Additionally, the Office <strong>of</strong> Fiscal & Management Resources<br />

submitted the biennial budget for fiscal years 2010 and 2011 to<br />

OBM for submission to the <strong>Ohio</strong> General Assembly.<br />

<strong>The</strong> <strong>of</strong>fice worked with a new audit team to conclude the<br />

<strong>Court</strong>’s audit <strong>of</strong> fiscal years 2007 and 2008. <strong>The</strong> audit did not<br />

identify any financial matters or internal control weaknesses<br />

required to be reported according to Government Auditing<br />

Standards.<br />

Office <strong>of</strong> Human Resources<br />

<strong>The</strong> Office <strong>of</strong> Human Resources implements the employment<br />

policies <strong>of</strong> the <strong>Court</strong>, which includes coordinating the<br />

employment process, maintaining position and salary<br />

classifications, supervising the performance evaluation process,<br />

providing staff training programs and assuring the <strong>Court</strong>’s<br />

compliance with federal and state employment laws. <strong>The</strong> <strong>of</strong>fice<br />

also provides payroll and benefits services for <strong>Court</strong> staff, the<br />

staff <strong>of</strong> the state courts <strong>of</strong> appeals and <strong>Ohio</strong> judges. <strong>The</strong> <strong>of</strong>fice<br />

provides day-to-day support to <strong>Court</strong> staff and <strong>Ohio</strong> judges in all<br />

areas <strong>of</strong> human resource management.<br />

<strong>The</strong> Office <strong>of</strong> Human Resources worked with the Department<br />

<strong>of</strong> Administrative Services and OAKS staff in 2008 to implement<br />

electronic benefits access to facilitate the provision <strong>of</strong> paperless<br />

benefits changes within the OAKS system. New reports were<br />

designed and implemented as the expansion <strong>of</strong> data stored<br />

in the human capital portion <strong>of</strong> the OAKS system grew. <strong>The</strong><br />

goal <strong>of</strong> a fully populated Human Resource Information System<br />

should be realized in 2009.<br />

Support for recruiting and staffing efforts was streamlined<br />

through the implementation <strong>of</strong> the <strong>Ohio</strong> Hiring Management<br />

System (OHMS). OHMS, as implemented by the <strong>Court</strong>,<br />

facilitates nearly paperless recruiting, tracking and screening <strong>of</strong><br />

applicants, which saves significant time and resources.<br />

Additionally, the background-check process was improved<br />

to include supplemental key indicators. Throughout 2008,<br />

the staff assisted <strong>Court</strong> leadership with rewriting all position<br />

descriptions to include expanded physical demand and<br />

essential function details. <strong>The</strong> Human Resources staff facilitated<br />

the implementation <strong>of</strong> the state’s new “Take Charge Live Well”<br />

wellness program to bring increased benefits to employees who<br />

make healthy lifestyle and care choices. <strong>The</strong> program will be<br />

expanded to include more workplace activities in 2009.<br />

<strong>The</strong> <strong>of</strong>fice also provided annual policy and procedure training<br />

to all <strong>Court</strong> staff and redesigned the internal training plan to<br />

identify core and recommended curriculum for staff based on<br />
