The cost olDEP
closure was high
The closure of the pro-Kurdish
DemOcracyPm:tY(DEP) and the jailing
of its members have all turned out to
be grand mistakes committed by the
Turkish govetnment, which is now trying to
salvage somethingfrom theruins. .
At the time, former Chief of Staff Gen.
Dolan Gürel} had encouraged Prime
Minister Tansu Ciller to throw the DEP
deputies out of Parliament and silence the
pro-Kurdish voicein the house.
Ciller went out of h~r way to oblige Güre,
and the Parliament voted at first to lift .the
immunities ohome DEP deputies who were
immediatelyjailed. '
Soon after, the Constitutional Court closed
down the DEP and thus all the remaining
deputies lost théir seats in Parliament. But
just before the supreme court decision, other
DEP deputies who realized they too could be
jailed simply fled to' European countries
where they are nowliving in exile..
Later the DEP deputies were convicted on
charges of being part of a terrorist organiza~
tion, namely the Kurdistan Workèrs' Parly
(PKK) ..
What has happened since has amounted to
an~phillstruggle for Turkey. .

This is the core reason why the Europeai1
Parliament has turned against us and is
blocking our membership in the customs
union. The plight of the DEP deputies has
becomé a major obstacle in our relations
with. pr8:cticallyevery parliament in Europe
and lt will be very hard to undo this.
rurkey faces'a dilemma in this area which
it cannot solve. It cannot simply change its
laws and free the DEP deputies because the
Parliament will never accept such changes.
Even üthis was done the government would
~ accuse~of "treason".by certain influential
ëir1:lesand' itcannot;afford this at pres'ent.
So we are left with the problem of having to
brave the waves of criticism levelled at us
from all quarters in Europe and also balance
this with the ultra-conservatism that runs
the country. The price paid for the DEP
adventure has been too heavy...

mercredi pour réclamer le droit
de grève et la mise en place de
négociations collectives.
Les manifestants ont dansé
dans les rues, de la capitale
turque, provoquant de gigantesques
embouteillages. Le jour
même, l'Assemblée nationale
avait rejeté un amendement
constitutionnel prévoyant le
droit pour les travailleurs de
participer aux discussions salariales.
La Constitution particulièrement
réactionIlaire de 1982, imposée
par les militaires après leur
coup d'Etat de 1980, est consi~
rée comme un des obstacles à la
démocratisation du pays.
Sa réforme est réclamée par la
population, mais aussi par les
institutions européennes : l'Assembléede
Strasbourg exige une
modification complète des institutions
turqueS, notamment dans
le domaine des libertés et. des
droits de l'homme, av~nt d'approuwr
l'union douanière prévue
pour janvier 1995 avec la
Turquie.
Le premier ministre turc,
MoYTansu Ciller, avait promis
que la' Constitution serait rapidement
amendée. De toute évidence,
M'" Ciller a du mal à tenir
cette promesse qu'elle a pourtant
renouvelée mardi à Paris lQrs de
ses rencontres avec Alain Juppé
et Jacques Chirac, en marge
d'une réunion de l'UEo.
Forte du soutien de Washington,
qui fait pression en fawur
d'une admission rapide de la
Turquie dan~"Union européenne,
elle a maintenu sa politique
de force à l'égard des Kurdes et
brandi la menace d'une victoire
de l'intégrisme si les Européens
ne se montraient pas assez
compréhensifs.
