First, PHABSIM model output for the spring run may not be accurate for periods<br />

when flow in the river exceeded 70 cfs at the USGS Lithia gage. During these<br />

periods, flow/stage relationships in the spring run are influenced by spring<br />

discharge <strong>and</strong> river stage or flow. Second, the extent of aquatic habitat in the<br />

Lithia Springs Major run is not great in comparison to the availability of similar<br />

habitat in the <strong>Alafia</strong> <strong>River</strong> system. Finally, based on fish <strong>and</strong> invertebrate<br />

sampling conducted for the minimum flow assessment, no uncommon, rare,<br />

threatened or endangered species were identified in the spring run. For these<br />

reasons, we did not recommend development of a short-term compliance<br />

st<strong>and</strong>ard based on the 5% prescribed flow reduction for Lithia Springs Main<br />

identified from our PHABSIM analyses.<br />
