<strong>Two</strong> <strong>decades</strong> <strong>of</strong> <strong>community</strong> <strong>forestry</strong> <strong>in</strong> <strong>Nepal</strong>: <strong>What</strong> <strong>have</strong> <strong>we</strong> <strong>learned</strong>?<br />
priorities). This has led to perceptions among some stakeholders that the project<br />
did not do enough on forest management issues.<br />
Look<strong>in</strong>g back over the 20 years <strong>of</strong> project activities, work on susta<strong>in</strong>able forest<br />
management peaked <strong>in</strong> mid-way through the project’s life. In the post-confl ict<br />
period, it should <strong>have</strong> been possible to return to more <strong>in</strong>tensive support – with<br />
important emerg<strong>in</strong>g topics be<strong>in</strong>g the management <strong>of</strong> high altitude forests (identifi ed<br />
for special consideration earlier, but not possible to follow up for reasons <strong>of</strong> limited<br />
access); the monitor<strong>in</strong>g <strong>of</strong> environmental changes – forest condition, biodiversity,<br />
soil and water conservation; and opportunities afforded through climate change<br />
adaptation and mitigation mechanisms. The importance <strong>of</strong> all these topics was<br />
recognised by NSCFP staff (see Pokharel and Byrne, 2009), and <strong>in</strong>deed certa<strong>in</strong><br />
efforts <strong>we</strong>re made to <strong>in</strong>clude then <strong>in</strong> project activities, but they <strong>we</strong>re perceived to fi t<br />
poorly with the emphasis on governance and poverty alleviation. This said, it is a<br />
fact that forest cover <strong>in</strong> the area has <strong>in</strong>creased <strong>in</strong> area and <strong>in</strong> density.<br />
An improvement <strong>in</strong> forest cover follow<strong>in</strong>g the <strong>in</strong>troduction <strong>of</strong> <strong>community</strong> <strong>forestry</strong><br />
<strong>in</strong> <strong>Nepal</strong> has been <strong>we</strong>ll documented <strong>in</strong> various parts <strong>of</strong> the middle hills (see for<br />
example, Branney and Yadav, 1998; Gautam et. al., 2002; DOF, 2005; Kandel, and<br />
Neupane, 2007; Luitel et. al., 2009; Nagendra et. al., 2008). These fi nd<strong>in</strong>gs are fully<br />
supported by the photo monitor<strong>in</strong>g <strong>of</strong> the forest cover along the Lamosanghu - Jiri<br />
road corridor (Pokharel et. al, 2011). To quantify the change observed <strong>in</strong> the photos<br />
<strong>in</strong> terms <strong>of</strong> the areas and density, the project commissioned a study to analyse<br />
forest cover change <strong>in</strong> Dolakha district us<strong>in</strong>g GIS (Geographic Information System).<br />
The study was conducted <strong>in</strong> the clusters <strong>of</strong> Bhimeshwor, S<strong>in</strong>gati, and Thulopatal,<br />
cover<strong>in</strong>g 10 VDCs. Landsat imageries from 1990 and 2010 as <strong>we</strong>ll as aerial<br />
photographs from 1992 <strong>we</strong>re obta<strong>in</strong>ed, and a GPS survey <strong>of</strong> a total area <strong>of</strong> 27,902<br />
hectors conducted. Community forest boundaries <strong>we</strong>re digitised and compared<br />
aga<strong>in</strong>st the Landsat<br />
images. The study<br />
results sho<strong>we</strong>d that<br />
the forest density<br />
has improved <strong>in</strong> all<br />
three studied clusters<br />
bet<strong>we</strong>en 1990 and<br />
2010. The rate <strong>of</strong><br />
conversion from<br />
sparse forest to dense<br />
forest was bet<strong>we</strong>en<br />
1.13 - 3.39 % per<br />
year. Similarly, the<br />
forest area has<br />
<strong>in</strong>creased at a rate <strong>of</strong><br />
up to 1.96 % per year.<br />
