Democratisation and Decentralisation
The capacities of municipalities, communes
and the Qark (regional level) in Shkodra
and Lezha are enhanced and citizens
participate actively in the local and regional
political decision-making.
Civil society organisations’performance
and role are strengthened.
Social Inclusion
Roma have improved access to public
services and participate in local decisionmaking
processes through Switzerland's
support to the implementation of the strategy
for social inclusion.
Training in special pedagogy and
advocacy for disabled citizens is enhanced
in the Albanian-speaking region.
Economy and Employment
Enterprises benefit from an enhanced business
environment and easier access to finance,
thus improving their performance and achieving
sustainable, long-term competitiveness including
through economic governance.
VET further improves the employability and the
income opportunities, especially of youth,
women and Roma. A regional VET partnership
Albania-Kosovo is established.
Infrastructure
Energy: Activities contribute to increased efficiency
and reliability of the energy sector based on
market economy principles. First steps are undertaken
towards climate-friendlier, sustainable energy
management.
Water: Investments contribute to increased
reliability and safety of water supply, coverage
of sanitation and wastewater treatment, and
strengthening of water utilities to achieve economic
and financial sustainability.
Environment: Gradual engagement in this
sector is explored.
