DEPARTMENT OF NEIGHBORHOOD & BUSINESS DEVELOPMENT<br />

I. Program Responsibilities:<br />

The Department <strong>of</strong> Neighborhood and Business Development (NBD) is made up <strong>of</strong> five (5) Divisions, one <strong>of</strong> which is the<br />

Division <strong>of</strong> Code Enforcement which has its own line item in the <strong>City</strong> <strong>budget</strong>. The Lead Hazard Reduction division is<br />

completely funded through a series <strong>of</strong> federal grants. The remaining three Divisions (Neighborhood Development,<br />

Business Development & Grants Management (Fiscal)) are funded through a combination <strong>of</strong> federal block grants, SIDA<br />

and the <strong>City</strong> General Fund.<br />

The Neighborhood Development division is responsible for administering the Community Development Block Grant<br />

(CDBG), HOME Investment Partnership Grant, Emergency Shelter Grant (ESG) and the Continuum <strong>of</strong> Care (CoC), all<br />

federal block grants aimed toward ensuring safe and affordable housing to all city residents. The Division also<br />

administers the <strong>Syracuse</strong> Urban Renewal Agency (SURA) and coordinates housing construction and rehabilitation<br />

through SURA and among its various housing development partners (non-pr<strong>of</strong>it and for-pr<strong>of</strong>it) and manager, including<br />

the <strong>Syracuse</strong> Housing Authority (SHA).<br />

This Business Division <strong>of</strong> the Department staffs the <strong>Syracuse</strong> Industrial Development Agency (SIDA), the <strong>Syracuse</strong><br />

Economic Development Corporation (SEDCO) and the <strong>Syracuse</strong> Local Development Corporation (SLDC). This Division<br />

works with businesses, developers and investors to facilitate the:<br />

- creation and retention <strong>of</strong> jobs in the <strong>City</strong> (providing both technical and financial assistance)<br />

- expansion <strong>of</strong> the <strong>City</strong>’s tax base<br />

- encouragement <strong>of</strong> businesses that provide services to <strong>City</strong> residents and workers<br />

- re-utilization <strong>of</strong> vacant buildings and/or parcels<br />

The Grants Management Division ensures compliance with all state and federal rules that come with these external<br />

funding sources.<br />
