RECOMMENDATIONS FOR ENHANCING COOPERATION<br />

BETWEEN ESTONIA AND FINLAND<br />

The main recommendations <strong>for</strong> developing <strong>Estonia</strong>n-Finnish cooperation are<br />

listed here. They are based on the challenges that the authors expect <strong>Estonia</strong><br />

<strong>and</strong> Finl<strong>and</strong> to face. They are also presented in the appendices.<br />

Research <strong>and</strong> development<br />

• A joint <strong>Estonia</strong>n-Finnish Science, Technology <strong>and</strong> Development Council<br />

(STDC) should be established. The Council should convene at least once a<br />

year, <strong>and</strong> every second year the council meeting should also be attended<br />

by the prime ministers of the two countries.<br />

• A permanent Finnish <strong>and</strong> <strong>Estonia</strong>n secretariat should be established to<br />

prepare the STDC meetings <strong>and</strong> coordinate the research policies of the<br />

two countries <strong>between</strong> the meetings.<br />

• An independent <strong>Estonia</strong>n-Finnish think-tank should be established to<br />

prepare <strong>and</strong> evaluate the issues to be presented to the STDC meeting.<br />

Additionally, it could be tasked to prepare reports <strong>and</strong> evaluations <strong>and</strong><br />

conduct surveys concerning the development, consolidation <strong>and</strong> use of<br />

the resources of the two countries.<br />

• A high-level <strong>Estonia</strong>n-Finnish economic summit should be held every two<br />

years in connection with the joint meeting of the Science, Technology <strong>and</strong><br />

Development Council.<br />

• Concrete <strong>for</strong>ms of cooperation should be developed <strong>between</strong> the Enterprise<br />

<strong>Estonia</strong> (Eesti Ettevõtluse Arendamise Sihtasutuse EAS) <strong>and</strong> the Finnish<br />

Funding Agency <strong>for</strong> Technology <strong>and</strong> Innovation Tekes on the one h<strong>and</strong>, <strong>and</strong><br />

the <strong>Estonia</strong>n Development Fund (Arengufond) <strong>and</strong> the Finnish Innovation<br />

Fund Sitra on the other.<br />

• A partner relationship should be established <strong>between</strong> the Aalto University<br />

to be established in Helsinki <strong>and</strong> the Tallinn University of Technology <strong>and</strong><br />

the <strong>Estonia</strong>n Academy of Arts in order to make efficient use of the resources<br />

allocated to research <strong>and</strong> development, <strong>and</strong> launch joint projects.<br />

• A permanent cooperation network should be created <strong>between</strong> <strong>Estonia</strong>n<br />

<strong>and</strong> Finnish design institutes in order to enhance cooperation in the field<br />
