As you graduate <strong>and</strong> start on your journey<br />
to becoming a beauty professional, everyone<br />
will have lots of advice for you — whether<br />
you ask for it or not — much of it focusing<br />
on continuing your education.<br />
But, in today’s world, it takes more than<br />
taking a cutting or coloring class once or<br />
twice a year to grow as a person <strong>and</strong> a professional<br />
<strong>and</strong> work in your dream job.<br />
Continuing your education in a meaningful<br />
way today includes seeking out the information<br />
— technical, marketing, customer<br />
service, client engagement, sales <strong>and</strong> perhaps<br />
even management — that will support the<br />
professional br<strong>and</strong> you will design for yourself,<br />
so that you’re fulfilled <strong>and</strong><br />
happy in the career of a lifetime.<br />
In today’s world, you don’t<br />
l<strong>and</strong> a dream job. They simply<br />
don’t exist. You can work for a<br />
wonderful salon with a gracious<br />
owner who is willing to create a<br />
beautiful environment, mentor<br />
you <strong>and</strong> invest in your development.<br />
But it’s still up to you to invest your<br />
own heart, time, initiative <strong>and</strong> money into<br />
creating YOUR dream job — even if it’s in<br />
that same salon.<br />
Following are some important questions<br />
to answer before you begin to plan how many<br />
hours you’ll need to work each week <strong>and</strong> the<br />
type of compensation you’ll expect.<br />
Start by writing all of this information<br />
down, <strong>and</strong> then refer back to it every month<br />
as you have new experiences <strong>and</strong> meet new<br />
people. The answers to all of these questions<br />
will contribute to defining your own professional<br />
br<strong>and</strong>.<br />
What is YOUR dream job — not the job<br />
others expect for you or what you’ve read<br />
your supposed to do or even what your teachers<br />
have told you?<br />
What does it look like? What does it feel<br />
like? Who are the clients you want to help<br />
<strong>and</strong> why? What will you do that will help you<br />
st<strong>and</strong> out from every other newly licensed<br />
beauty professional?<br />
What kind of environment do you need to<br />
work in to allow you to do that? Do you want<br />
to work by yourself or as part of a beauty<br />
team? What beauty br<strong>and</strong>s, products <strong>and</strong> tools<br />
do you want to be associated with?<br />
What words would you like your clients,<br />
your community <strong>and</strong> other beauty professionals<br />
use when describing you <strong>and</strong> your work?<br />
Now, think of all of the people you’ve met<br />
so far who fit within the career profile you’re<br />
creating <strong>and</strong> can help you build your br<strong>and</strong>.<br />
Contact the guest educators, VIPS <strong>and</strong><br />
local salon owners who have visited your<br />
school <strong>and</strong> tell them what you’d like to<br />
achieve; ask if they will share their story with<br />
you, along with their advice <strong>and</strong> recommendations.<br />
Attend local <strong>and</strong> even national trade<br />
shows if you’re able to, join a professional<br />
association <strong>and</strong> seek out mentors. Most will<br />
be happy to help.<br />
As you build your foundation, you’ll want<br />
to plan for advanced learning. The more opportunities<br />
you can create to try out various<br />
techniques, styles <strong>and</strong> approaches to your<br />
technical work, the better. Every one of the<br />
elite stylists — both those who work in salons<br />
as well as those who provide education for<br />
product companies — practice on mannequin<br />
heads constantly. Once they perfect the basic<br />
techniques, they’re then able to create new<br />
techniques that bear their signature.<br />
However, honing your technical skills<br />
But it’s still up to you to invest your<br />
own heart, time, initiative <strong>and</strong> money<br />
into creating YOUR dream job...<br />
is only one part of the preparation for your<br />
dream job. A deep underst<strong>and</strong>ing of client<br />
communication <strong>and</strong> service skills, as well as<br />
the ability to market yourself to clients <strong>and</strong><br />
any company you might want to work with in<br />
the future, are at least, if not more important.<br />

If you read six months to a year’s worth of<br />
blogs from each, you’ll have everything you<br />
need to know about building <strong>and</strong> keeping<br />
your clientele — for FREE! They are<br />
so invested in giving back that they give<br />
away information daily that’s worth tens of<br />

Whether you want to work in a salon or<br />
spa, as a session artist for celebrities, runway,<br />

