<strong>Two</strong> <strong>decades</strong> <strong>of</strong> <strong>community</strong> <strong>forestry</strong> <strong>in</strong> <strong>Nepal</strong>: <strong>What</strong> <strong>have</strong> <strong>we</strong> <strong>learned</strong>?<br />
generate, document and support the scal<strong>in</strong>g up <strong>of</strong> <strong>community</strong> <strong>forestry</strong> experience.<br />
There are many people <strong>in</strong> <strong>Nepal</strong> who are highly experienced <strong>in</strong> the ground<br />
realities <strong>of</strong> <strong>community</strong> <strong>forestry</strong>, but few <strong>of</strong> them are seriously engaged <strong>in</strong><br />
analys<strong>in</strong>g, refl ect<strong>in</strong>g and dissem<strong>in</strong>at<strong>in</strong>g evidence and knowledge related to<br />
<strong>community</strong> <strong>forestry</strong> policy and practice. This is a real challenge.<br />
The ma<strong>in</strong> criticism levied at NSCFP’s contribution to forest policy <strong>in</strong> <strong>Nepal</strong><br />
concerns its scope. As a project cover<strong>in</strong>g only a few hill districts <strong>in</strong> one particular<br />
area, it cannot claim to speak from wide country experience – and especially not<br />
from the Terai.<br />

pro-poor human rights campaign.”<br />

In summary, contribut<strong>in</strong>g to <strong>community</strong> forest policy dialogue is not a matter that<br />
can be readily quantifi ed, but there is widespread view that NSCFP did participate,<br />
and did make a different <strong>in</strong> support<strong>in</strong>g the rights <strong>of</strong> forest users and especially<br />
the poor and disadvantaged. Ho<strong>we</strong>ver, <strong>forestry</strong> <strong>in</strong> <strong>Nepal</strong> is evolv<strong>in</strong>g and there are<br />
many important and challeng<strong>in</strong>g policy aspects for the future.<br />
Key issues for the future<br />
• S<strong>in</strong>ce the commercially valuable forests <strong>of</strong> the Terai are the <strong>in</strong>creas<strong>in</strong>g focus<br />
<strong>of</strong> contested rights bet<strong>we</strong>en the State, private sector and forest users, practical<br />
work <strong>in</strong> Terai areas will be a crucial part <strong>of</strong> tak<strong>in</strong>g forward pro-poor forest policy<br />
dialogue <strong>in</strong> <strong>Nepal</strong>.<br />
• Much more work needs to be done <strong>in</strong> document<strong>in</strong>g regulatory practices that<br />
<strong>in</strong>hibit CFUGs from establish<strong>in</strong>g and runn<strong>in</strong>g viable forest-based enterprises,<br />
and suggest<strong>in</strong>g viable alternative rules and regulations.<br />
• There is a need to work more closely with the media <strong>in</strong> ensur<strong>in</strong>g that<br />
<strong>in</strong>formation dissem<strong>in</strong>ated <strong>in</strong> popular newspapers and other channels is<br />
accurate and unbiased.<br />
