An important message to all contractors, subcontractors and trades
working in the Canterbury Rebuild.
This message is from the Project Management Officers (PMO’s) five main contractors:
Hawkins Construction, Mainzeal Construction, Arrow International, Fletcher Construction
and Naylor Love Construction.
From 31 st January 2013 all construction contractors doing work for the PMO’s will be
required to register on the AppCon Database www.appcon.co.nz to ensure a supply of
work.
Supporting the continual safety of construction workers in Canterbury is paramount to a successful
rebuild. To ensure positive health and safety results a collective structure called the Canterbury
Rebuild Safety Forum has emerged. The Forum members are the five PMO’s, and is supported by
ACC, Ministry of Business, Innovation and Employment – Labour (MoBIE), Canterbury Earthquake
Recovery Authority (CERA) and Stronger Christchurch Infrastructure Rebuild (SCIRT).
Their mission: To encourage excellence in health and safety through leadership and coaching of
continuous improvement of performance.
Their objectives:
• Up-skill local construction workforce in health and safety
• Create an effective level of coordination
• Provide leadership through: standard setting, sharing information, training, supportive
systems, solutions, identifying emerging issues and innovation.

Pre-qualifying health and safety
The Forum has identified that pre-qualifying health and safety levels of contractors and coaching
where required will ensure a successful and safe rebuild. In light of that, a contractor management
database has been developed specifically for those working in the Canterbury region. This
database was launched in April 2012 and is named ‘AppCon’.
AppCon
AppCon delivers to contractors, subcontractors and trades a reasonable, agreed, consistent and
achievable pre-qualification process which is then stored onto a database. Pre-qualification
ensures minimum levels of health and safety knowledge and compliance are met. Pre-qualification
will be recognised by all five PMO’s as they issue work contracts. Construction companies will not
have to re-qualify onto the database unless their health and safety standards drop below an
acceptable level.
How to get on the ‘AppCon’ Database:
• A representative of each company working in the Canterbury rebuild will need to sign-up to
the AppCon website www.appcon.co.nz
• Complete and submit a brief online questionnaire*, and provide examples of some
supporting information. (*To view this AppCon questionnaire go to the Site Safe website

• The questionnaire is then assessed by a health and safety professional and a grading is
awarded
On the ‘AppCon’ Database:
The five main contractors (PMO’s) have access to the AppCon database through a register and
can view each company’s grading. Viewing the health and safety competencies of each contractor
will help the five PMO’s determine the type and scope of work they are contracting out.
NB - initial grading can be improved through training, qualification or performance, so the type and
scope of work offered will improve. If a substandard grading is awarded the company will be
advised of this, and coaching will be available to advance.

The Benefit to Contractors, Subcontractors and Trades:
The benefit of pre-qualifying and being on the ‘AppCon’ Database is that when the remediation
contracts are issued, companies will be visible to the main contractors and ready and capable of
an immediate start.

As of 31 st January 2013 all contractors and subcontractors doing work for the PMO’s will be

continued supply of work.
