4. Awareness, tra<strong>in</strong><strong>in</strong>g, capacity development <strong>an</strong>d social<br />
development components <strong>of</strong> the project<br />
One <strong>of</strong> the most import<strong>an</strong>t components that has been <strong>in</strong>corporated<br />
to the m<strong>an</strong>agement <strong>of</strong> social projects <strong>in</strong> the last few decades is<br />
the community participation <strong>in</strong> the different phases <strong>of</strong> the process<br />
<strong>of</strong> implementation <strong>an</strong>d <strong>for</strong> every process <strong>of</strong> operation, use <strong>an</strong>d<br />
ma<strong>in</strong>ten<strong>an</strong>ce. This <strong>in</strong>cludes the phase <strong>of</strong> post-execution <strong>an</strong>d is<br />
import<strong>an</strong>t to articulate with local promoters <strong>an</strong>d competent<br />
<strong>in</strong>stitutions such as MINSA (M<strong>in</strong>istry <strong>of</strong> Health) or the district<br />
municipality.<br />
This strategy is key to achieve future susta<strong>in</strong>ability <strong>of</strong> the project. In<br />
the case <strong>of</strong> <strong>an</strong> <strong>in</strong>novative project, like ECODESS; it is especially necessary.<br />
This strategy was made when CENCA developed <strong>an</strong> <strong>in</strong>tervention<br />
with a higher <strong>in</strong>vestment <strong>in</strong> the social component, developed<br />
a strategy that has as <strong>an</strong> objective the appropriation, <strong>for</strong> part <strong>of</strong> the<br />
population, <strong>of</strong> the technology <strong>of</strong> <strong>ecological</strong> s<strong>an</strong>itation.<br />
Thus the <strong>in</strong>tervention <strong>in</strong> Nievería, which <strong>in</strong>cludes the 83 families that<br />
<strong>for</strong>m the family group, Los Topacios, constructed <strong>ecological</strong> s<strong>an</strong>itation<br />
<strong>system</strong>s <strong>in</strong> 43 homes. Now there exists <strong>in</strong> this settlement, more<br />
th<strong>an</strong> 60 lots that have Ur<strong>in</strong>e Divert<strong>in</strong>g Dry Toilets which have been<br />
constructed through self-m<strong>an</strong>agement. This results <strong>in</strong> the ownership<br />
<strong>of</strong> the <strong>system</strong> by the residents.<br />
As mentioned above, the social aspects that develop this type <strong>of</strong><br />
Project have a key import<strong>an</strong>ce <strong>in</strong> the suitability <strong>an</strong>d level <strong>of</strong> approval<br />
on the part <strong>of</strong> the population. At least the costs that are <strong>in</strong>cluded <strong>in</strong><br />
the social promotion, awareness, tra<strong>in</strong><strong>in</strong>g, <strong>an</strong>d the communication<br />
should be considered <strong>an</strong>d budgeted. The agreement <strong>of</strong> the experienced<br />
done by CENCA determ<strong>in</strong>ed that this expenses was found to be<br />
<strong>in</strong> the r<strong>an</strong>ge <strong>of</strong> 12 to 15% <strong>of</strong> the total costs <strong>of</strong> the project.<br />
4.1 Completed modes <strong>of</strong> social <strong>in</strong>vestment<br />
Phase 1.- Design, aweareness <strong>an</strong>d org<strong>an</strong>ization <strong>for</strong> the<br />
implementation<br />
The adoption <strong>of</strong> a Ur<strong>in</strong>e Divert<strong>in</strong>g Dry Toilet requires <strong>an</strong> exclusively<br />
voluntary decision by the user. It is import<strong>an</strong>t to note that the<br />
aspiration <strong>of</strong> the people <strong>in</strong> their home is to implement a conventional<br />
hydraulic drag bathroom, because that is his perception <strong>of</strong> modernity<br />
<strong>an</strong>d it is difficult to reverse it. There<strong>for</strong>e, at the stage be<strong>for</strong>e<br />
the start <strong>of</strong> the <strong>in</strong>vestment <strong>an</strong>d awareness is essential to take the<br />
follow<strong>in</strong>g steps:<br />
- Evaluate the conditions <strong>of</strong> feasibility <strong>for</strong> the implementation <strong>of</strong><br />
conventional services <strong>of</strong> hydraulic drag <strong>in</strong> a susta<strong>in</strong>able m<strong>an</strong>ner,<br />
that is to say, study the economic, environmental <strong>an</strong>d geographic<br />
viability that permits the rul<strong>in</strong>g out <strong>of</strong> conventional s<strong>an</strong>itation <strong>an</strong>d<br />
the assum<strong>in</strong>g the proposal <strong>of</strong> ECODESS.<br />
- Evaluate if the EPS has pl<strong>an</strong>s <strong>of</strong> <strong>in</strong>vestment <strong>in</strong> that area <strong>in</strong> the com<strong>in</strong>g<br />
years or if there exists a project <strong>of</strong> conventional s<strong>an</strong>itation <strong>in</strong><br />
the works done by the work <strong>of</strong> the citizens. This is to avoid the risk<br />
<strong>of</strong> generat<strong>in</strong>g <strong>in</strong>ternal conflict <strong>an</strong>d debilitat<strong>in</strong>g the future susta<strong>in</strong>ability<br />
<strong>of</strong> the <strong>system</strong>.<br />
For the process <strong>of</strong> awareness build<strong>in</strong>g, it is recommended to be more<br />
tr<strong>an</strong>sparent <strong>an</strong>d clear with expl<strong>an</strong>ations <strong>of</strong> the <strong>system</strong>, demonstrate<br />
the adv<strong>an</strong>tages <strong>an</strong>d also its limitations. The decision to accept<br />
the option <strong>of</strong> ECODESS must be made collectively <strong>an</strong>d done by <strong>an</strong><br />
assembly along with acts <strong>of</strong> agreement. In the awareness build<strong>in</strong>g<br />
phase, the follow<strong>in</strong>g strategies are recommended.<br />
- Recognition by the people themselves <strong>of</strong> the problem <strong>of</strong> s<strong>an</strong>itation<br />
<strong>in</strong> their community.<br />
- Invite leaders <strong>an</strong>d community org<strong>an</strong>izers <strong>of</strong> the settlement <strong>in</strong>volved,<br />
to get to know experiences <strong>of</strong> compost<strong>in</strong>g toilets <strong>in</strong> places<br />
where they are already function<strong>in</strong>g, so they know the <strong>system</strong> ECO-<br />
DESS <strong>in</strong> practice.<br />
- Give talks <strong>an</strong>d develop educational materials expla<strong>in</strong><strong>in</strong>g the project<br />
<strong>an</strong>d the benefits <strong>of</strong> technology to be applied.<br />
- Specify the commitments <strong>an</strong>d actions to which the population<br />
engages <strong>in</strong> the implementation, ma<strong>in</strong>ten<strong>an</strong>ce <strong>an</strong>d operation <strong>of</strong> the<br />
<strong>system</strong>.<br />
In the execution <strong>of</strong> the design <strong>of</strong> the project, it is recommended to<br />
be a participatory work that <strong>in</strong>cludes the <strong>in</strong>tegrated design <strong>of</strong> the<br />
