In 2003, the Research Institute <strong>for</strong> the Languages of Finl<strong>and</strong> <strong>and</strong> the Institute<br />

of the <strong>Estonia</strong>n Language completed a major Finnish-<strong>Estonia</strong>n dictionary (with<br />

90,000 entries). Work on the corresponding <strong>Estonia</strong>n-Finnish dictionary has<br />

already begun; however, funding is still lacking. The new high-quality dictionary<br />

should be available <strong>for</strong> everyone <strong>for</strong> free on the internet. Smaller dictionaries<br />

also need revising.<br />

The consumption of culture in Finl<strong>and</strong> is high by European st<strong>and</strong>ards, which<br />

means that there is little scope <strong>for</strong> growth on the domestic market. However,<br />

cultural exports offer new development opportunities <strong>for</strong> small national<br />

cultures. Advancing entrepreneurship in the creative sector is important, as is<br />

improving the operating potential of the mediators, producers, facilitators <strong>and</strong><br />

businesses in cultural fields. An insufficiency or outright lack of such players<br />

is the principal obstacle <strong>for</strong> bringing a high-quality national culture to the<br />

international market.<br />

The Ministry of Education, the Ministry of Employment <strong>and</strong> the Economy <strong>and</strong> the<br />

Ministry <strong>for</strong> Foreign Affairs of Finl<strong>and</strong> have drawn up a Programme <strong>for</strong> Cultural<br />

Export Promotion <strong>for</strong> 2007–2011. The Ministry of Education supports viable<br />

export projects <strong>and</strong> contributes to the building of cultural export structures. A<br />

similar cultural export development programme is being completed in <strong>Estonia</strong><br />

under the supervision of the Ministry of Culture.<br />

Potential <strong>for</strong> cooperation in cultural exports <strong>between</strong> <strong>Estonia</strong> <strong>and</strong> Finl<strong>and</strong> should<br />

be explored in order to locate shared benefits <strong>and</strong> strengths. <strong>Cooperation</strong> may<br />

be engaged in while taking the needs <strong>and</strong> opportunities of both countries into<br />

account. Combining the cultural products <strong>and</strong> creative <strong>for</strong>ces of <strong>Estonia</strong> <strong>and</strong><br />

Finl<strong>and</strong> could boost the international competitiveness of both countries. A joint<br />

cultural export programme would be a feasible goal.<br />

Recommendations:<br />

• A joint <strong>Estonia</strong>n-Finnish cultural foundation should be established.<br />

• An <strong>Estonia</strong>n Cultural Centre in Helsinki <strong>and</strong> a Finnish Cultural Centre in<br />

Tallinn should be founded.<br />

• The compilation of up-to-date dictionaries should be supported.<br />

• The potential <strong>for</strong> <strong>Estonia</strong> <strong>and</strong> Finl<strong>and</strong> to cooperate in cultural exports<br />

towards achieving a joint cultural export programme should be explored.<br />
