During 2008, the board conducted 19 hearings regarding the<br />

character and fitness <strong>of</strong> applicants for admission. <strong>The</strong> board’s<br />

review committees reviewed applicant files throughout the year,<br />

and the board considered reports regarding 31 applicants who<br />

had merit hearings before board panels.<br />

Board <strong>of</strong> Bar Examiners<br />

<strong>The</strong> 18 members <strong>of</strong> the Board <strong>of</strong> Bar Examiners perform<br />

duties pursuant to Gov. Bar R. I. <strong>The</strong> board drafted and<br />

reviewed essay questions for the bar examinations, engaged in<br />

calibration sessions to prepare for grading exams and graded<br />

exams for the February and July 2008 bar examinations.<br />

Changes announced in August give new lawyers a wider range <strong>of</strong> options to fulfill their<br />

new lawyer education requirements. <strong>The</strong> amendments to Gov. Bar R. X took effect<br />

Nov. 1, 2008.<br />

Attorneys still are required to earn 12 hours <strong>of</strong> new lawyer instruction, but no longer<br />

are required to do so by attending the standard two-day program. Instead, new attorneys<br />

can earn their 12 hours over the course <strong>of</strong> their reporting period, similar to how other<br />

attorneys earn CLE hours.<br />

<strong>The</strong> new rule affects attorneys admitted to the practice <strong>of</strong> law by examination, as well<br />

as those registered for corporate status, on or after Nov. 1. Attorneys admitted to the<br />

practice <strong>of</strong> law or registered for corporate status before Nov. 1 are not affected by the<br />

new amendments and must comply with the previous requirements.<br />

New attorneys must complete 12 hours <strong>of</strong> new lawyer training instruction during their<br />

first biennial reporting period. Three <strong>of</strong> the 12 hours must include instruction on<br />

pr<strong>of</strong>essionalism, law <strong>of</strong>fice management and client fund management.<br />