You Have Graduated, Now What?<br />

Congratulations! You have just finished<br />
beauty school. Now what? In an ideal world,<br />
you’d go beauty school, learn how to maximize<br />
your talents, get your license <strong>and</strong> easily<br />
l<strong>and</strong> a job at a high-end salon.<br />
That’s not typically the reality, though.<br />
Don’t despair. You don’t have to be<br />
resigned to spending your days living from<br />
paycheck to paycheck. There are some things<br />
you can do to l<strong>and</strong> a great job.<br />
EXAMINE YOUR GOALS. This is a<br />
simple step, <strong>and</strong> one of the most overlooked.<br />
You need to set professional goals, but first<br />
you need to look within yourself. What<br />
did you most enjoy about beauty or barber<br />
school? Do you have a talent for creating<br />
precision cuts? Are you extra creative with<br />
color? You need to identify your creative<br />
strengths <strong>and</strong> work with those.<br />
If there is something that you absolutely<br />
do not enjoy doing, then there is no reason<br />
for you to have to do it for the long term.<br />
Acknowledge your own strengths <strong>and</strong> market<br />
them. Do you want to be a master stylist one<br />
day? Is it your dream to be a top colorist?<br />
You need to think about these things<br />
when you are starting your job search. When<br />
you first start school you should have a road<br />
map of where you want to go <strong>and</strong> how you<br />
are going to get there. The earlier the better.<br />
When you set short <strong>and</strong> long-term goals it<br />
keeps you focused <strong>and</strong> on the prize.<br />
LOOK THE PART. Appearance matters<br />
in the beauty industry. When you are heading<br />
into the salons, shops or spas for interviews,<br />
you will want to walk in as if you already<br />
work there. Make sure your hair <strong>and</strong> makeup<br />
are on trend <strong>and</strong> that you’re<br />
dressed the part.<br />
You want the salon hiring<br />
team to be able to picture you on<br />
the salon floor -right when they<br />
meet you. This will make you<br />
to appear more knowledgeable,<br />
professional, <strong>and</strong> confident. You<br />
may have heard this advice before<br />
mentioned in the corporate world.<br />
Interviewees are often advised to dress as<br />
if they already have the position for which<br />
they’re applying. The same can easily be<br />
applied to the beauty industry.<br />
KEEP ON LEARNING. What? The<br />
truth is that learning never ends. You need<br />
to keep learning. This industry is constantly<br />
evolving. Make it a goal to regularly sign up<br />
for advanced classes. For example if you are<br />
sitting in your interview <strong>and</strong> you let the hiring<br />
professional know that you have just finished<br />
an advanced cutting class <strong>and</strong> that in two<br />

months, you’re attending a coloring course<br />
from a popular company, then you can <strong>and</strong><br />
will be much more marketable to the salon.<br />
You have to stay on top of the latest trends<br />
<strong>and</strong> techniques. When the salon sees that you<br />
are aware of this <strong>and</strong> willing to keep learning,<br />
you will already have a major edge over the<br />
competition. In fact, another tip for when<br />
you are being interviewed is to ask the hiring<br />
professional about future educational activities<br />
planned for the salon.<br />
In an ideal world, you’d go beauty<br />
school, learn how to maximize your<br />
talents, get your license <strong>and</strong> easily<br />
l<strong>and</strong> a job at a high-end salon.<br />
BE WILLING TO ASSIST. Why<br />
should you even think of being an assistant<br />
when you have gone through your training<br />
<strong>and</strong> ready to be on your own? If you have<br />
your heart set on being at an exclusive salon<br />
(which will equate to more pay, generally,<br />
with the higher cost of services), be aware<br />
that you most likely will not get hired fresh<br />
out of beauty school.<br />
No one wants to be an assistant, but you<br />
would be under the direct supervision <strong>and</strong><br />
training of one of the top stylists at the salon<br />
<strong>and</strong> he or she will give you valuable feedback<br />
about where your talents lie <strong>and</strong> how you can<br />
improve. This is a great way to get your foot<br />
in the door <strong>and</strong> l<strong>and</strong> a full-time job all on<br />
your own.<br />
CREATE A LOOK BOOK /PORT-<br />
FOLIO. It doesn’t have to be expensive, nor<br />
does it have to be too fancy. Grab your friends<br />
<strong>and</strong> family <strong>and</strong> take pictures to showcase<br />
your work <strong>and</strong> your abilities. If you can walk<br />
into the interview <strong>and</strong> have something to<br />
show the salon manager that highlights your<br />
talents, you will also have that extra edge to<br />
get the job.<br />
IT’S OKAY TO START OFF AT A<br />
CHAIN. If you are having trouble finding<br />
a job, there is nothing at all wrong with working<br />
at a quick-paced chain. No, you will not<br />
necessarily have a chance to build a clientele<br />
or have that creative independence you would<br />
have at a larger, higher end salon, but this will<br />
keep you on target, especially in the cutting<br />
arena. You don’t want to put those shears<br />
down <strong>and</strong> stop using them. Practice, practice,<br />
practice. It’s what makes you better. If you<br />
need to, this is a great first step to heading<br />
you off on the career path that you desire.<br />
As a licensed professional for almost 40<br />
years I wanted to share tips <strong>and</strong> thoughts on<br />
what makes a successful stylist in 2013. Much<br />
has changed but if you always go back to the<br />
basics with everything you have learned <strong>and</strong><br />
done through the years you cant go wrong!<br />

