An important <strong>message</strong> <strong>to</strong> <strong>all</strong> contrac<strong>to</strong>rs, subcontrac<strong>to</strong>rs and trades<br />

<strong>work<strong>in</strong>g</strong> <strong>in</strong> the Canterbury Rebuild.<br />

This <strong>message</strong> is from the Project Management Officers (PMO’s) five ma<strong>in</strong> contrac<strong>to</strong>rs:<br />

Hawk<strong>in</strong>s Construction, Ma<strong>in</strong>zeal Construction, Arrow International, Fletcher Construction<br />

and Naylor Love Construction.<br />

From 31 st January 2013 <strong>all</strong> construction contrac<strong>to</strong>rs do<strong>in</strong>g work <strong>for</strong> the PMO’s will be<br />

required <strong>to</strong> register on the AppCon Database www.appcon.co.nz <strong>to</strong> ensure a supply of<br />

work.<br />

Support<strong>in</strong>g the cont<strong>in</strong>ual safety of construction workers <strong>in</strong> Canterbury is paramount <strong>to</strong> a successful<br />

rebuild. To ensure positive health and safety results a collective structure c<strong>all</strong>ed the Canterbury<br />

Rebuild <strong>Safe</strong>ty Forum has emerged. The Forum members are the five PMO’s, and is supported by<br />

ACC, M<strong>in</strong>istry of Bus<strong>in</strong>ess, Innovation and Employment – Labour (MoBIE), Canterbury Earthquake<br />

Recovery Authority (CERA) and Stronger Christchurch Infrastructure Rebuild (SCIRT).<br />

Their mission: To encourage excellence <strong>in</strong> health and safety through leadership and coach<strong>in</strong>g of<br />

cont<strong>in</strong>uous improvement of per<strong>for</strong>mance.<br />

Their objectives:<br />

• Up-skill local construction work<strong>for</strong>ce <strong>in</strong> health and safety<br />

• Create an effective level of coord<strong>in</strong>ation<br />

• Provide leadership through: standard sett<strong>in</strong>g, shar<strong>in</strong>g <strong>in</strong><strong>for</strong>mation, tra<strong>in</strong><strong>in</strong>g, supportive<br />

systems, solutions, identify<strong>in</strong>g emerg<strong>in</strong>g issues and <strong>in</strong>novation.

Pre-qualify<strong>in</strong>g health and safety<br />

The Forum has identified that pre-qualify<strong>in</strong>g health and safety levels of contrac<strong>to</strong>rs and coach<strong>in</strong>g<br />

where required will ensure a successful and safe rebuild. In light of that, a contrac<strong>to</strong>r management<br />

database has been developed specific<strong>all</strong>y <strong>for</strong> those <strong>work<strong>in</strong>g</strong> <strong>in</strong> the Canterbury region. This<br />

database was launched <strong>in</strong> April 2012 and is named ‘AppCon’.<br />

AppCon<br />

AppCon delivers <strong>to</strong> contrac<strong>to</strong>rs, subcontrac<strong>to</strong>rs and trades a reasonable, agreed, consistent and<br />

achievable pre-qualification process which is then s<strong>to</strong>red on<strong>to</strong> a database. Pre-qualification<br />

ensures m<strong>in</strong>imum levels of health and safety knowledge and compliance are met. Pre-qualification<br />

will be recognised by <strong>all</strong> five PMO’s as they issue work contracts. Construction companies will not<br />

have <strong>to</strong> re-qualify on<strong>to</strong> the database unless their health and safety standards drop below an<br />

acceptable level.<br />

How <strong>to</strong> get on the ‘AppCon’ Database:<br />

• A representative of each company <strong>work<strong>in</strong>g</strong> <strong>in</strong> the Canterbury rebuild will need <strong>to</strong> sign-up <strong>to</strong><br />

the AppCon website www.appcon.co.nz<br />

• Complete and submit a brief onl<strong>in</strong>e questionnaire*, and provide examples of some<br />

support<strong>in</strong>g <strong>in</strong><strong>for</strong>mation. (*To view this AppCon questionnaire go <strong>to</strong> the <strong>Site</strong> <strong>Safe</strong> website<br />

and view the ‘Other Services’ tab, www.sitesafe.org.nz)<br />

• The questionnaire is then assessed by a health and safety professional and a grad<strong>in</strong>g is<br />

awarded<br />

On the ‘AppCon’ Database:<br />

The five ma<strong>in</strong> contrac<strong>to</strong>rs (PMO’s) have access <strong>to</strong> the AppCon database through a register and<br />

can view each company’s grad<strong>in</strong>g. View<strong>in</strong>g the health and safety competencies of each contrac<strong>to</strong>r<br />

will help the five PMO’s determ<strong>in</strong>e the type and scope of work they are contract<strong>in</strong>g out.<br />

NB - <strong>in</strong>itial grad<strong>in</strong>g can be improved through tra<strong>in</strong><strong>in</strong>g, qualification or per<strong>for</strong>mance, so the type and<br />

scope of work offered will improve. If a substandard grad<strong>in</strong>g is awarded the company will be<br />

advised of this, and coach<strong>in</strong>g will be available <strong>to</strong> advance.

The Benefit <strong>to</strong> Contrac<strong>to</strong>rs, Subcontrac<strong>to</strong>rs and Trades:<br />

The benefit of pre-qualify<strong>in</strong>g and be<strong>in</strong>g on the ‘AppCon’ Database is that when the remediation<br />

contracts are issued, companies will be visible <strong>to</strong> the ma<strong>in</strong> contrac<strong>to</strong>rs and ready and capable of<br />

an immediate start.<br />
