problems. Of special importance in this context are the prevailing attitudes<br />

towards risk-taking, failure <strong>and</strong> success. Un<strong>for</strong>tunately, acceptance of failure is<br />

far less common in <strong>Estonia</strong> <strong>and</strong> Finl<strong>and</strong> than, say, in the United States.<br />

To improve competitiveness through innovation, small countries like <strong>Estonia</strong><br />

<strong>and</strong> Finl<strong>and</strong> have to respond to a range of challenges simultaneously. Such<br />

challenges may consist of the following:<br />

• The availability of resources. The need to specialize <strong>and</strong> avoid fragmentation.<br />

The resources available to small countries are not enough to raise all<br />

areas of research <strong>and</strong> development to the highest st<strong>and</strong>ard. Choices have<br />

to be made when investment decisions are made <strong>and</strong> resources have to<br />

be concentrated by merging small units to create larger ones.<br />

• The small size of domestic markets. Sufficient dem<strong>and</strong> is necessary <strong>for</strong><br />

creating visibility <strong>for</strong> innovative products. Geographically, <strong>Estonia</strong> <strong>and</strong><br />

Finl<strong>and</strong> are located far away from those global markets that are currently<br />

growing at the fastest pace.<br />

• Human resources. Making use of the best international research <strong>and</strong> leading<br />

expertise. The current national know-how resources are insufficient.<br />

• Strengthening the service sector <strong>and</strong> developing public services.<br />

Commercializing services, service packages <strong>and</strong> their exports.<br />

• Caution in risk-taking <strong>and</strong> the poor availability of venture capital after<br />

establishment. Increasing the number of new <strong>and</strong> newly established<br />

companies.<br />
