• <strong>Cooperation</strong> <strong>between</strong> <strong>Estonia</strong>n <strong>and</strong> Finnish technology centres <strong>and</strong><br />
enterprise incubators should be promoted.<br />
• <strong>Estonia</strong>n Science Days should be held regularly in Finl<strong>and</strong> <strong>and</strong> Finnish<br />
Science Days in <strong>Estonia</strong>.<br />
Education<br />
• Procedures should be put in place <strong>for</strong> <strong>Estonia</strong>n <strong>and</strong> Finnish ministries of<br />
education to harmonize the training objectives <strong>and</strong> the use of resources of<br />
the two countries as well as to coordinate teaching programmes <strong>and</strong> the<br />
investments made in education.<br />
• A joint <strong>Estonia</strong>n-Finnish institution named the Cross Gulf University should<br />
be established. Initially, it would focus on organizing cooperation in postgraduate<br />
education.<br />
• A joint <strong>Estonia</strong>n-Finnish training fund should be established with public<br />
<strong>and</strong> private funds to support students <strong>and</strong> researchers, particularly those<br />
undergoing post-graduate training, with housing allowances <strong>and</strong> to<br />
facilitate exchange of students <strong>between</strong> Finl<strong>and</strong> <strong>and</strong> <strong>Estonia</strong>.<br />
• The possibility of establishing a joint office <strong>for</strong> <strong>Estonia</strong>n <strong>and</strong> Finnish<br />
universities in China or India should be considered.<br />
• The teaching of <strong>Estonia</strong>n <strong>and</strong> the provision of basic education in <strong>Estonia</strong><br />
should be promoted in Finl<strong>and</strong> <strong>and</strong> the teaching of Finnish <strong>and</strong> the<br />
provision of basic education in Finnish should be promoted in <strong>Estonia</strong>.<br />
Energy<br />
• A joint <strong>Estonia</strong>n-Finnish study on the security of energy supply should be<br />
carried out to analyze the technical <strong>and</strong> political risks to the security of<br />
energy supply of both countries. The findings should be used as a basis<br />
<strong>for</strong> <strong>for</strong>mulating a joint vision of the solutions to potential problems related<br />
to the security of energy supply.<br />
• Investments in the <strong>Estonia</strong>n <strong>and</strong> Finnish energy industries by the two<br />
