te Awamutu
has also received a Cornerstone
Trust grant to attend
the World Triathlon Championships
in London (September
11-16).
Sara has been selected to
represent New Zealand in the
age group team.
‘‘I decided to enter a small
triathlon for fun last year and
was ‘hooked’ on the sport
straight away.
‘‘I have since competed in
several triathlons and finished
first junior woman home in my
first Half Iron Man.
‘‘This really fired me up, so I
set my sights on attending the
World Triathlon Championships.
‘‘In order to do this I had to
get a top 10 placing in my age
group at the national triathlon
championships which were held
in Wellington. I achieved that
goal by finishing sixth.’’
As an age group rep Sara is
responsible for all her costs to
attend the event.
She has been carrying out a
variety of fundraising events
and the grant will boost her
funds considerably.
Sara is an occupational
therapist, currently working
with special needs students in
Wellington.
Waipa Networks, your local consumer trust-owned power line
company, has recently added the EcoWarrant certification to our
Enviro-mark Gold certificate
The Company is extremely proud of these achievements and of
our commitment to our environment. These certifications
recognise the commitment Waipa Networks has made to manage
and improve our environmental impact. For information on these
certifications visit www.enviro-mark.co.nz and http://www.intlcert.com/ .
Waipa Networks installed
10kW of solar generation
(enough to power 2-3 average
households) on the roof of our
Harrison Drive depot so we
could reduce our carbon
footprint and get a better
understanding of how these
systems could benefit our
customers. You can see
what they look like and how
much power they are
generating in ‘real time’.
Power bills are a significant cost, particularly during the winter months, so it makes
sense to be as energy efficient as possible. Our Virtual Smarthome website contains
Return post for firefighters
TC040613DT02
FIREFIGHTERS were called back to the old Post Office Thursday morning, following a fire the night before.
Afire in the portion of the
old post office currently
under re-contruction
could be seen over most of
Te Awamutu on
Wednesday night.
Senior firefighter Lex
Soepnel says the flames
were well above the roof
line when they arrived on
the scene at around
7.50pm.
‘‘It was very spectacular,’’
he told the Courier.
Intersection safety concerns
■ From Page 1
‘‘Intersections governed by a stop
sign are intersections with poor
visibility and it is therefore only
safe to gauge approaching traffic if
you are actually stopped.’’
Further to the campaign, Council
have been working to improve
intersection safety for pedestrians.
Motorists are reminded not to
park closer than six metres to an
intersection, unless there are
‘‘Some of the old, dry
rimu wooden structure
and sarking was well
alight.
‘‘We managed to get the
fire under control pretty
quickly, restricting damage
mainly to rafters.’’
Soepnel said the biggest
problem they encountered
was the double thickness
of the old bricks in the
walls. There is a gap
between them and that
made it difficult
extinguishing the fire
there.
‘‘The fire was contained
in the rennovation area
thanks to a fire wall
contructed between the
two building, although a
small amount of smoke did
get into Paterson Burn
Optometrist.’’
Construction workers
had been strengthening
the building with steel
parking spaces marked. Parking
within the six metres will often
occlude vision for pedestrians, particularly
children, wishing to cross
the road. Council gets frequent
complaints about people parking
near intersections and enforcement
can mean a $60 fine.
Sergeant Warren Shaw says that
Police are supporting the campaign.
‘‘Motorists need to be more
beams during the day and
it is thought that a spark
from a welder has caused
the fire.
Sopenel says it was a
good save.
Firefighters returned
the next morning when
some of the building
material re-ignited in the
roof.
Contractors on-site
called it in and the brigade
nipped it in the bud.
vigilant at intersections as these
are the locations of the vast majority
of crashes in the Waipa, this is
especially so during winter months
when the visibility is often poor,’’
he says.
‘‘Taking another look at
intersections only takes a moment.
Police will continue taking enforcement
action for those drivers that
do not comply with intersection
rules.’’
IN BUSINESS CIRCLES
Hometown choice for new beauty clinic
BY CATHY ASPLIN
Lauren Meacheam has worked at
beauty therapy clinics in Auckland,
around London and on a cruise ship.
But when it came to opening her own
clinic there was only one place she
wanted to do that — in her hometown of
Te Awamutu.
‘‘I love working with clients here —
people are friendly, loyal and down-toearth.
‘‘It’s a great place to be opening a
clinic.’’
Lauren opened Luxe & Co on Kihikihi
Road two weeks ago, in the former dental
rooms on the corner of Kihikihi Road
and Mandeno Street.
A revamp, with help from interior
decorators ‘Red Red Red’ and Lauren’s
family, has created a stylish clinic with a
relaxing atmosphere.
The name was inspired by some
curtaining in the clinic, while Design on
Q provided the corporate design.