Puget SoundKeeper Alliance is committed<br />
to the protection <strong>and</strong> preservation of the<br />
waters of Puget Sound by monitoring, cleaning<br />
up <strong>and</strong> preventing pollutants from entering<br />
its waters. All fundraising products sold<br />
in the salon have 100 percent of the profits<br />
going to support the Global Greengrant Fund<br />
water-related projects, with specific focus<br />
on the local non-profit Puget SoundKeeper<br />
Alliance. Premiere also offers a free add-on<br />
conditioning treatment to all their clients<br />
who donate $10 in aid of EarthMonth. They<br />

Your First Year: Where to Begin?<br />
Strictly for Students<br />

As a newly licensed hairdresser, you probably<br />
think you are going to go out <strong>and</strong> l<strong>and</strong><br />
that dream job.<br />
Sorry, it just doesn’t work that way. You<br />
may have been the school prodigy, praised<br />
by your teachers <strong>and</strong> looked at in awe by the<br />
newbies, but now you are just a little guppy<br />
swimming in a big pond full of experienced<br />
<strong>and</strong> extremely talented hairdressers.<br />
There are choices to make, such as do<br />
you go to a salon<br />
<strong>and</strong> immediately<br />
start working with<br />
clients <strong>and</strong> making an<br />
hourly wage, or are<br />
you able to assist in a<br />
salon with a mentor<br />
who will train you in<br />
all the finer points of<br />
our industry so that in six months to a year<br />
you are working in a high-end salon <strong>and</strong> have<br />
your own chair?<br />
You need to ask yourself, what is your<br />
dream job <strong>and</strong> how do you get it?<br />
If you decide to assist or join an apprenticeship<br />
program for licensed hairdressers,<br />
your best bet for finding people willing<br />
to mentor you is by networking, usually<br />
through your school.<br />
Your school should have contacts with salons<br />
in the area, <strong>and</strong> they know the salons <strong>and</strong><br />
the hairdressers who are willing to mentor<br />
young stylists. They can guide you through<br />
the process of finding a good mentor <strong>and</strong> also<br />
make sure you are not just going to be used as<br />
the salon flunky.<br />
When looking for an assisting position,<br />
you need to know who you will be assisting,<br />
one person or the whole salon? Also, if you<br />
are assisting more than one person, are you<br />
working an hourly wage or for piece work,<br />
which means you need to keep track of each<br />
shampoo you do, each color you apply, etc.,<br />
<strong>and</strong> you are paid for them at the end of the<br />
day or week.<br />
Most assisting jobs are at minimum wage,<br />
but if you are in a busy salon <strong>and</strong> you are<br />
making tips both from the stylist <strong>and</strong> from<br />
the guests, you can make a good wage. Be<br />
cautious, though, because in some salons the<br />
stylist will buy you lunch <strong>and</strong> think that is<br />
your tip… it is NOT!<br />
A six dollar lunch is not your tip for eight<br />
– 12 hours of hard work. If you are an assistant<br />
for the whole salon, are you also able to<br />
observe, work <strong>and</strong> learn from them, or are you<br />
just sweeping hair <strong>and</strong> cleaning? You might<br />
work like a dog, but never be treated like one!<br />
Assisting is hard work, <strong>and</strong> this is how<br />
...but now you are just a little<br />
guppy swimming in a big<br />
pond full of experienced <strong>and</strong><br />
extremely talented hairdressers.<br />
we pay our dues to work in those high-end<br />
salons. You should be a sponge in the salon,<br />
soaking up new skills <strong>and</strong> knowledge. Every<br />
day should be a day in which you come home<br />
exhausted but motivated knowing that in that<br />
day you honed your skills in order to become<br />
a better stylist. A good assistant program<br />
will even have you bring a model so you can<br />
practice all you are learning in order to one<br />
day be offered a chair in the salon.<br />
A great mentor is someone who will be in<br />
your life forever. My mentor is still a friend<br />
after 25 years. They are the people who give<br />
us the knowledge <strong>and</strong> confidence we need<br />
to build clientele <strong>and</strong> even open our own<br />
salons. The relationship<br />
of the assistant<br />
<strong>and</strong> mentor is special<br />
<strong>and</strong> cannot be stressed<br />
enough. Imagine being<br />
the mentor <strong>and</strong> watching<br />
your assistant a few years<br />
down the road in a chair<br />
next to you, fantastically<br />
successful! That is really paying it forward.<br />
If you are a stylist <strong>and</strong> you would like to<br />
mentor a young stylist, the best way to do that<br />
is to contact your local beauty school to get<br />
involved. Some beauty schools, like Marinello<br />
Schools of Beauty, have externship programs,<br />
so students come to your salon <strong>and</strong> work for<br />
one day a week while they are still in school.<br />
In this externship, you can observe their<br />
work ethic, the way they interact with you<br />
<strong>and</strong> with clients, <strong>and</strong> just generally see if they<br />
would be a good fit for your salon. Make sure<br />
you are part of the schools’ advisory councils<br />
<strong>and</strong> career fairs, so you can meet the staff <strong>and</strong><br />
the students in order to learn about them<br />
before they graduate.<br />
We all need mentors <strong>and</strong> this is the best<br />
way to find a great mentor in our industry.<br />
Those of us who have been in our industry<br />
for a while <strong>and</strong> have so much to give to the<br />
younger stylists should mentor. It is one of<br />
the most satisfying things you can do for<br />
yourself, <strong>and</strong> as a mentor, you keep your skill<br />
set even sharper!<br />
They say that there is no better way to<br />
learn than to teach, <strong>and</strong> as a mentor, you are<br />
teaching every day. As a school director, I<br />
mentor more than 100 students <strong>and</strong> having<br />
them come back year after year to tell me<br />
how I made a difference in their lives is the<br />
best reward of all. Get a mentor <strong>and</strong> be a<br />
mentor, <strong>and</strong> if you really want your dream<br />
job, assist someone who has it.<br />

