below 19 feet NGVD <strong>of</strong> 1929. This minimum flow can be reduced to 10 cfs at low tide<br />

stages in the lower river if it does not result in salinity incursions into the upper spring<br />

run. A minimum flow <strong>of</strong> 18 cfs will be maintained if the temperature <strong>of</strong> either surface or<br />

bottom waters in the Lower Hillsborough River near the mouth <strong>of</strong> the spring are below<br />

15 degrees Celsius.<br />

<strong>The</strong> adoption <strong>of</strong> a minimum flows <strong>for</strong> <strong>Sulphur</strong> <strong>Springs</strong> will require more intensive<br />

management flows from the spring pool. Water level and salinity recorders will be<br />

maintained to allow real-time management <strong>of</strong> springflow based on tides and salinity<br />

levels in the spring pool, spring run, and lower river. <strong>The</strong> adequacy <strong>of</strong> the minimum<br />

flows <strong>for</strong> the <strong>Sulphur</strong> <strong>Springs</strong> will be checked by ongoing data collection programs in the<br />

spring run and lower river. <strong>The</strong> minimum flows <strong>for</strong> <strong>Sulphur</strong> <strong>Springs</strong> will also be<br />

considered as they factor into the re-evaluation <strong>of</strong> minimum flows <strong>for</strong> the Lower<br />

Hillsborough River which is scheduled <strong>for</strong> 2005.<br />

This report, and the data relied upon <strong>for</strong> its analysis, are based on the existing<br />

configuration <strong>of</strong> the structure that separates the upper and lower spring run. However,<br />

there is a possibility that modification <strong>of</strong> this structure could provide additional protection<br />

from salinity incursions into the upper spring run, while providing <strong>for</strong> low salinity habitats<br />

and a thermal refuge in the Lower Hillsborough River. Further analysis <strong>of</strong> potential<br />

modifications to the existing structure on <strong>Sulphur</strong> <strong>Springs</strong> Run may provide an<br />

alternative to the minimum flows recommended in this report.<br />