Lauren says the premises has proved
to be ideal with plenty of space for their
full range of services — which includes
massage, waxing, bleaching, electrolysis,
skin treatments, makeup, spray tan,
artistic nails, manicures and pedicures.
‘‘We have a lovely reception area,
spray tan room, treatment rooms and a
special couples room, which allows
treatments for two people at once.
‘‘The clinic also lends itself for groups
to come in — we’ve had hen parties and
groups for birthdays.
‘‘Of course we can also go to our
clients’ homes to do makeup and nails for
weddings and special occasions.’’
Services that are in demand at the
moment include lash extensions, lash
perming and needling (which allows the
infusion of vitamins).
Products stocked in store include the
‘Environ’ range.
‘‘We also use this range in the treatment
rooms, it was developed by a
cosmetic surgeon and helps in prevention
of skin cancer. We’ve seen some
amazing results’’
There is also Jane Iredale products,
Mac makeup and Orly nail polishes.
A great opening special, which offers
five different treatments, is available
until July 1 (phone the clinic for more
details)
Council confirm chief executive in charge of staff
Waipa District councillors
voted at last week’s meeting to
leave responsibility for
Council’s staff remuneration
and employment policy with
chief executive, Garry Dyet.
Under an amendment to
the Local Government Act
introduced last year, Council
had the option of adopting a
policy which would make
Council directly responsible
for setting employee staffing
and remuneration levels.
Council’s manager human
resources, Rachael Seaville
made a presentation to a
Council workshop in March
on the performance and
remuneration system introduced
by Council in 2012.
Under the new remuneration
and employment policy
adopted by Waipa District
Council last year, only those
employees who meet performance
expectations receive performance
payment (either a
pay increase or one-off payment).
The annual remuneration
budget is tightly controlled
and takes into account market
movement data from New
Zealand’s largest salary surveys
and economic forecasts.
Consideration is also given to
Council’s ability to retain and
attract good staff.
The remuneration budget
and staffing levels are
approved by Council via the
annual planning process.
A report from Rachael
Seaville to last week’s meeting
said Council’s current policy
compared favourably with
those used by other councils
as it took into account market
rates and conditions,
affordability and the performance
of staff.
Staff recommended that the
current staff remuneration
and employment policy be
retained and that the chief
executive retain responsibility
for it. These recommendations
were supported by councillors.
FINE player in her own right . . . Waikato King Country
Croquet Association’s latest life member Dawn Taylor
pictured at her beloved Te Awamutu club lawns in Victoria
Park.
Dawn Taylor’s services to
croquet have been recognised
with life membership
of Waikato King Country
Association.
The award was bestowed
on the long serving member
of Te Awamutu Croquet
Club at the association’s
recent annual meeting.
Club captain, Jean Fisher
says the honour is richly
deserved.
‘‘Dawn has been a tireless
worker behind the scenes for
many years.
‘‘It is great to see her get
some recognition.’’
Mrs Taylor joined the
local club in 1973, followed
two years later by her husband,
Alec.
They became fully
involved at both club and
association level.
Mrs Taylor gained her
umpires badge, then became
a referee in 1995 and was
made a senior referee the
following year.
She had two terms as
association referee for
WKCCA.
In August 1999 she was
invited to join the New Zealand
Croquet Council’s
examination panel. She was
on the panel with Margaret
Temple and Leslie Towns as
the panel convenor. They
served seven years on the
examining board.
It was during their time
that the change of rules for
croquet occurred.
Mrs Taylor only retired
as a senior referee this last
season, having continued to
be the association referee
during most of that time, as
well as association tournament
manager for a good
number of years, running
many of the association
tournaments.
Mr Taylor, now deceased,
was heavily involved in both
the Te Awamutu club and
Waikato King Country. He
Burn-out ‘test’ a big hit
Drivers
give event
thumbs up
BY COLIN THORSEN
A team of Rotorua petrol
heads gave McDonald’s Kihikihi
Speedway Club the
thumbs up after the successful
staging of their inaugural
Burnout event.
Four cars from the Undefined
Car Club in Rotorua
competed, including Sloan
Cox (21) in his 1992 BMW 520i.
‘‘Congrats to Kihikihi for
running such a well organised
event,’’ he told the Courier.
‘‘We’re
trying to
start one
up in Rotorua.
‘‘Our
club is
working in
with the
police, trying
to get
burnouts
done
legally —
Sloan Cox
getting boy racers off the
streets.’’
Kihikihi Speedway Club
spokesperson, Darren Powell
says the aim is to generate
more revenue for the club,
introduce a new demographic
to speedway and give carfanatics
another outlet.
‘‘It was a low-key, low cost
day that made us good money.
