FOREWORD<br />
This Kenya Standard was prepared by the Road Vehicles Technical Committee under the guidance <strong>of</strong> the<br />
Standards Projects Committee, and it is in accordance with the procedures <strong>of</strong> the Kenya Bureau <strong>of</strong><br />
Standards.<br />
Statistics from Association <strong>of</strong> Kenya Insurers (AKI) in that about 70% <strong>of</strong> <strong>vehicle</strong>s on our Roads are<br />
second hand, imported from other economies. Maintenance <strong>of</strong> this huge number <strong>of</strong> second hand <strong>vehicle</strong>s led<br />
to increased demand for second hand <strong>spare</strong>s. As a result, our economy has become flooded with these<br />
<strong>parts</strong> that are usually imported from different countries and enter our market without being subjected to<br />
proper systems <strong>of</strong> check to determine their extent <strong>of</strong> wear and tear r lative to safety and consumer<br />
protection. This became a matter <strong>of</strong> concern to Kenya Bureau <strong>of</strong> standards (KEBS) who are charged with<br />
that responsibility.<br />
Statistics from the Traffic Police Department indicate that a huge percentage <strong>of</strong> accidents on our roads are<br />
as a result <strong>of</strong> Human factors (about 84.3%). Accidents <strong>used</strong> by factors related to motor <strong>vehicle</strong>s have been<br />
given a rating <strong>of</strong> 5.3%. It therefore follows that, sec hand <strong>spare</strong> <strong>parts</strong> which are largely <strong>used</strong> to maintain<br />
the 70% <strong>of</strong> <strong>vehicle</strong>s on our roads and which even the main <strong>vehicle</strong> dealers depend on from time to time,<br />
have evidently minimal contribution to accidents on ou roads. It is against this background that the<br />
committee concluded with consensus that we need these second hand <strong>parts</strong> in our econo .<br />
Having addressed the safety aspect <strong>of</strong> the second hand <strong>spare</strong> <strong>parts</strong>, the committee also agreed that, there is<br />
need to regulate the sector to ensure conformity <strong>of</strong> these <strong>parts</strong> to acceptable standards by Kenya Bureau <strong>of</strong><br />
Standards (KEBS). In view <strong>of</strong> that, the committee has f code <strong>of</strong> <strong>practice</strong> for these <strong>parts</strong>. The code<br />
shall serve to ensure that second hand <strong>spare</strong> <strong>parts</strong> imported into our economy are <strong>of</strong> acceptable standards<br />
in terms <strong>of</strong> extent <strong>of</strong> wear and tear and safety.<br />
It is also recommended that a regulatory board is cons uted with members drawn form stakeholders to<br />
oversee the implementation <strong>of</strong> this code <strong>of</strong> <strong>practice</strong>.<br />

1 Scope<br />
1.1<br />
This code <strong>of</strong> <strong>practice</strong> specifies the requirements <strong>of</strong> mo or <strong>vehicle</strong>s <strong>used</strong> <strong>spare</strong> <strong>parts</strong>.<br />
1.2 This Kenya Standard applies to all categories <strong>of</strong> motor <strong>vehicle</strong> <strong>used</strong> <strong>spare</strong> <strong>parts</strong> other than those for<br />
Agricultural implements/ tractors, earth moving tractors, Forestry tractors and other related agriculture<br />
machinery.<br />
NOTE Users <strong>of</strong> this Standard are required to familiarize themselves with the <strong>Motor</strong> Vehicle Components and Accessories Act, Cap. 520<br />
<strong>of</strong> the Laws <strong>of</strong> Kenya.<br />
2 Normative references<br />
The following referenced documents are indispensable f pplication <strong>of</strong> this Kenya Standard. For dated<br />
references, only the edition cited applies. For undated references, the latest edition <strong>of</strong> the refere<br />

