Coorperation Strategy - Albania 2010-2013 - Deza - CH

INTRODUCTION
The Swiss Agency for Development and Cooperation (SDC) and the Swiss State Secretariat for
Economic Affairs (SECO) have jointly elaborated this Swiss Cooperation Strategy 2010–2013
Albania hand-in-hand with development partners in Albania and with the Swiss Embassy. It has
been developed in line with the relevant Albanian development priorities as laid out in the National
Strategy for Development and Integration (NSDI) 2007–2013 and the various respective sector plus
cross-cutting strategies.
Switzerland has been supporting Albania’s transition since 1992, and Albania became a priority country
for Swiss technical and financial assistance in 1995. Since 1997, Switzerland has a cooperation
office in Tirana. This strategy stands as a renewed Swiss commitment to support Albania in its further
efforts to consolidate the democratic system plus the observance of fundamental human rights and
freedoms, as well as to increase economic development.
The document is further based on the experience made and lessons learnt by the Swiss cooperation in
the past. Moreover, it acknowledges the importance of the Paris Declaration on Aid Effectiveness committing
Switzerland as donor and Albania as partner country to certain principles. The present strategy
is the third one for Albania, and sets the frame as the strategic orientation of the Swiss cooperation for
the period running 2010–2013.
This document contains three main parts. The first one reflects on the context development; the second
part is a review of the Swiss cooperation 2006–2009; and, in the third chapter, the new strategic
orientation for the period 2010–2013 is presented. It includes the principle for the monitoring of the
activities planned to unfold.
The Cooperation Strategy Albania 2010–2013 was approved in January 2010.