In the beauty industry preventing crosscontamination<br />
is important to our successful<br />
operations. It is m<strong>and</strong>ated by state rules <strong>and</strong><br />
CDC guidelines.<br />
This is a good thing because it serves to<br />
keep us <strong>and</strong> our clients healthy. It is something<br />
that every client has a right to expect.<br />
The downside of infection control is that<br />
the majority of products available are corrosive,<br />
toxic <strong>and</strong> dangerous to skin, eyes, <strong>and</strong><br />
clothing to say nothing about environmental<br />
impact. Usage directions require personal<br />
protective equipment be used when mixing<br />
<strong>and</strong> h<strong>and</strong>ling, but this may be overlooked.<br />
The manufacturer’s directions typically<br />
require the surface be kept wet for 10<br />
minutes <strong>and</strong> then to rinse thoroughly. With<br />
some surfaces this can be a challenge <strong>and</strong> 10<br />
minutes can be a long time when you have<br />
another client waiting for their service. It’s<br />
something we don’t like to think about, but<br />
we have all seen situations where corners<br />
are cut. If you find a disinfectant that works<br />
faster, it is generally more corrosive.<br />

Wouldn’t it be nice if there was something<br />
less toxic? Something better for the environment?<br />
Ideally it wouldn’t be harmful to touch<br />
or hazardous to use, but at the same time it<br />
must be EPA registered. Well, such products<br />
do exist <strong>and</strong> meet these “ideals” <strong>and</strong> more.<br />
The discovery started well over half<br />
a century ago in a joint venture by Dow<br />
Corning to provide a new class of materials<br />
for the military. Over time this technology<br />
has evolved to address ever changing needs.<br />
The researchers turned to “organo functional<br />
silanes” which are a result of combining<br />
organic <strong>and</strong> silicon chemistry.<br />
There are many research documents out<br />
there including the Dow Corning research<br />
paper on the topic, organosilanes. Their<br />
research led to multiple ways these organosilanes<br />
could be developed <strong>and</strong> used in many<br />
different types of manufacturing <strong>and</strong> product<br />
development. They facilitate bonding so can<br />
be used as protectants in diverse applications.<br />
If your eyes are starting to glaze over, let’s<br />
look at in easier to underst<strong>and</strong> terms. This<br />
technology is using positive ionic bonding<br />
to adhere to a surface, or for components to<br />
adhere more tightly together.<br />
The science has been well researched,<br />
documented <strong>and</strong> applied for over 50 years.<br />
It has been used extensively in the semiconductor<br />
industry <strong>and</strong> is a key reason our<br />
microchips work so well. It is used in the garment<br />
industry to repel microbes <strong>and</strong> keep the<br />
garment fresh. In fact, it is in many industries<br />
<strong>and</strong> manufactured products from rubber to<br />
glass. Its applications seem endless.<br />
So how does it work for our service based<br />
industry? It is sprayed, or wiped on <strong>and</strong><br />
allowed to dry which happens very quickly.<br />
Once dry it has bonded to the surface it was<br />
applied to. Now it is like a barrier of positive<br />
ionic swords, or an electro-magnetic field,<br />
that attracts microbes <strong>and</strong> destroys them<br />
upon contact. Because this is a physical<br />
destruction there is no risk of microbial<br />
mutation. The process doesn’t dilute the<br />
barrier in any way so it continues protection<br />
undiminished. This is completely different<br />
from spraying a surface with a disinfectant<br />
that as soon as it is dry can be immediately<br />
contaminated again.<br />
With issues like MRSA, the antibioticresistant<br />
staph infection <strong>and</strong> other super bugs<br />
mutating, the need is there to use disinfecting<br />
processes that eliminate microbe mutation<br />