3 Definitions<br />
For the purposes <strong>of</strong> this standard the following definitions as well as those given in the <strong>Motor</strong> Vehicle<br />
Components and Accessories Act, Cap. 520 <strong>of</strong> the Laws <strong>of</strong> Kenya apply:<br />
3.1<br />
<strong>used</strong> <strong>spare</strong> part<br />
a <strong>spare</strong> part that has been removed from a <strong>used</strong> motor <strong>vehicle</strong> for purposes <strong>of</strong> <strong>of</strong>fering for sale and use on<br />
another <strong>vehicle</strong><br />
3.2<br />
dealer<br />
a person who stocks <strong>used</strong> <strong>spare</strong> <strong>parts</strong> for purposes <strong>of</strong> trade.<br />
3.3<br />
importer<br />
a person importing <strong>used</strong> <strong>parts</strong> from another country for trade<br />
3.4<br />
re-conditioning agents<br />
Importers <strong>of</strong> <strong>used</strong> <strong>spare</strong> <strong>parts</strong> for purposes <strong>of</strong> re-conditioning before resale.<br />
3.5<br />
board<br />
a legally recognized body with the mandate to supervis licence and receive complaints form the consumers<br />
on matters related to <strong>used</strong> motor <strong>vehicle</strong> and <strong>used</strong> motor <strong>vehicle</strong> <strong>parts</strong> (See Annex A)<br />
3.6<br />
inspector<br />
a recognized body / person within Kenya technically competent and approved by the board.<br />
4 General requirements<br />
4.1. No motor <strong>vehicle</strong> <strong>used</strong> <strong>spare</strong> part shall be <strong>of</strong>fered for sale without inspection as per this code <strong>of</strong> <strong>practice</strong>.<br />
4.2. All motor <strong>vehicle</strong> <strong>used</strong> <strong>parts</strong> shall carry a minimum performance warranty as per the schedule in Annex<br />
B.<br />
4.3. Parts that do not meet the requirements <strong>of</strong> this code shall be marked “Not for sale” and isolated. Such<br />
<strong>parts</strong> can be reconditioned (see Clause 6) or sold as scrap.<br />

5 Used <strong>spare</strong> <strong>parts</strong> performance and condition checklist<br />
5.1 Visual Inspection<br />
5.1.1 Body <strong>parts</strong><br />
Shall include the following:<br />
(1) ro<strong>of</strong> panel, (2) Front bumper, (3) Rear bumper, (4) Bonnet, (5) Boot lid/hood (6) RHS front<br />
wing/fender, (7) LHS front wing/fender, (8) RHS front door, (9) LHS front door, (10) RHS rear door, (11)<br />
LHS rear door, (12) RHS rear wing/fender, (13) LHS rear wing/fender.(14) all pillars (15) door ,<br />
strikers, catch, winder machines, handles, mouldings, bers, weather strips, glass channels, hinges and<br />
retaining devices(16) Floor panel (17) front grilles (18) radiator panels (19) rear vie mirrors (20) cross /<br />
longitudinal members (21) door steps (22) <strong>spare</strong> wheel carriers (23) bumper brackets (24) taillight panels<br />
a ) Shall not be mangled, torn, creased, cracked or deformed in any manner<br />
b ) Shall not be corroded<br />
c ) Shall not be loaded with body filler<br />
d ) Mirrors shall be <strong>of</strong> convex type and reflecting surface not deteriorated or broken<br />
e ) Bumpers shall have all mounting brackets intact<br />
5.1.2 Lights<br />
Visual Inspection:-<br />
a) Part shall not be broken or cracked<br />
b) Silver reflective material / coloured lens shall not be faded<br />
5.1.3 Transmission System<br />
5.1.3.1 Manual transmission<br />
5.1.3.1.1 Drive shafts<br />
a ) shall be straight and not deformed in any way<br />
b ) shall not have rugged splines (sprockets)<br />
5.1.3.1.2 CV joints<br />
a ) shall be free from excessive free play and shall not be noisy on test drive<br />
b ) the cup shall be free from any deformities<br />
c ) the boot rubber shall be intact<br />
5.1.3.1.3 Rear/ front axle tube assembly<br />
a ) Shall not be deformed in any manner<br />
b ) Shall be free from any oil leaks<br />
5.1.3.1.4 Gearbox<br />
a ) Gearbox housing shall be intact, free <strong>of</strong> cracks and oi s<br />
b ) There shall be no excessive free play on the input and output shafts<br />
5.1.3.1.5 Propeller shaft<br />
a ) Shall appear straight when visually examined<br />
b ) Shall have no excessive wear on the universal joints<br />
5.1.3.1.6 Differential unit<br />
a ) Backlash test and pinion pre-load shall be performed manually.<br />
b ) Crown wheel and pinion teeth shall be free from cracks or breakages<br />
c ) Differential housing shall be free from any deformities.<br />

