01.1110 SALES TAX: The sales tax<br />

rate in Onondaga County is 8%. New<br />

York State receives 45 <strong>of</strong> these revenues,<br />

while Onondaga County currently shares<br />

the remaining 4% local tax with the <strong>City</strong> <strong>of</strong><br />

<strong>Syracuse</strong>, and the suburban Towns,<br />

Villages and School Districts pursuant to<br />

a 2000 <strong>City</strong>/County agreement. In May<br />

2010, a new agreement has been<br />

adopted that will govern the distributions<br />

for 2011 through 2020. Over the course<br />

<strong>of</strong> the decade, the Town, Village and<br />

School District shares will be significantly<br />

reduced. For the transition year <strong>of</strong><br />

calendar 2011 only, the <strong>City</strong> will receive a<br />

reduced share <strong>of</strong> approximately 19.5% <strong>of</strong><br />

the total. From 2012 onward, the <strong>City</strong>’s<br />

share will ratchet up and then stabilize at<br />

approximately 24.47% <strong>of</strong> the total in year<br />

2016.<br />

01.1130 UTILITIES GROSS RECEIPTS<br />

TAX: <strong>Syracuse</strong> imposes a 1% tax on the<br />

gross income <strong>of</strong> utility company<br />

transactions in the <strong>City</strong>. Two <strong>of</strong> the utility<br />

companies affected by this tax are the<br />

National Grid Power Corporation and<br />

Verizon.<br />

01.1170 C.A.T.V. FRANCHISE TAX:<br />

Time Warner Cable Inc. is assessed a 5%<br />

tax on gross receipts, payable in quarterly<br />

installments. The State assesses a fee<br />

based on the amount it needs to run the<br />

State Cable Commission, typically about<br />

.8%. The <strong>City</strong> receives the remainder for<br />

its purposes.<br />

TAX: This tax represents Fibertech<br />

Networks’ fee for using our conduits for<br />

their cable. These fees are billed by linear<br />
