<strong>The</strong> Fiscal & Management Resources Division provides<br />
support to the <strong>Supreme</strong> <strong>Court</strong> and <strong>Ohio</strong> judiciary in the<br />
areas <strong>of</strong> fiscal, human resources and records management,<br />
with the director <strong>of</strong> Fiscal & Management Resources providing<br />
oversight and administrative direction for the operation <strong>of</strong><br />
the division. <strong>The</strong> division’s primary responsibilities include<br />
managing the budget, providing sound internal controls<br />
consistent with auditing standards, and providing accurate<br />
reporting to allow better decision-making.<br />
<strong>The</strong> Fiscal & Management Resources Division also coordinates<br />
the employment process, provides training programs to benefit<br />
employees, and safeguards the <strong>Court</strong>’s records and assets. <strong>The</strong><br />
division works with <strong>Court</strong> leadership to refine and implement<br />
current and new administrative policies and guidelines to better<br />
serve the operations <strong>of</strong> the <strong>Court</strong> and to provide for consistent<br />
standards and improved efficiencies.<br />

Office <strong>of</strong> Fiscal & Management Resources<br />
<strong>The</strong> Office <strong>of</strong> Fiscal & Management Resources is the lead<br />
<strong>of</strong>fice in the division. <strong>The</strong> <strong>of</strong>fice was responsible for the <strong>Court</strong>’s<br />
budget <strong>of</strong> more than $145 million for fiscal year 2009. <strong>The</strong><br />
budget supports the payment <strong>of</strong> all judge salaries in the state,<br />
the salaries <strong>of</strong> the staffs <strong>of</strong> the courts <strong>of</strong> appeals, and operation<br />
<strong>of</strong> the <strong>Ohio</strong> Judicial Center, which houses the <strong>Supreme</strong> <strong>Court</strong> <strong>of</strong><br />
<strong>Ohio</strong>.<br />
<strong>The</strong> <strong>of</strong>fice also ensures proper internal controls are in place,<br />
and administers relevant policies and guidelines, particularly<br />
in relation to purchasing, travel reimbursements and grants.<br />
Functions <strong>of</strong> the <strong>of</strong>fice include processing purchase requisitions<br />
and payment vouchers; budgeting, forecasting and analysis <strong>of</strong><br />
revenues and expenditures; cash-flow management <strong>of</strong> non-<br />
General Revenue Fund monies; providing internal and external<br />
reporting to regulatory bodies as required; and certifying the<br />
inventory <strong>of</strong> <strong>Court</strong> assets.<br />
In 2008, the Office <strong>of</strong> Fiscal & Management Resources<br />
continued implementing additional phases <strong>of</strong> a major financial<br />
system conversion managed by the state’s Office <strong>of</strong> Budget<br />
and Management (OBM). General ledger, accounts payable,<br />
accounts receivable and purchasing modules were implemented<br />
as part <strong>of</strong> the <strong>Ohio</strong> Administrative Knowledge System (OAKS)<br />
conversion. During the year, the <strong>of</strong>fice converted budget<br />
planning and asset management modules and completed<br />
changes to general ledger and financial reporting access and<br />
functionality.<br />