5.1.3.2. Automatic gear boxes (see also Clause 4.2.7)<br />
5.1.3.2.1 All automatic gear boxes shall be subjected to visual inspection before release for sale to<br />
consumers.<br />
a ) No cracks<br />
b ) No dents or any deformities<br />
c ) No leakages<br />
5.1.3.2.2 Any automatic gear boxes that does not meet the visual inspection checks can b reconditioned<br />
(See Clause 6).<br />
5.1.4 Steering System<br />
5.1.4.1 Steering wheel complete with column<br />
a ) Steering wheel shall not be deformed<br />
b ) Column shall be not be deformed and the spider joint intact<br />
c ) Play between the steering wheel and column shall not be excessive<br />
5.1.4.2 Steering box / steering rack assembly<br />
a ) Free Play Test on Steering Box or rack and pinion to ensure no excessive play/ backlash<br />
b ) Housing shall be intact free from deformities and leaks<br />
c ) Mounting brackets shall be free from cracks/ fractures<br />
5.1.5 Suspension system<br />
5.1.5.1 Conventional spring suspension system<br />
a ) Visual Inspection <strong>of</strong> coil springs and leaf springs - Shall not be bent, cracked or deformed<br />
b ) Visual Inspection <strong>of</strong> Torsion bars, Radius bars and Stabilizer bars - Shall not be cracked or deformed<br />
5.1.5.2 Pneumatic suspension system<br />
a ) Bellows shall be intact and free from leaks<br />
b ) Check evidence <strong>of</strong> deterioration on the bellows<br />
5.1.5.3 Hydarulic suspension system<br />
5.1.6 Braking system<br />
a) Check ovality evidenced by Disc/Drum wear - wear shall be even<br />
b) Any Hub with un-even wear shall be disallowed<br />
c) Excessively worn drums shall be disallowed<br />
d) Master Cylinder shall not be leaking<br />
5.1.7 Engine and its accessories (see also Clause 4.2.1)<br />
5.1.7.1<br />
All engines shall be subjected to visual inspection before release for sale to consumers.<br />
d ) No cracks<br />
e ) No dents or any deformities<br />
f ) No leakages<br />
5.1.7.2 Any engine that does not meet the visual inspection checks can be reconditioned (See Clause 7) or<br />
dismantled and individual components and accessories inspected for conformity (see Sub clause 5.1.7.1)<br />

5.1.8 Steering system<br />
Shall include the following:<br />
Power Steering Pump assembly<br />
a ) Pulley shall be intact free from any deformities<br />
b ) Housing shall be free from leaks<br />
5.1.9 Chassis<br />
a ) All suspension points shall be free <strong>of</strong> rust<br />
b ) Shall not be bent or deformed<br />
c ) Check diagonals<br />
5.1.10 Electrical and electronic system<br />
5.1.10.1 Wiring harness<br />
Visual Inspection for soundness and there shall be no burned areas<br />
5.1.10.2 Electrical switches<br />
Shall be intact (See also Sub clause 5.2.2.1)<br />
5.1.10.3 Electronic Control Units (ECUs)<br />
Shall be intact when visually inspected (See also Sub clause 5.2.2.2)<br />
5.1.11 Air bags (Crush)<br />
Shall be intact when visually inspected (See also Sub clause 5.2.3)<br />
5.1.12 Interior<br />
a ) Dash Boards and Steering Wheels shall be wholesome.<br />
b ) Seats shall be intact (See also Sub clause 5.2.4)<br />
5.1.13 Fuel system<br />
5.1.13.1 Fuel pump (See also Sub clause 5.2.5.1)<br />
a ) Shall be intact when visually inspected<br />
b ) No cracks and no leakages<br />
5.1.13.2 Fuel tank<br />
Shall be intact and not leaking<br />
5.1.13.3 Fuel lines<br />

