4. PRO-POOR LIVELIHOODS<br />

NSCFP began as a <strong>forestry</strong> project seek<strong>in</strong>g to support the livelihoods <strong>of</strong> the rural<br />

poor, and from the outset staff sought to conduct <strong>in</strong>terventions <strong>in</strong> a socially<br />

<strong>in</strong>clusive manner, benefi tt<strong>in</strong>g the poor. Nevertheless, it was <strong>in</strong> 2000 that a very<br />

strong “pro-poor” thrust was <strong>in</strong>troduced, based on a rigorous gender analysis and<br />

the root causes <strong>of</strong> chronic poverty: class (disparity <strong>in</strong> economic opportunities),<br />

caste (especially untouchability), ethnicity, gender, geographical disparity and<br />
