In 2008, the Specialized Dockets staff wrote and distributed<br />
A Handbook for Developing a Mental Health <strong>Court</strong> Docket. <strong>The</strong><br />
handbook assists judges considering the creation <strong>of</strong> a separate<br />
mental health docket by <strong>of</strong>fering guidance on assessing<br />
the needs and resources necessary for operating a mental<br />
health docket, providing the steps to follow when creating a<br />
program, and ensuring preferred practices are followed for the<br />
continued success <strong>of</strong> the 32 mental health dockets currently<br />
operating in <strong>Ohio</strong>.<br />
Staff also provided direct technical assistance and support<br />
to courts throughout <strong>Ohio</strong> in planning, implementing and<br />
operating specialized dockets programs. In addition to<br />
supporting the 115 operating specialized dockets programs,<br />
staff worked at the municipal, common pleas and juvenile levels<br />
to develop 12 new specialized dockets, including drug, mental<br />
health and domestic violence dockets.<br />
One <strong>of</strong> the primary methods <strong>of</strong> providing peer support<br />
and technical assistance to individuals who work with <strong>Ohio</strong><br />
specialized dockets programs is the <strong>Ohio</strong> Specialized Dockets<br />
Practitioner Network, which is composed <strong>of</strong> eight sub-networks<br />
that meet by discipline. <strong>The</strong>se sub-network meetings allow<br />
specialized dockets practitioners to discuss the challenges<br />
and successes they face in their roles on the specialized<br />
dockets court team. Further, the sub-network meetings<br />
<strong>of</strong>fer opportunities for specialized dockets pr<strong>of</strong>essionals to<br />
provide program updates, discuss program operations, and<br />
discover innovative and effective strategies employed by<br />
other specialized dockets. In 2008, Specialized Dockets staff<br />
organized and hosted 21 sub-network meetings cosponsored by<br />
the <strong>Ohio</strong> Departments <strong>of</strong> Mental Health and Alcohol and Drug<br />
Addiction Services.<br />
On Nov. 20, 2008, the <strong>Supreme</strong> <strong>Court</strong>, in conjunction<br />
with the <strong>Ohio</strong> Departments <strong>of</strong> Mental Health and Alcohol<br />
and Drug Addiction Services, hosted the fifth annual <strong>Ohio</strong><br />
Specialized Dockets Practitioner Network Conference. <strong>The</strong> conference<br />
attracted 340 judges, court staff and treatment personnel.<br />
Featuring keynote speaker Cardwell Nuckols, a nationally<br />
recognized expert in the field <strong>of</strong> substance abuse treatment,<br />
the conference <strong>of</strong>fered 21 individual workshops on a variety <strong>of</strong><br />
topics related to specialized dockets program operations.<br />
In addition to the annual conference, the Specialized<br />
Dockets Section brought in nationally recognized speakers<br />
throughout the year for one-day workshops entitled <strong>The</strong><br />
Neurobiology <strong>of</strong> Offender Trauma, Creating Trauma Informed Systems<br />
<strong>of</strong> Care and Bridges Out <strong>of</strong> Poverty.<br />
