EXECUTIVE DEPARTMENT<br />

OFFICE OF PERSONNEL AND LABOR RELATIONS<br />

I. Program Responsibilities:<br />

The Office <strong>of</strong> Personnel and Labor Relations is a staff agency responsible for planning, formulating, disseminating and<br />

administering all policies and procedures, which govern the hiring <strong>of</strong> <strong>City</strong> employees. Terms and conditions <strong>of</strong><br />

employment provided under the N.Y.S. Public Employment and Relations Act are negotiated with <strong>City</strong> bargaining units<br />

and administered by this <strong>of</strong>fice. It also coordinates civil service procedures with the Onondaga County Department <strong>of</strong><br />

Personnel. This <strong>of</strong>fice is further responsible for the administration <strong>of</strong> employee benefits programs.<br />

Labor management functions are complemented with a comprehensive city-wide risk management program. This<br />

function includes the administration <strong>of</strong> employee’s health and dental insurance programs, workers compensation claims,<br />

unemployment insurance and OSHA audits and inspections.<br />

Programs are <strong>of</strong>fered to educate employees about maintaining a safe and healthy work and home environment. This is<br />

accomplished by referring employees to the various counseling services (i.e., depression and stress counseling, marital<br />

counseling, financial planning, understanding diversity, supervisory training and other employee health/wellness issues)<br />

<strong>of</strong>fered by the <strong>City</strong>’s Employee Assistance Program (EAP).<br />
