Formally, <strong>Nepal</strong>’s civil confl ict began <strong>in</strong> February 1996 and ended with the sign<strong>in</strong>g<br />
<strong>of</strong> a Comprehensive Peace Agreement bet<strong>we</strong>en the government and the rebel<br />
Maoist forces <strong>in</strong> November 2006. It was thus on-go<strong>in</strong>g for over half <strong>of</strong> the period <strong>of</strong><br />
NSCFP operations, whilst its legacy cont<strong>in</strong>ues to be felt afterwards, as the peace<br />
process slowly cont<strong>in</strong>ues. The effects <strong>of</strong> the confl ict on the project <strong>we</strong>re at fi rst<br />
relatively m<strong>in</strong>or, but by the height <strong>of</strong> the confl ict (2000 – 2006), Maoists <strong>we</strong>re active<br />