‘‘Overall, we feel this ‘test’
inaugural Burnout event at McDonald’s Kihikihi Speedway.
was very successful and more
regular events will be entered
into our race schedule.’’
The project to build the
skidpad was spearheaded by
club members Bruce Reeves,
Blair Castleton and Greg
Loomans.
Project planning took
approximately nine months
and many sponsors and
individuals paid for all the
materials.
A crowd of 300 on the
embankment and 200 in the
pits turned out in overcast,
cold weather conditions.
‘‘Despite concern from
neighbours and police - the
crowd and competitors were
well behaved,’’ says Powell.
Winners of each category
were decided on most smoke
and entertainment.
Ryan Padman took out the
rotary section driving his
1978 Mazda B1600 Ute that
featured in Driveby in 2009
when it had a standard
engine.
In order to be competitive
in burnouts, the Mazda now
sports a 1200cc Bridgeported
engine, an upgraded fuel system
and upgraded ignition
system.
Padman says the burnout
was a ‘‘great, fun day’’and he
cannot wait until the next
event at Kihikihi in about six
weeks time. The four and six
cylinder division was won by
Grant Weal driving an XF
Falcon with exhaust pipes
sticking 1200mm out of the
engine bay.
Bruce McCulloch (VL
Commodore) won the turbo
division, while Nigel Beer (HZ
Holden Ute) fared best of the
V8s.
Secure homes
Burglaries in the Waikato
have soared over the school
holidays.
Hamilton Tactical
Coordinator, Senior Sergeant
Freda Grace says there have
been 99 burglaries reported in
the Waikato between ANZAC
Day and Monday morning.
"In many cases the
burglaries involved young
people targeting electronics,
alcohol or other easily
transferable goods. ’
Ms Grace urges people to
get back to basics — securing
properties, making contact
with neighbours, recording
serial numbers of valuables
and reporting any suspicious
ctivity.
Final stage of major
project under way
Work has begun on sealing Te
Awamutu’s Alexandra Street,
the final stage in the upgrade
project.
The sealing work will take
several weeks and is being done
in small sections to minimise
traffic delays as well as disruption
to residents and businesses.
The underground work is
almost complete, with new
water and wastewater pipes now
laid down most of Alexandra
Street from Tawhiao Street to
the railway crossing outside
Fonterra, said Waipa District
Council service delivery manager
Barry Bergin.
‘We are pleased with the
result of the work to lay the
pipes, and now we are asking
residents and businesses to bear
with us as we enter the last stage
of this major project, ’ Mr
Bergin said.
The cost of the $2 million
upgrade has been reduced by
combining the water services
works with the road reconstruction.
Sealing work has begun outside
Te Awamutu College to take
advantage of the reduced school
traffic during the holidays. The
section outside Fonterra will be
done last to coincide with the
factory’s quieter period.
I CAN DOOSIT winning the Group 1 Seelite Windows & Doors New Zealand Trotting Free-
For-All at Addington.
By PHILLIP QUAY
In association with Brown, Pennell
New Zealand’s champion
trotter I Can Doosit is
making good progress on
the comeback trail at
Breckon Farms at Te Awamutu
after a minor operation
on his fetlocks.
‘‘The prognosis is good
for him,’’ says his Auckland
owner Ken Breckon.
‘‘He will be out for a
good six months on the
farm before having a slow
preparation of beach training.
‘‘It is his first decent
break for some time — he
is to undergo stem cell
surgery during his six
months of recovery.’’
Breckon was full of
praise for the work of Noel
Power of Hamilton Veterinary
Services in the
recovery process of I Can
Doosit.
Mark Purdon-trained I
Can Doosit is a dual
Interdominion champion
trotter. He had been
demolishing stars like Stig
and Vulcan for over a year
before the fetlock problems
presented themselves
in dramatic and expensive
fashion when he paced and
then galloped at Cambridge
on Christmas Eve.
Since then he has raced
only twice more, finishing
second both times even
though he was unable to
trot smoothly.
Breckon was
gobsmacked last November
with I Can Doosit’s win
in the New Zealand Trotting
Free-For-All at Addington
and his win in the
Dominion Handicap on
Show Day.
I Can Doosit stopped the
clock in 2:25 flat in the
Free-For-All. The previous
New Zealand record, set by
Just A Cracker in 2011,
was 2:29.2.
His sectionals were, last
800m 56.4, last 400m 28.1,
mile rate 1:56.7.
The champion local
trotter made it 17 wins on
end and took his total number
of wins to 34 when he
scored again on Show Day.
He has now won a
remarkable 10 Group 1
races and has stake earnings
of $1.5 million.
Had he stayed sound, I
Can Doosit would have
almost certainly become
the first $2 million trotter
to have raced solely in the
Southern Hemisphere.
