we found it important to list those references that have shaped our thinking in<br />
one way or another.<br />
The 2008 report on the future of <strong>Estonia</strong>n-Finnish relations consists mostly of<br />
tangible recommendations <strong>for</strong> developing relations <strong>between</strong> the two countries.<br />
At the same time, the report gives a number of more general recommendations<br />
in order to underline the special importance of a specific area of cooperation<br />
relative to others; shed new light on some generally known facts; arouse<br />
debate; inspire readers to develop the ideas <strong>and</strong> take action.<br />
The report also outlines our vision of what <strong>Estonia</strong>n-Finnish relations might<br />
look like in 2030. It is not a prediction, just the authors’ subjective view of the<br />
level to which the relations may evolve over the next 22 years – provided, of<br />
course, that we are able to develop the mutual cooperation in the best possible<br />
manner, respond to global challenges <strong>and</strong> that no highly serious global threats<br />
materialize.<br />
A more detailed discussion on the potential <strong>for</strong> further cooperation <strong>between</strong><br />
<strong>Estonia</strong> <strong>and</strong> Finl<strong>and</strong>, the competitiveness of the two countries <strong>and</strong> the related<br />
role of innovation is presented in the appendices. The most important areas<br />
of cooperation are described to the extent we feel necessary in order to justify<br />
the recommendations issued <strong>and</strong> to provide background data.<br />
All the views, thoughts <strong>and</strong> recommendations concerning the opportunities<br />
<strong>for</strong> bilateral cooperation <strong>between</strong> <strong>Estonia</strong> <strong>and</strong> Finl<strong>and</strong> presented in this report<br />
represent the authors’ personal opinions. The idea is not, in any way, to restrict<br />
cooperation with third countries either jointly or separately. We believe that<br />
<strong>Estonia</strong> <strong>and</strong> Finl<strong>and</strong> should cooperate with the other EU Member States <strong>and</strong><br />
within the Baltic Sea area in all the fields discussed in this report as well as on<br />
more international <strong>for</strong>ums in which the two countries are involved.<br />