<strong>and</strong> last for more than a few seconds.<br />
Employing already existing protection<br />
technology that had demonstrated it worked<br />
for NASA, the military <strong>and</strong> the garment<br />
industry, developers realized they could<br />
provide products to disinfect <strong>and</strong> protect with<br />
no harsh chemicals.<br />
There are a number of formulators out<br />
there that utilize the same core technology<br />
but there are many variations between them.<br />
This technology puts down a barrier that<br />
can effectively continue its protection <strong>and</strong><br />
destruction capabilities for a month or more.<br />
A single surface can be treated, or an entire<br />
facility. Whatever is treated acts like an air<br />
filter attracting <strong>and</strong> destroying microbes.<br />
Variations on products have been created<br />
to meet diverse needs of the various industries<br />
wanting to use the technology. Some<br />
products are specific for sensitive areas like<br />
where raw food is being prepared. There are<br />
cleaning/disinfecting products <strong>and</strong> there are<br />
products designed to be used on a precleaned<br />
surface to form a long term result.<br />
There are products for use around electronics<br />
like telephones, computer keyboards<br />
<strong>and</strong> mice that also could be used to protect<br />
equipment, or disinfect tools <strong>and</strong> sharps.<br />
Some of the products can safely be applied to<br />
all color fast surfaces.<br />
When I got these products into my clinic<br />
I started at the front door <strong>and</strong> disinfected<br />
<strong>and</strong> protected all the surfaces clients might<br />
touch. Door knobs, the reception counter,<br />
telephones, computers, desk tops. After<br />
vacuuming I lightly misted the reception<br />
area including the seating <strong>and</strong> armrests – all<br />
the places clients touch with their h<strong>and</strong>s. I<br />
moved on to the restrooms. Facial rooms got<br />
beds stripped <strong>and</strong> then sprayed along with<br />
counters <strong>and</strong> all commonly touched surfaces.<br />
While daily cleaning will still occur, I now<br />
have the peace of mind knowing I have made<br />
my spa area safer for clients <strong>and</strong> my staff.<br />

Haircoloring Education Event Returns to LA<br />
The 2013 Energizing Summit presented by American Board of Certified Haircolorists<br />
will be held June 9-10, 2013 at the LAX Marriott Airport in Los Angeles, California.<br />
“This will to be a great year for the Energizing Summit, as we are lucky to introduce<br />
some new talented educators <strong>and</strong> many popular educators from our past years,” states<br />
Andre Nizetich, President of the American Board of Certified Haircolorist. “It is impossible<br />
to learn haircoloring skills sitting in an audience of three hundred people watching<br />
someone else put foils in the hair.”<br />
Andre Nizetich will be back teaching “speed foiling” this year after an absence of <strong>four</strong><br />
years. Martin Parsons will be making his first appearance at the Summit this year. Others<br />
presenting for the first time are Dennis Gebhart, Jill Ruone, Tom Maricich, Clauidio<br />
Pascuzzo <strong>and</strong> Alima Korchinskaya.<br />
There are 47 educators teaching 139 classes over two days. You must register <strong>and</strong> select<br />
your classes prior to arrival. Most of the Summit classes are small (30 people) which make<br />
for a lot of interaction <strong>and</strong> the opportunity to ask questions of the educators.<br />
H<strong>and</strong>s-on classes are scheduled to last three hours. Educator John Siggers brings his<br />
entire team of haircolorists from Atlanta to teach Balayage <strong>and</strong> Ombre techniques. Other<br />
h<strong>and</strong>s-on classes include Franco Marino of New York teaching the Marriage of Color <strong>and</strong><br />
Cut <strong>and</strong> Doug Martucci, also of New York, teaching Dimensional Mastery. Bonnie Ray, of<br />
Bangor Maine, will be returning for her third year teaching Double Process Haircoloring.<br />

