learning capability to secure a $253,210 Byrne Memorial grant<br />
for developing five Advanced Science and Technology Resource<br />
Center distance learning courses for judges throughout the<br />
United <strong>State</strong>s.<br />
Further, Judicial College staff completed the first phase<br />
<strong>of</strong> a three-year project to develop a new <strong>Court</strong> Management<br />
Program curriculum, a project led by the Institute for <strong>Court</strong><br />
Management <strong>of</strong> the National Center for <strong>State</strong> <strong>Court</strong>s in<br />
cooperation with six other states.<br />
<strong>The</strong> college created a curriculum development manager<br />
position to guide long-term strategic planning. New curriculum<br />
considerations included courses for guardians ad litem.<br />
In 2008, the Judicial College board <strong>of</strong> trustees developed<br />
for the <strong>Court</strong>’s approval a proposed certificate <strong>of</strong> judicial<br />
studies. <strong>The</strong> certificate would be awarded to judges who attain<br />
a significant amount <strong>of</strong> continuing education in a four-year<br />
period and write a paper <strong>of</strong> general interest to the judicial<br />
pr<strong>of</strong>ession that is suitable for publication. <strong>The</strong> board met on<br />
a regular basis to <strong>of</strong>fer guidance and advice to the Judicial<br />
College staff and fulfill the responsibilities delegated to the<br />
board <strong>of</strong> trustees under Gov. Jud. R. IV for mandatory new<br />
judge orientation, the new judge mentor program and the<br />
capital case course requirement. Judge Lee Sinclair <strong>of</strong> the Stark<br />
County <strong>Court</strong> <strong>of</strong> Common Pleas completed his second full term<br />
as a member and his third year as chair. Judge Lynn Slaby <strong>of</strong><br />
the 9 th District <strong>Court</strong> <strong>of</strong> Appeals also completed his term on the<br />
board and retired from the bench.<br />
Further, the <strong>Court</strong> Personnel Education & Training<br />
Committee (CPET) met four times in 2008 to discuss and<br />
draft a no-show policy for non-judicial court personnel courses<br />
and new registration procedures for court personnel course<br />
brochures. <strong>The</strong> committee also considered courses co-planned<br />
and sponsored by the Judicial College and the <strong>Ohio</strong> Association<br />
<strong>of</strong> Pretrial Services Agencies, Juvenile Clerks, the <strong>Ohio</strong><br />
Association <strong>of</strong> Municipal and County <strong>Court</strong> Clerks, the <strong>Ohio</strong><br />
<strong>Court</strong> Reporters Association and the <strong>Ohio</strong> Chief Probation<br />
Officers Association. <strong>The</strong> committee held its first meeting using<br />
the distance learning s<strong>of</strong>tware. CPET also added a member<br />
from the <strong>Ohio</strong> Clerk <strong>of</strong> <strong>Court</strong>s Association and a member<br />
representing judicial administrative staff.<br />
