Permit. The 2011 Water Year compliance per capita water consumption for the City of Clearwater was 76 gpcd. This is well below the required 130 gpcd for Year 2001 required in the Water Use Caution Area regulations. The City has also implemented a consumptive use rate structure in October 2006 to ensure efficient use of reclaimed water which reduces the use of potable water for irrigation needs. The salinity barrier concept will reduce or eliminate salt water intrusion from the Gulf of Mexico and/or Tampa Bay while any recharge will rely upon the geotechnical conditions to act as a natural buffer between the injection points and other permitted withdrawal points. This raw groundwater withdrawn from the Floridan aquifer will continue to be the primary source of potable drinking water after treatment in the City of Clearwater, considering the City's plans to expand local production. The groundwater replenishment project will help to extend the useful life of the City of Clearwater's current and future wellfield and may result in the ability to increase permitted withdrawl quantities if hydrologic modeling and actual field test results indicate the increased withdrawal volumes will have a net positive impact upon the environment and other permitted users. A preliminary feasibility study has been conducted and funded by the City ($100,000), a formal feasibility study has been cooperatively funded by the District, and the Pilot and Testing Phase is currently under contract, cooperatively funded with the District ($3,072,500). For fiscal years FY2013 and FY2014, the District is funding 50% of the pilot and test phase costs ($743,125 and $793,125) including design permitting, construction and testing of a pilot water purification plant, pilot injection water treatment system, test injection well and monitoring well system along with continuing public outreach efforts. Of the total project costs ($27,493,000), approximately 81.2 percent ($22,334,250) is expected to be needed for construction with 3.6 percent ($1,000,000) utilized for Public Outreach and Education and the remainder for design and administration.