Esthetics Scope of Practice Workgroup<br />
At the January 28, 2013, Board of Cosmetology<br />
meeting, Oregon Health Licensing<br />
Agency (OHLA) Policy Analyst R<strong>and</strong>y<br />
Harnisch reported that agency staff has had<br />
a number of internal <strong>and</strong> external conversations<br />
regarding the esthetics scope of practice.<br />
Agency initial research regarding the<br />
esthetics scope of practice discovered other<br />
board’s practices with potentially overlapping<br />
jurisdictions. The Oregon Medical Board,<br />
Board of Nursing, <strong>and</strong> Board of Pharmacy<br />
may have input regarding the following:<br />
• Botox <strong>and</strong> other injectables<br />
• Lasers<br />
• Acidic exfoliants<br />
“It became clear the agency could not<br />
make decisions in a vacuum,” says Harnisch.<br />
As a result, OHLA staff has proposed<br />
a workgroup made up of individuals from<br />
the Board of Cosmetology, Oregon Medical<br />
Board, Board of Nursing, Board of Dentistry,<br />
<strong>and</strong> the Board of Pharmacy. The group<br />
potentially would do three things:<br />
• Identify state agencies with applicable<br />
expertise on the issues involved.<br />
• Accurately assess the risks of using<br />
injectables, lasers <strong>and</strong> acidic exfoliants.<br />
• Recommend language that would be an<br />
appropriate scope of practice for estheticians<br />
<strong>and</strong> for the definition of “supervision.”<br />
At the January 18 board meeting, board<br />
member Peggy Zepp inquired if the workgroup<br />
would consider the number of hours<br />
required for the esthetic certification as part<br />
of its work. Harnisch answered that everything<br />
is on the table at this point.<br />
The consensus of the board was to move<br />
forward with the workgroup. OHLA Interim<br />
Director Holly Mercer put the timeline for<br />
beginning the work group as after the legislative<br />
session had concluded, possibly in late<br />
summer or fall of 2013.<br />
During public comment at the meeting,<br />
Elizabeth Pasko, Della Bella Acne <strong>and</strong><br />
Skin Care Center, expressed concern that<br />
the cosmetology field, specifically esthetics,<br />
should be well represented in the workgroup.<br />
She also expressed concern that members<br />
of the medical field are crossing into the<br />
cosmetology field of practice. She suggested<br />
skin professionals have their own board,<br />
increased hours for esthetician licensure <strong>and</strong><br />
apprenticeships.<br />
Board Chair Herb Hirst commented<br />
that any change may be difficult, potentially<br />
requiring legislative changes.<br />
Monique Raab, Aesthetics Insitute,<br />
advocated for a second tier of licensing for<br />
advanced esthetics, particularly for lasers, <strong>and</strong><br />
other advanced skin care procedures.<br />
Hirst expressed a concern for exp<strong>and</strong>ed<br />
scope of practice affecting insurance rates.<br />
Judith Culp, Northwest Institute of Esthetics,<br />
stated that customers that experience<br />
damage <strong>and</strong> problems with cosmetologists do<br />
not inform the agency but inform the insurance<br />
companies. Insurance companies by law<br />
are not permitted to relate the problems with<br />
the agency.<br />
Cynthia Mendoza, Aesthetics Institute,<br />
detailed the two types of esthetics students<br />
she teaches: those who just want to do waxing<br />
<strong>and</strong> a second group who want a career <strong>and</strong><br />
the opportunity to learn advanced procedures.<br />
Mendoza stated she is concerned that<br />
medical professionals will take portions of the<br />
esthetics field for their practice.<br />
Hirst commented that he didn’t think<br />
the intent was to take anything away from<br />
estheticians but to study the scope of practice.<br />

