<strong>Two</strong> <strong>decades</strong> <strong>of</strong> <strong>community</strong> <strong>forestry</strong> <strong>in</strong> <strong>Nepal</strong>: <strong>What</strong> <strong>have</strong> <strong>we</strong> <strong>learned</strong>?<br />

felt discomfort over the changed operational modality. There was, ho<strong>we</strong>ver, not<br />

a complete cessation <strong>of</strong> capacity build<strong>in</strong>g support to NGOs. Rather, tra<strong>in</strong><strong>in</strong>g<br />

opportunities became <strong>in</strong>creas<strong>in</strong>gly mixed bet<strong>we</strong>en Forest Department staff and<br />

others, as a means <strong>of</strong> build<strong>in</strong>g mutual understand<strong>in</strong>g. Workshops, practical exercises,<br />

study tours and the like focused on particular topics <strong>of</strong> relevance to a variety <strong>of</strong><br />

stakeholders - <strong>in</strong>clud<strong>in</strong>g activities l<strong>in</strong>ked to the commercial harvest<strong>in</strong>g, process<strong>in</strong>g<br />

and market<strong>in</strong>g <strong>of</strong> NTFPs, and to the promotion <strong>of</strong> good governance and social<br />

equity (see NSCFP, 2010).<br />

F<strong>in</strong>ally, an important support provided by NSCFP for the <strong>in</strong>stitutional development<br />

<strong>of</strong> CFUGs is through their federation FECOFUN, the growth <strong>of</strong> which spanned<br />

much <strong>of</strong> the project’s lifetime. NSCFP was strongly <strong>in</strong>strumental <strong>in</strong> the early days<br />

<strong>of</strong> its establishment, as recalled by Patrick Rob<strong>in</strong>son.<br />

“The key moment which led to the emergence <strong>of</strong> the federation was the fi rst national FUG<br />

workshop, which could easily not <strong>have</strong> had the impact it had, <strong>we</strong>re it not for pro-active<br />

lobby<strong>in</strong>g by the project for the workshop to be organised and fi nanced collaboratively by<br />

three donors… This gave suffi cient <strong>we</strong>ight to the event, and spread risk suffi ciently amongst<br />

donors, that exist<strong>in</strong>g po<strong>we</strong>r structures <strong>we</strong>re unable to downplay the event.”<br />
