RISK MANAGEMENT / WARM-UP PROCEDURES 2012<br />

During the designated warm-up period, the meet management committee shall be responsible for ensuring<br />

that all Risk Management/Warm-up procedures are followed. It is incumbent on all participants, i.e. meet<br />

management, coaches, swimmers, and officials to comply with these procedures. Non-compliance with<br />

these procedures will result in a warning or removal of the swimmer from the warm-up pool, and possible<br />

further reporting to meet management and the Referee for action under rule SW 2.1.1.<br />

Meet management shall designate Safety Marshals to actively monitor the warm-up period in the<br />

competition pool and ensure compliance with these procedures. Safety Marshals should be notified of any<br />

disabled swimmers who are participating in warm-ups. Additional “practice” pools, if any, are to be<br />

supervised by lifeguards and coaches.<br />

“Safety Marshals shall be responsible to the Referee for all aspects of safety related to conduct during the<br />

warm-up period ….. and shall ensure that all appropriate warm-up procedures are followed.” (CSW 2.13.1.5)<br />

GENERAL WARM-UP RULES:<br />

• Swimmers shall enter the water FEET FIRST in a cautious manner.<br />

• No Running on the pool deck or Diving from the side of the pool.<br />

• Meet Management shall provide signage to indicate designated lane use during warm-up.<br />

• Notices/barriers shall be placed on starting blocks to prevent diving during the general warmup.<br />

• Diving Starts are only permitted in designated Sprint Lanes during the warm-up period.<br />

• Lanes shall be open primarily for ‘Circle Swimming’ during the General warm-up period.<br />

• Coaches and swimmers shall allow Backstrokers & SWAD the ‘right of way’ for safety purposes.<br />

• Meet Management may designate a Sprint Lane(s) and/or a Pace Lane(s) throughout the general<br />

warm-up period.<br />

SPECIFIC/SPRINT WARM-UP PERIOD:<br />

• Sprint and Pace lanes must be opened for at least the last 30 minutes of warm-ups or as<br />

designated by meet management.<br />

• Outside Lanes should be designated as Sprint Lanes.<br />

• Only ‘one-way’ swimming shall be permitted in Sprint Lanes.<br />

• Sprint Lanes, Pace Lanes, and Circle Swimming lanes shall be clearly marked with signage.<br />

The following statement shall appear in the meet information and in posted notices:<br />

"SNC WARM UP PROCEDURES WILL BE IN EFFECT AT THIS MEET".<br />

EQUIPMENT:<br />

• FLUTTER BOARDS and PULLBUOYS are allowed.<br />

• HAND PADDLES and FLIPPERS (ZOOMERS) are NOT ALLOWED.

Eight lane, 50 meter competition pool. Omega electronic timing.<br />

SNC Safety Procedures Apply. Coaches are responsible to inform their swimmers of the SNC<br />

Safety Rules and to ensure their adherence to them and are responsible for their athlete’s<br />

discipline and behaviour.<br />

Coaches may be requested to show evidence of their CSCTA membership.<br />

All competitive swimmers currently registered with Swim Ontario and a Central Region Club<br />

who meet age and <strong>2013</strong>-<strong>2013</strong> qualifying standards. Swimmers may swim a maximum of 6<br />

individual events. Please submit Best Times. Times must be an Official time and<br />

provable. No bonus swims or NT swims will be accepted. Exhibition swims only for<br />

those swimmers that age up between Central Region Champs and LC Provincial<br />

Champs.<br />

Sanctioned by Swim Ontario. All current SNC rules and warm up procedures will be followed.<br />

The age groups will be 10&U, 11, 12, 13, 14, 15, 16&O.<br />

All 12&U swims will be Time Finals. All 400, 800, and 1500 events will be Time Finals and<br />

will be swum fastest to slowest. Swimmers may swim only one distance event on<br />

Thursday. All Relays will be Time Finals and swum during the Preliminary Sessions. All<br />

other events will have Preliminaries and A Finals.<br />

Meet Management reserves the right to swim 2 per lane in the distance events in order to<br />

facilitate proper and acceptable session times.<br />

Meet Management reserves the right to change session start times to facilitate proper and<br />

acceptable session times. Meet Management will notify all clubs and/or coaches at least one<br />

week prior to the start of the meet of session/meet changes.<br />

QUALIFYING:<br />

For 13 & Overs de-qualifying times are the <strong>2013</strong> Ontario Provincial Championship standards<br />

(LCM). Qualifying times are Ontario Age Group “C” Times. Qualifying period starts Jan.<br />

4, 2012.<br />

For 12 & Unders de-qualifying times are <strong>2013</strong> Spring (June) Festival times. Qualifying are<br />

Festival “C” times. Qualifying period starts Jan 4, 2012.<br />

10&U 50 Br and 50 fly are qualified for and de-qualified by the 100 Br and 100Fly.<br />

Times converted from SCM will be permitted for entry at a conversion factor of 2.0%.<br />

Please check that your Hy-Tek Manager conversion is set at 2.0% before exporting<br />

your entry file. (Under ‘Set-up’ choose ‘Course Conversion’ – in the section titled ‘SC<br />

Meters to/from LC Meters Turn Factors’ set the ‘Straight Factor ______ applied to all<br />

Strokes ‘ to 0.020 (2.0%)<br />

Swimmers who have qualified in 4 or more individual events for <strong>2013</strong> Ontario<br />

Provincial Championships or Spring (June) Festival may not swim in any individual or<br />

relay events in this competition.