Re: HB 3409 – Natural Hair Care<br />
WHAT THE MEASURE WOULD DO:<br />
• Define natural hair care as “the braiding,<br />
cornrowing, extending, lacing, locking,<br />
sewing, twisting, weaving or wrapping of<br />
human hair, natural fibers, synthetic fibers or<br />
hair extensions through the use of h<strong>and</strong>s or<br />
simple devices, such as clips, combs, hairpins<br />
or needle <strong>and</strong> thread.”<br />
• Specifically exclude natural hair care<br />
from current statutory definitions for cosmetology,<br />
barbering <strong>and</strong> hair design.<br />
• Authorize Oregon Board of Cosmetology<br />
<strong>and</strong> the Oregon Health Licensing Agency<br />
to regulate the practice of natural hair care.<br />
• Exclude natural hair care from the existing<br />
education requirements for hair design<br />
<strong>and</strong> barbering.<br />
• Require natural hair care practitioners<br />
to obtain a facility license, meeting the same<br />
safety <strong>and</strong> sanitation requirements as all other<br />
cosmetology facilities.<br />
• Authorize the Board of Cosmetology<br />
<strong>and</strong> the Oregon Health Licensing Agency to<br />
establish professional st<strong>and</strong>ards for natural<br />
hair care providers <strong>and</strong> to ensure compliance<br />
with the st<strong>and</strong>ards.<br />
Background: Under current law, natural<br />
hair care providers are required to obtain a<br />
full hair design license, which requires 1,450<br />
hours of education. This educational requirement<br />
covers instruction on all components<br />
of hair design practice, including the use of<br />
chemicals <strong>and</strong> colorants. Natural hair care<br />
practitioners do not typically use chemicals or<br />
colorants, using h<strong>and</strong>s <strong>and</strong> simple devices to<br />
create braids <strong>and</strong> braided designs.<br />
Solution: The Oregon Health Licensing<br />
Agency would work with the Board of Cosmetology<br />
to establish a licensing framework<br />
for natural hair care providers to ensure that<br />
providers meet the same safety <strong>and</strong> sanitation<br />
requirements as all other cosmetology<br />
licensees.<br />

Cosmetology, esthetics, barbering, <strong>and</strong><br />
manicuring are all businesses of beauty. Going<br />
to the hair salon or going to get your nails<br />
done can be relaxing as well as boost your self<br />
esteem. However, many people might not<br />
want to patronize a salon or spa if the tools<br />
have not been sanitized <strong>and</strong> disinfected or<br />
proper safety <strong>and</strong> sanitation procedures are<br />
not being followed. Hygienic practices are<br />
crucial in the beauty professions for public<br />
health <strong>and</strong> safety.<br />
Few clients will walk into a salon, see<br />
unsanitary conditions <strong>and</strong> agree to pay for services<br />
there. Having a well trained <strong>and</strong> properly<br />
licensed staff will help ensure your clients find<br />
what they are looking for. The learning <strong>and</strong><br />
compliance with proper safety <strong>and</strong> sanitation<br />
procedures begins in the schools.<br />
So what does the Department of Licensing<br />
do to ensure that schools are teaching students<br />
the minimum requirements <strong>and</strong> holding them<br />
accountable for learning safe practices?<br />
The Department of Licensing has a<br />
number of procedures in place to ensure<br />
that schools are not only teaching safe <strong>and</strong><br />
sanitary practices but also accounting for the<br />
time students are in the classroom/salon. The<br />
department also approves the administration<br />
of exams to reasonably measure an applicant’s<br />
knowledge of safe <strong>and</strong> sanitary practice before<br />
issuing a license.<br />
Schools are subject to inspections just as<br />
salons <strong>and</strong> spas; in fact, they are inspected<br />
more frequently. At least two times per year<br />
an inspector will be in a school to verify<br />
records, ensure the school is maintaining<br />
required safety <strong>and</strong> sanitation requirements,<br />
<strong>and</strong> that minimum instruction guidelines<br />
are being followed. These accountability<br />
measures, along with approved written <strong>and</strong><br />
performance examinations, help to prepare a<br />
student to safely enter their profession.<br />
What can the state do if a school fails to<br />
meet these minimum requirements? What<br />
actions may take place upon finding unprofessional<br />
conduct?<br />
The disciplinary authority may issue<br />
an order for various corrective actions to<br />
include, but not limited to: revocation of the<br />
license, suspension of the license, restriction<br />
or limitation of practice, payment of a<br />
fine, or the monitoring of the practice in a<br />
manner directed. The department considers<br />
the school’s role in preparing students for the<br />
responsibility of consumer health <strong>and</strong> safety<br />
as a highest priority <strong>and</strong> will employ every resource<br />
to gain compliance. If those efforts fail<br />
the department is prepared to move forward<br />
with disciplinary actions in accordance with<br />
RCW 18.235.<br />
In the last six months the department has<br />
investigated several schools accused of unprofessional<br />
conduct. Through due process<br />
the disciplinary authority has fined several<br />
schools <strong>and</strong> revoked several school licenses.<br />

