he clandestine Kurdistan Workers'
Party (PKK) is not really 0 political
entity but 0 militant organization
bent on bloodshed and
destruction, so its intimidation campaign
in the southeastern provincial capitol of
DiyarbakIr hardly comes cis0surprise.
The PKK has banned the distribution of
all Turkishnewspapers in DiyarbakIr and
forced the closure of newspaper offices in
, the city os port of its intimidation
campaign. Thisaction was also designed
to undermine the prestige of the state in
southeastern Turkey, and unfortunately
, the authorities hove once again played
into the hands of the PKK.
Instead of trying to provide proper
, security for the local newspaper offices
and guarantee the safety of journalists,
the authorities at first criticized the '
newspapers for bowing to the PKKand
then went further to face the PKK
challenge with 0 new campaign of
creating 'war correspondents' for the
areo. On Thursday, thè authorities "
arranged 0 press tour for Diyorbaklf where
about 100journalists from Ankara and
Istanbul would visit thesoutheastern city
and serve notice to the PKK that the
journalists will not be intimidated by the
pro-Kurdi~h militants .. The visit was cooked
up by State Mioister Ylldmm Aktuno and
the Ankara Journalists Association.
The authorities also encouraged 0

Why can't the authorities secure
proper newspaper distribution in the
region? How con the PKKround up the
representatives of the newspapers in

to partially distribute newspapers through
military means and then Import journalists
to the area just because the state cannot
provide conditions where local

operate safely. We do not need all these
superfic/al salut/ons. We wont the state to
show that it is /n control/n the reg/on. wè
wont to see the stote show the necessary
compass/on to its citizens /n southeastern
Turkey. We wont everyone /n the troubled
area to be treated os first-closs citizens of
the TurkishRepublic. Without all these we
will unfortunately continue to see the PKK
flourish /n the region and challe('lge the
state.

ANKARA- Sources in Ankara reported on Thursday
that a special secret committee had been established by
former and current officers along with political party
officials to seek a peaceful solutIon to Turkey's crisis
with the Kurdistan Workers P~ (PKK). '
According to rumors circulating in-Parliament, the
unnamed committee consists of 18 retired officers as
well as offièers who are still commissioned,people
from all political parties and several journalists.
Following the arrival of Prime Minisier Tansu Çiller '
in Ankara from her visit to Mexico the committee is
expected to seek contact with PKK leader Abdullah