A swimmer earning a Provincial Championship or Festival standard AFTER the entry<br />

deadline, for an event already entered in this meet, may still swim the event. It will NOT be<br />

marked exhibition.<br />

Any swimmer who qualifies to enter this meet may swim any leg of a relay.<br />

A swimmer that ages up between CRLC and <strong>2013</strong> Ontario Provincial Championships will be<br />

allowed to swim, provided that they do not have more than four (4) <strong>2013</strong> Ontario Provincials<br />

Championship times at the higher age. ALL swims will be marked Exhibition regardless if<br />

they are provincially qualified events or not.<br />

SEEDING:<br />

SPLIT TIMES:<br />

Entries must pass SNC Entry Validation. All entries are to be submitted in LCM (SCM times<br />

must be converted to LCM at 2.0%). LCM and SCM times converted to LCM will be seeded<br />

together.<br />

“Any coach wishing to rely on a time achieved by the swimmer for an interval shorter than the<br />

total distance of the event shall so advise the Referee prior to the commencement of the<br />

event in question.”<br />

SCRATCH RULES: Scratches from Prelims are to be made on the posted heat sheets without penalty.<br />

All scratches from Finals must be made within 30 minutes of the conclusion of<br />

Preliminary events to allow proper seeding and notification of alternates.<br />

Scratching from Finals after the final scratch deadline, or failure to participate in an individual<br />

final, relay event, or distance time final will result in a $100.00 fine for each offence – payable<br />

to Central Region.<br />

Failure to pay before the swimmer’s next event will exclude the swimmer from further<br />

participation in the meet.<br />

Scratches on the posted heat sheets are required for all Relay and 400, 800 and 1500 time<br />

finals at least 30 minutes before the start of the session.<br />

MEET ETHICS:<br />

Clubs and coaches are responsible for the accuracy of the entry of their swimmers in a<br />

meet. All Meet Ethics considerations will be dealt with by Meet Management and as<br />

required, with consultation of the Central Region Board members present during the<br />

meet. Please be prepared to prove entry times if requested.<br />

On discovery, all violations will be dealt with promptly and be subject to a fine, payable to<br />

Central Region before the end of the day.<br />

a) If a swimmer is overqualified for the meet, the fine is $50 per event entered and<br />

all swims for the particular swimmer will be marked exhibition. Upon discovery,<br />

the swimmer will immediately be scratched from the remainder of the meet;<br />

b) If a swimmer is overqualified for up to 3 individual swims entered, the fine is $100<br />

per violation and these swims will be marked as exhibition.<br />

COACH TECHNICAL MEETING:<br />

There will be a Central Region Coach’s technical meeting on Saturday following the PM<br />

session to review the process and elect coach representation to the Central Region Board.<br />

ENTRY FEE: $8.00 per individual event<br />

$12.00 per relay event.<br />

$1.00 per swimmer OSOA surcharge<br />

Please bring cheques payable to York Swim Club on the first day on the meet. Swimmers<br />

will not compete until fees are paid.<br />

ENTRY DEADLINE: Thursday May 30, <strong>2013</strong> at 6pm. No late entries or changes accepted.<br />

ETOBICOKE OLYMPIUM AQUATIC EVENT PROCEDURES<br />

FOR MEET MANAGERS, OFFICIALS AND COACHES<br />

1. The Olympium Part Time Supervisor will be responsible for handling any problems that arise with<br />

space allocation or safety during the meet.<br />

2. Absolutely no food in the bleachers or on the pool deck with the exception of drinks provided for<br />

the officials working during the event.<br />

3. No running on the deck, under the bleachers or on the bleachers.<br />

4. No climbing across the railing between the gallery and the bleachers.<br />

5. No climbing over the yellow gates between the pool deck and the bleachers.<br />

6. Shoes must be worn whenever outside the pool or change room areas.<br />

7. No diving off the starting blocks or bulkhead during warm-ups. Please slip or jump into the pool. It<br />

is recommended to designate lanes one and eight as sprint lanes in one direction only, for the last<br />

part of warm-ups.<br />

8. The use of flippers and hand paddles, during warm-ups is prohibited.<br />

9. Swimmers that are not competing are not to be in other areas of the building, and are not to upset<br />

the normal operation of the other departments.<br />

10. Coaches are directly responsible for the supervision of their athletes at all times. This<br />

includes the pool area, change rooms, hallways and all other areas of the Etobicoke<br />

Olympium.
