<strong>The</strong> Legal Resources Division consists <strong>of</strong> the Office <strong>of</strong> Legal<br />
Resources, the Office <strong>of</strong> the Reporter and the Law Library.<br />
<strong>The</strong> Office <strong>of</strong> Legal Resources is the lead <strong>of</strong>fice <strong>of</strong> the division<br />
and assists the <strong>Supreme</strong> <strong>Court</strong> in resolving complex legal<br />
issues pending before the <strong>Court</strong>. <strong>The</strong> Office <strong>of</strong> the Reporter is<br />
responsible for publishing the opinions <strong>of</strong> the <strong>Court</strong> and trial<br />
and appellate courts <strong>of</strong> <strong>Ohio</strong>. <strong>The</strong> Law Library is one <strong>of</strong> the<br />
largest state law libraries in the country, with a comprehensive<br />
collection <strong>of</strong> <strong>Ohio</strong>, federal and state legal resources available to<br />
the public.<br />
Office <strong>of</strong> Legal Resources<br />
<strong>The</strong> staff attorneys — known as master commissioners — in<br />
the Office <strong>of</strong> Legal Resources provided research and writing<br />
support to the Justices in 2008 on the non-discretionary<br />
portion <strong>of</strong> the <strong>Court</strong>’s docket. This included death penalty<br />
appeals (34 memos, drafts or research projects on conviction<br />
and postconviction matters), public utility appeals (20 memos,<br />
drafts or research projects), workers’ compensation appeals<br />
(40 memos, drafts or research projects), state tax appeals (45<br />
memos, drafts or research projects), extraordinary writs (301<br />
memos, drafts, research projects or orders), and attorney<br />
disciplinary cases (81 memos, drafts or research projects). <strong>The</strong>y<br />
also assisted the Chief Justice with processing 124 affidavits <strong>of</strong><br />
disqualification.<br />
Also in 2008, Arthur J. Marziale Jr. joined the <strong>of</strong>fice as division<br />
director. He previously served as the director <strong>of</strong> the <strong>State</strong><br />
Employee Relations Board.<br />

Office <strong>of</strong> the Reporter<br />
<strong>The</strong> Office <strong>of</strong> the Reporter edits all opinions prior to release<br />
by the <strong>Court</strong>, and prepares and releases slip opinions, daily case<br />
announcements, and periodic administrative actions. <strong>The</strong> <strong>of</strong>fice<br />
also publishes the weekly <strong>Ohio</strong> Official Reports advance sheets<br />
and the bound volumes <strong>of</strong> the <strong>Ohio</strong> Official Reports. <strong>The</strong> <strong>of</strong>fice<br />
maintains the <strong>Court</strong>’s opinions and announcements Web page,<br />
on which nearly 60,000 <strong>Supreme</strong> <strong>Court</strong>, court <strong>of</strong> appeals and<br />
trial court opinions are posted, all <strong>of</strong> which are easily accessible<br />
to the public at no cost.<br />
During 2008, the Office <strong>of</strong> the Reporter edited and published<br />
396 <strong>Supreme</strong> <strong>Court</strong> opinions, 106 court <strong>of</strong> appeals opinions,<br />
and five <strong>Court</strong> <strong>of</strong> Claims and trial court opinions in the<br />
<strong>Ohio</strong> Official Reports advance sheets. <strong>The</strong> 396 <strong>Supreme</strong> <strong>Court</strong><br />
opinions required 2,352 pages in the advance sheets, while the<br />