5.2 Testing<br />
5.2.1 Engine and its accessories<br />
The engine shall be subjected to test for conformity t 515 in terms <strong>of</strong> performance and emissions when<br />
fitted on the <strong>vehicle</strong> at an accredited <strong>vehicle</strong> inspection centre within 21 working days from the date <strong>of</strong><br />
purchase.<br />
NOTE 1 It is the responsibility <strong>of</strong> the buyer to test the engine and the seller shall inform the buyer accordingly.<br />
NOTE 2 This code <strong>of</strong> <strong>practice</strong> recognizes the practicali s <strong>of</strong> testing petrol engines <strong>of</strong> the type, VVTI, fuel injection, V6,<br />
V8, V12, GDI, DOHC, D4, HYBRID and carburettor and its is for this reason that the engines shall be tested when<br />
completely fitted on the <strong>vehicle</strong>.<br />
5.2.2 Electrical and electronic system<br />
5.2.2.1 Electrical switches<br />

on the <strong>vehicle</strong> at an accredited <strong>vehicle</strong> inspection centre within 21 working days from the date <strong>of</strong> purchase.<br />
NOTE 1 It is the responsibility <strong>of</strong> the buyer to test the common rail and nozzles and the seller shall inform the buyer<br />
accordingly.<br />
NOTE 2 This code <strong>of</strong> <strong>practice</strong> recognizes the practicalities <strong>of</strong> testing common rail and nozzles and it is for this reason<br />
that they shall be tested when completely fitted on th cle.<br />
5.2.6 Cooling system<br />
5.2.6.1 Radiator and cap<br />
Pressure test and check that there is no leakage.<br />

5.2.6.2 Fan motor<br />

5.2.7. Automatic gear boxes<br />
The automatic gear boxes shall be subjected to test for performance checks when fitted on the <strong>vehicle</strong> at an<br />
accredited <strong>vehicle</strong> inspection centre within 21 working days from the date <strong>of</strong> purchase.<br />
NOTE 1 It is the responsibility <strong>of</strong> the buyer to test the automatic gear box and the seller shall inform the buyer<br />
accordingly.<br />
NOTE 2 This code <strong>of</strong> <strong>practice</strong> recognizes the practicalities sting automatic gear box and it is for this reason that the<br />
automatic transmission shall be tested when completely fitted on the <strong>vehicle</strong>.<br />
6 <strong>Motor</strong> <strong>used</strong> <strong>spare</strong> <strong>parts</strong> that shall not be imported in l form<br />
The following motor <strong>vehicle</strong> <strong>used</strong> <strong>parts</strong> shall not be imported into Kenya in loose form except as provided for<br />
in Clause 6.<br />
Tyres, Tubes, Ball joints, Tie-rod-ends, Rack-ends, Brake hose pipes, Brake pipes, Brake and clutch cables,<br />
Bearings, Rubber bushes, Oil seals, Spark plugs, filters, Air cleaner elements, Clutch plates, Pressure<br />
plates, Release bearings.<br />
7 Reconditioning <strong>of</strong> motor <strong>vehicle</strong> <strong>used</strong> <strong>spare</strong> <strong>parts</strong><br />
7.1 The following <strong>parts</strong> can be imported for reconditioning purposes only.<br />
7.1.1 Ball joints, Tie-rod-ends, Rack-ends, Clutch plates, Pressure plates.<br />
7.1.2 The engine and accessories that do not meet the requirements in sub clause 5.1.7.2<br />
7.2 The reconditioning firms shall be registered and recognized by the board and for the time being by KEBS<br />
as carrying out the reconditioning business. Additionally the following requirements shall be met by such<br />
businesses:<br />
a) Acquire approval to a quality standard which shall guarantee the standards <strong>of</strong> the reconditioned<br />
components, such that standards set within the company are written and available for scrutiny by<br />
customers.<br />
b) The agent shall serialise their components and mark them so that <strong>parts</strong> they recondition can be traced<br />
back to them.<br />
c) All reconditioned <strong>parts</strong> shall carry a minimum six (6) months warranty in use.<br />
d) Statistics on returns shall be kept, and KEBS shall be fed back annual returns on Warranty replacement.<br />

A.2.2 to register and license <strong>used</strong> motor <strong>vehicle</strong> and <strong>used</strong> motor <strong>vehicle</strong> <strong>parts</strong> dealer.<br />
A.2.3 to make such rules and regulations as may be necessary<br />
enforcement <strong>of</strong> this code <strong>of</strong> <strong>practice</strong>.<br />

A.2.4 to publish each year an alphabetical listing <strong>of</strong> all licensees.<br />
