Business License Fees Increased Oct. 1
Effective October 1, facility license fees
increased from $100 for two years to $110
annually and independent contractor registration
fees increased from $75 for two years to
$100 annually.
Business license fees have not increased
for more than 10 years, which is one of the
major reasons for the proposed increase in
addition to an effort to stabilize the amount
of revenue collected each month for agency
and board operations.
The business license fee increase is part
of a two-phase plan that features decreases
to fees for cosmetology college graduates to
lower the financial cost of initial entry to the
profession.
The second phase is planned to occur in
June 2011 and would decrease:
• Examinations – from $50 to $35 per field
of practice
Shear Numbers
•
•
Practitioner applications – from $25 to $20
Original practitioner certificates – from $40
to $25
The proposed decreases above will lower
a student’s total cost for initial certification in
three fields of practice from $395 to $275.
changes, please visit http://egov.oregon.
OHLA and the Board of Cosmetology
are implementing the two-phase plan due
to projected board budget deficits caused
by inflationary factors and personal services
increases.
Another reason for the current budget
imbalance was the switch from one-year to
two-year facility and independent contractor
business licenses in October 2008, causing
a less steady revenue stream for agency and
board operations.
Q: I just opened a full-service salon. What
can I expect when my facility is inspected?
A: OHLA has created a Facility Self-Inspection
Checklist to assist practitioners and
facility owners in preparing for inspections.
OHLA has also produced a Facility
Inspections brochure that provides an
overview of the inspection process.
OHLA inspectors are now providing
cosmetology facilities and practitioners a
“heads up” on violations while conducting
initial inspections. Inspectors are conducting
inspections as they normally do, but
are not citing facilities and practitioners for
violations they find.
OHLA inspectors provide information
on the type of violation(s), if any, and then
return to the facility after approximately a
month to see if the violations have been corrected.
If violations are still present, OHLA
inspectors cite the facility or practitioner
and provide them with the option to pay
the civil penalty or attend OHLA’s Safety &
Infection Control (SIC) workshop.
