The Roberts Bank Rail Corridor<br />

The Roberts Bank Rail Corridor (<strong>RBRC</strong>) is an important 70-kilometre stretch connecting<br />

Canada’s largest container facility and coal terminal at Roberts Bank with the<br />

North American rail network. It carries increasing volumes <strong>of</strong> international freight<br />

through the communities <strong>of</strong> Delta, <strong>Surrey</strong>, Langley <strong>City</strong> and Langley Township.<br />

The Challenge<br />

Identifying Solutions<br />

The Roberts Bank Rail Corridor consists<br />

mostly <strong>of</strong> single rail track and currently<br />

carries up to 18 trains per day, each up<br />

to 9,500 feet in length. By 2011, the<br />

volume <strong>of</strong> train traffic is forecasted<br />

to increase to 21 trains per day with<br />

some trains up to 12,000 feet long.<br />

About 388,000 vehicles per day<br />

The Roberts Bank<br />

Rail Corridor Program<br />

Following completion <strong>of</strong> the Roberts Bank Rail Corridor: Road/Rail<br />

Interface Study, nine road-rail projects in Delta, <strong>Surrey</strong>, and the <strong>City</strong> and<br />

The nine new projects, including eight grade-separations and a<br />

railway siding project, will:<br />

• enhance the efficiency and safety <strong>of</strong> rail operations.<br />

• accommodate the anticipated growth in trade-related traffic.<br />

• improve the flow <strong>of</strong> local traffic.<br />

• improve traffic safety and provide for better access<br />

by emergency vehicles during train events.<br />

• reduce idling <strong>of</strong> vehicles at level crossings, energy<br />

use, and greenhouse gas emissions.<br />

The Partners<br />

Together, the Roberts Bank Rail Corridor partners have succeeded in aligning the<br />

local interest in quality <strong>of</strong> life with the national interest in trade competitiveness.<br />

The unprecedented close collaboration among stakeholders has<br />

resulted in an overall package <strong>of</strong> road and rail improvements worth<br />

approximately $360 million, cost-shared among the various partners.<br />

The partners in this program will contribute a total <strong>of</strong> $307 million for the<br />

construction <strong>of</strong> nine road-rail projects. Additionally, the railways will invest<br />

roughly $60 million in rail infrastructure to increase capacity along the corridor<br />

to meet the needs <strong>of</strong> shippers and improve supply chain efficiencies.<br />

Panorama Ridge<br />

Whistle Cessation Project<br />

The Panorama Ridge Whistle Cessation Project is one <strong>of</strong> nine road-rail projects comprising<br />

the <strong>RBRC</strong> Program.<br />

Along with the planned increase in the number <strong>of</strong> trains, the length <strong>of</strong> trains is<br />

planned to increase. In order to provide for the passing <strong>of</strong> inbound and outbound<br />

trains, an uninterrupted railway siding with a length <strong>of</strong> 3,660 metres, (12,000 feet)<br />

will be required. This can be achieved by extending a siding from Mud Bay eastward<br />

to roughly 146th Street.<br />

This will require the following:<br />

• Closure <strong>of</strong> the street-level railway crossings at 125A Street<br />

and 131A Street (Colebrook Road), and <strong>of</strong> private crossings<br />

in the vicinity <strong>of</strong> 139th Street and 148th Street.<br />

• Colebrook Road will be extended along the north side <strong>of</strong> the<br />

railway from 131A Street to 146th Street, the east side King<br />

George Boulevard on/<strong>of</strong>f ramp.<br />

• The existing street-level railway crossing at 144th Street,<br />

the west side King George Boulevard on/<strong>of</strong>f ramp, will be<br />

closed and relocated to 146th Street.<br />

In addition, the following existing street-level railway crossings will be upgraded in<br />

order to achieve whistle cessation, and will include gates, bells and lights:<br />

• 127A Street<br />

• 160th Street<br />

• 164th Street<br />

• 168th Street<br />

• 184th Street<br />

• 56th Avenue<br />

Combined with other initiatives in the area, including the <strong>RBRC</strong> Program’s 152nd Street<br />

Project and the 192nd Street/54th Avenue/196th Street “Combo” Project, this project will<br />

eliminate train whistling for all <strong>of</strong> the railway corridor through <strong>Surrey</strong>.

completion, subject to input from this<br />

• The <strong>City</strong> is in the process <strong>of</strong> obtaining<br />

the necessary Canadian Environmental<br />

Assessment Agency (CEAA) and Water<br />

Act approvals.<br />

• Depending on the timing <strong>of</strong> the<br />

approvals, preload will begin either in the<br />

fall <strong>of</strong> 2011, or 2012.<br />

• Project completion is required by 2014.
