<strong>Two</strong> <strong>decades</strong> <strong>of</strong> <strong>community</strong> <strong>forestry</strong> <strong>in</strong> <strong>Nepal</strong>: <strong>What</strong> <strong>have</strong> <strong>we</strong> <strong>learned</strong>?<br />

failures, and tailor their activities accord<strong>in</strong>gly. Whilst plann<strong>in</strong>g and monitor<strong>in</strong>g has<br />

always broadly follo<strong>we</strong>d a logical framework, the system has become tighter over<br />

the years, with a system <strong>of</strong> outcome monitor<strong>in</strong>g (used by all SDC projects <strong>in</strong> <strong>Nepal</strong>)<br />

hav<strong>in</strong>g been practised s<strong>in</strong>ce 2008 (see SDC, 2008).<br />

Range post and CFUGs are work<strong>in</strong>g together to promote <strong>community</strong> <strong>forestry</strong><br />

NSCFP has evolved from an expatriate-managed project that channelled most<br />

<strong>of</strong> its fund<strong>in</strong>g through the Department <strong>of</strong> Forests, to a project that is managed by<br />

national staff and is channell<strong>in</strong>g fund<strong>in</strong>g through a variety <strong>of</strong> stakeholders – <strong>in</strong>clud<strong>in</strong>g<br />

the ultimate benefi ciaries. The transfer <strong>of</strong> funds directly to CFUG level only<br />

became possible recently, once CFUGs had suffi cient <strong>in</strong>stitutional capacity. Thus<br />

mechanisms by which this can be optimised <strong>in</strong> the current political context – and <strong>in</strong><br />

the future - are <strong>in</strong> need <strong>of</strong> further test<strong>in</strong>g <strong>in</strong> more CFUGs. There are now more than<br />

1000 CFUGs that <strong>have</strong> capacity to manage not only forests but also fund and human<br />

resources by themselves. Many <strong>have</strong> established enterprises and generated<br />
