<strong>River</strong> begins on October 28 <strong>and</strong> ends on April 19 of the subsequent year, the<br />
st<strong>and</strong>ards were developed for two gage sites.<br />
For the USGS <strong>Alafia</strong> <strong>River</strong> at Lithia, FL gage site, the following Short-Term<br />
Compliance St<strong>and</strong>ards are proposed for Block 2:<br />
1) All flows equal to or below 59 cfs measured at the <strong>Alafia</strong> <strong>River</strong> at Lithia,<br />
FL gage are protected in their entirety;<br />
2) All flows between 59 cfs <strong>and</strong> 69 cfs measured at the Lithia gage are<br />
available for use; <strong>and</strong><br />
3) A 15% reduction of all flows above 69 cfs measured at the<br />
Lithia gage is available for use.<br />
The first st<strong>and</strong>ard was developed using the gage-specific low flow thresholds.<br />
The second <strong>and</strong> third st<strong>and</strong>ards were developed to assure that the prescribed<br />
flow reduction for Block 2 does not lead to violation of the low flow threshold.<br />
5.6 Prescribed Flow Reduction for Lithia Springs Major<br />
Potential changes in habitat availability in the Lithia Springs Major run were<br />
evaluated for development of a prescribed flow reduction for the spring. Flow<br />
requirements for maintaining recreational swimming at the spring pool were also<br />
evaluated. A prescribed flow reduction <strong>and</strong> short-term compliance st<strong>and</strong>ard were<br />
not, however, developed. It was recommended that this process be deferred<br />
until analyses for developing minimum flows <strong>and</strong> levels for the estuarine segment<br />
of the <strong>Alafia</strong> <strong>River</strong> are completed.<br />
5.6.1 Prescribed Flow Reduction for Lithia Springs Major - PHABSIM<br />
Results<br />
PHABSIM analyses were used to model potential changes in habitat availability<br />
for several fish species <strong>and</strong> macroinvertebrate diversity in the Lithia Springs<br />
Major run. Simulated reductions in flow greater than 5% indicated that habitat<br />
availability for various life history stages <strong>and</strong> spawning activities of spotted<br />
sunfish, largemouth bass <strong>and</strong> bluegill would be reduced by more that 15%<br />
(Figure 5-12, Table 5-4). Based on these limiting factors, a prescribed flow<br />
reduction of 5% was identified for consideration in the establishment of a<br />
minimum flow for the spring.<br />
Use of this potential prescribed flow reduction for development of a short-term<br />
compliance st<strong>and</strong>ard for the spring was, however, complicated by several issues.<br />
