<strong>Two</strong> <strong>decades</strong> <strong>of</strong> <strong>community</strong> <strong>forestry</strong> <strong>in</strong> <strong>Nepal</strong>: <strong>What</strong> <strong>have</strong> <strong>we</strong> <strong>learned</strong>?<br />

scale. For fi nancial transactions, the project thus had three options: NGOs,<br />

<strong>in</strong>dividual CFUGs, or a limited number <strong>of</strong> representative CFUGs. Given the<br />

adm<strong>in</strong>istrative complexities entailed, one CFUG – named a “lead CFUG”<br />

was selected by project staff <strong>in</strong> each cluster VDC to perform fi nancial<br />

transactions. The funds that they handle are ma<strong>in</strong>ly grants for livelihood support to the<br />

poorest <strong>in</strong> the <strong>community</strong>. To support the CFUGs <strong>in</strong> their enhanced role, Community<br />

Forestry Facilitators (CFFs) and Cluster Coord<strong>in</strong>ators (CCs) <strong>we</strong>re appo<strong>in</strong>ted,<br />

mobilised and supervised by the project partner FECOFUN, and <strong>have</strong> a crucial<br />

role to play <strong>in</strong> strengthen<strong>in</strong>g governance <strong>in</strong> non-cluster VDCs. The CFFs report<br />

progress to the Village Forest Coord<strong>in</strong>ation Committee (VFCC) and work for the lead<br />

CFUG. The logic beh<strong>in</strong>d this modality is to make CFFs accountable to CFUGs and<br />

leverage NGO service providers <strong>in</strong> the empo<strong>we</strong>rment <strong>of</strong> CFUGs, sett<strong>in</strong>g the path<br />

for susta<strong>in</strong>ability (see fi gure below). An alternative approach would <strong>have</strong> been<br />

to channel fund<strong>in</strong>g through the VFCCs, as is current practice under the DFIDsupported<br />

LFP.<br />
