energy supply of both countries. The findings should be used as a basis<br />

<strong>for</strong> <strong>for</strong>mulating a joint vision of the solutions to potential problems related<br />

to the security of energy supply.<br />

• Investments in the <strong>Estonia</strong>n <strong>and</strong> Finnish energy industries by the two<br />

countries should not be regarded as <strong>for</strong>eign investments. Instead, based<br />

on the principal of reciprocity, they should be deemed to constitute<br />

investments in the joint energy production system <strong>and</strong> be encouraged.<br />

• A joint <strong>Estonia</strong>n-Finnish working group should be established to evaluate<br />

the potential <strong>for</strong> a merger <strong>between</strong> Fingrid Oyj <strong>and</strong> OÜ Põhivõrk <strong>and</strong> its<br />

appropriateness.<br />

• A joint <strong>Estonia</strong>n-Finnish working group should be established to evaluate<br />

the construction in <strong>Estonia</strong> of a nuclear power plant as a joint project. The<br />

working group would be responsible <strong>for</strong> project planning <strong>and</strong> coordinating<br />

the required research activity.<br />

• Preparations <strong>for</strong> the construction of the Baltic Connector subsea gas<br />

pipeline should be continued. The pipeline project should be welcomed as<br />

it enhances <strong>Estonia</strong>’s <strong>and</strong> Finl<strong>and</strong>’s energy security.<br />

• <strong>Estonia</strong> <strong>and</strong> Finl<strong>and</strong>, together with Latvia <strong>and</strong> Lithuania, should establish<br />

an international working group to explore the potential <strong>for</strong> more extensive<br />

use of peat as an energy source in the Baltic Sea Area.<br />

• <strong>Estonia</strong> <strong>and</strong> Finl<strong>and</strong> should legislate to ensure that competition on the<br />

deregulated electricity markets is not distorted by imported electricity in<br />

which the cost price does not include the price of carbon dioxide emission<br />

quotas.<br />