This is merely an example of how serious<br />
the department is in regards to our schools<br />
providing the best training <strong>and</strong> preparation<br />
of the new professionals within cosmetology,<br />
barbering, esthetics, <strong>and</strong> manicuring practices.<br />

Mastering Mentoring<br />

If you can share …. <strong>and</strong> give, you can be<br />
a mentor. So, where do I sign up for mentor<br />
classes? And, how do I get my mentor<br />
certificate? How much education do I need to<br />
become a mentor?<br />
All questions you may ask yourself when<br />
contemplating becoming a mentor.<br />
Exactly how do you become a mentor?<br />
You’re closer than you think. Believe it or<br />
not, you’re already a role model <strong>and</strong> a leader,<br />
although you may not even recognize it. As a<br />
hairdresser, you’ve been a role model for your<br />
clients for years.<br />
If you’re a salon owner or an educator,<br />
by now you probably have motivated, if not<br />
trained other hairdressers. So, guess what?<br />
You’re a mentor! Congratulations!<br />
Now, simply begin to identify yourself<br />
as a mentor more formally. Not only will<br />
you help clients <strong>and</strong> coworkers by doing so,<br />
but you will also help yourself grow your<br />
own business. Own up to the fact that you’re<br />
talented in some way <strong>and</strong> share your talent<br />
freely with others. Work on becoming a role<br />
model to someone professionally <strong>and</strong> what do<br />
you know? You’re mentoring.<br />
It may very well be someone within your<br />
own family you choose to mentor.<br />
I was lucky enough to have grown up in<br />
a family of beauty professionals <strong>and</strong> they all<br />
still work tirelessly to be the best they can be<br />
in their work. They are exemplary; so much<br />
so that they inspired me at a very young age<br />
to want to make a huge contribution myself<br />
in this glorious industry of ours.<br />
If you have children or relatives in the<br />
business, perhaps consider mentoring them.<br />
Show them what you’ve got. Teach them.<br />
Give, give <strong>and</strong> give some more. I can’t tell<br />
you how richly rewarding is this experience<br />
<strong>and</strong> it all comes back to you in the end.<br />
It doesn’t matter if you don’t have<br />
family to mentor, nor to mentor you. I’ve<br />
had lots of other wonderful mentors in the<br />
beauty industry. If you’ve never had your own<br />
personal mentor, or role model, find one. It’s<br />
never too late.<br />
Who has motivated you in this industry?<br />
Who inspired you? Is it another hairdresser<br />
in your salon? Is it a platform artist whose<br />
work you admire? Discover who it is <strong>and</strong> if<br />
possible find a way to contact him/her. When<br />
you reach out to your potential role models,<br />
the best statement to make is simply “I really<br />
respect <strong>and</strong> admire your work.”<br />
A compliment, professional to professional,<br />
is the easiest way to start a conversation. Trust<br />
me, recognizing your own personal mentor will<br />
help you to step up to the plate <strong>and</strong> become<br />
one yourself. Finding your own role model <strong>and</strong><br />
leader will help you become one.<br />
Sometimes to be a role model can be<br />
hard, especially to maintain that status <strong>and</strong><br />
it takes a lot of effort. Doing so requires<br />
integrity <strong>and</strong> hard work. However, becoming<br />
a mentor is extremely rewarding.<br />
The word “mentor” refers to an experienced<br />
adviser <strong>and</strong> supporter, someone more<br />
experienced who advises <strong>and</strong> guides a less<br />
experienced person. Is there a new assistant in<br />
your salon who has less experience who can<br />
benefit from your knowledge <strong>and</strong> help?<br />
Take some time to think about who needs<br />
guidance in your immediate vicinity. Giving to<br />
others helps us forget about our own worries<br />
<strong>and</strong> gives us the focus to be there for others.<br />
Professionally, this can be a very smart move<br />
for you because you will be rewarded <strong>and</strong> have<br />
a newfound motivation for your own craft.<br />
