Visitor arrivals in September 2003 decreased by 6.9% to a total of 556,263 visitors, compared to the same period a<br />

year ago.<br />

This decline contributed to a fall in room revenue for gazetted hotels(-19.5%). However, the average occupancy rate increase<br />

1.6% over September 2002.<br />

VISITOR ARRIVALS IN <strong>SEPTEMBER</strong> 2003<br />

The 12 largest visitor-generating markets were:<br />

Visitor arrivals into <strong>Singapore</strong> continued to show<br />

improvement in the month of September, registering<br />

556,263 visitor arrivals, a decrease of 6.9% on a<br />

year-on-year (y-o-y) basis. This is an improvement<br />

compared to the 10.4% decline in August 2003.<br />

Indonesia, China, Japan and Malaysia remained<br />

our top markets accounting for 47% of visitor arrivals.<br />

Visitor arrivals from China (+22.0%), Philippines<br />

(+17.5%), Thailand (+13.5%), Indonesia<br />

(+10.9%), and India (+8.8%) experienced strong<br />

positive growth, suggesting possible full recovery in<br />

these markets.<br />

For the first time since the outbreak of SARS, arrivals<br />

from China turned positive (+22.0%). This<br />

was driven largely by the increase in leisure traffic<br />

over the same period last year. Holiday arrivals<br />

from China grew by 19.0%. Furthermore, businessrelated<br />

arrivals increased by 35.6%. This can be accrued<br />

to the intensive promotions and attractive<br />

tactical travel packages that have been put up in<br />

conjunction with China-based partners to generate<br />

more visitor traffic since July, after CNTA has lifted<br />

the travel ban on 10 July.<br />

Holiday arrivals from Indonesia grew at a strong<br />

15.8% as a result of the intensive advertising and<br />

promotion of attractively priced <strong>Singapore</strong> Roars!<br />

packages in Indonesia. In addition, we also see an<br />

improvement in the business-related arrivals with a<br />

6.1% y-o-y increase.<br />

The strong growth in holiday arrivals (+32.3%)<br />

from the Philippines contributed to an increase in<br />

visitor arrivals by 17.5% over September 2002.<br />

Moreover, we also see strong growth in the business-related<br />

arrivals (+23.9%).<br />

Visitor arrivals from India achieved the second<br />

month of positive growth (+8.8%) in September.<br />

This is the best performance to date since the outbreak<br />

of SARS. This growth is mainly driven by<br />

holiday and business-related arrivals at 11.7% each.<br />

STB had been focusing its effort to target incentive<br />

groups during a traditionally low period.<br />

The 12 largest visitor-generating markets were:<br />

HOTEL SECTOR PERFORMANCE FROM<br />

JANUARY TO <strong>SEPTEMBER</strong> 2003<br />

Average occupancy rate (AOR) for gazetted hotels<br />

in the first nine months of 2003 was 63.7%, down<br />

by 10.7 percentage points over 2002. Gross lettings<br />

fell by 25.0% to 4,373,941 room-nights. Average<br />

room rates (ARR) fell 11.0% to reach $112.80. Total<br />

room revenue for gazetted hotels was $501.7<br />

million (-33.1%).<br />

For the first nine months of 2003, arrivals declined<br />

25.2% compared to the same period last year. This<br />

is an improvement over a 27.4% decline that we<br />

experienced a month ago. Japan remains the slowest<br />

recovering market with the largest decline in<br />

visitor arrivals.<br />

For holiday arrivals in the first nine months, Indonesia<br />

(-10.2%), Hong Kong (-16.1%), UK (-16.7%),<br />

Thailand (-21.5%) and China (-25.3%) were the<br />

fastest to recover from the effects of SARS. However,<br />

holiday arrivals from markets such as Japan (-<br />

49.9%), India (-43.9%) and Australia (-40.9%) are<br />

recovering much slower than the rest.<br />

Business-related traffic fell 23.5%, with major declines<br />

from South Korea (-32.7%), USA (-31.4%),<br />

Australia (-28.0%) and Japan (-27.9%).<br />

EXPLANATORY NOTES<br />

VISITOR ARRIVALS STATISTICS<br />

Source of Data<br />

Visitors arriving in <strong>Singapore</strong> are required to<br />

complete prescribed disembarkation/<br />

embarkation cards which serve as the source<br />

of statistics on visitor arrivals and departures.<br />

The accuracy of figures pertaining to the<br />

characteristics of visitors therefore depends on<br />

how accurately visitors complete these cards.<br />

Definitions<br />

visitor arrivals<br />

All visitors are classified by country of residence<br />

unless otherwise stated. Total visitor arrivals include<br />

all visitors coming by air and sea and non-<br />

Malaysian citizens coming by land.<br />

The term "ASEAN" stands for "Association of<br />

South East Asian Nations" and refers to the tencountry<br />

political association comprising<br />

Brunei, Cambodia, Indonesia, Philippines,<br />

Laos, Malaysia, Myanmar, <strong>Singapore</strong>, Thailand,<br />

and Vietnam. However, when used in the<br />

statistical tables, the term excludes <strong>Singapore</strong>.<br />

“CIS” denotes The Commonwealth of Independent<br />

States, which consists of Azerbaijan, Ukraine,<br />

Russian Federation, Uzbekistan, Armenia,<br />

Belarus, Kazakhstan, Kyrgyzstan, Republic of<br />

Moldova, Tajikistan, Turkmenistan and Georgia.<br />

type of accommodation<br />

The type of accommodation given is compiled<br />

from visitors' responses to the disembarkation/<br />

embarkation cards. Hence, the tables analysed<br />

by this item reflect statements of intent.<br />

length of stay<br />

The length of stay shows the actual length of stay<br />

in <strong>Singapore</strong>. The date of arrival as indicated in<br />

the disembarkation/embarkation card is<br />

matched against the date of departure to compute<br />

the actual length of stay. As some visitors<br />

did not depart within the calendar year, the<br />

number of visitor departures would be less than<br />

the total visitor arrivals during the year.<br />

In computing the average length of stay, visitors<br />

staying beyond 60 days were treated as having<br />

stayed 60 days for comparability amongst the<br />

ASEAN countries. This is to ensure that the<br />

overall average length of stay is not affected by<br />

long-staying visitors.<br />

The number of visitor days for each market is<br />

the product of the respective visitor arrivals and<br />

average length of stay (using a 60-day cut-off<br />

point).<br />

"Scandinavia" comprises Denmark, Norway and<br />

Sweden.<br />

"n.e.c." denotes "not elsewhere classified".<br />

purpose of visit<br />

"In transit" visitors stay one day or less. Visitors<br />

staying one day are necessarily overnight visitors.<br />

Source of Data<br />

Statistics on the demand and supply of gazetted<br />

hotel rooms and cess collection are based<br />

on monthly statutory returns submitted to<br />

<strong>Singapore</strong> <strong>Tourism</strong> <strong>Board</strong> since April 1994<br />

except for statistics on “rooms available” that<br />

published in the ‘Forecast on Gazetted Hotel<br />

Room Supply”. These figures are obtained<br />

from annual survey conducted by STB.<br />

room inventory for all gazetted hotels.<br />

Room-nights available for occupancy exclude<br />

rooms closed for renovations and staff use as<br />

cess<br />

Cess is an imposition of tax on certain types of<br />

hotel and food and beverage establishments<br />

which have been gazetted under the <strong>Singapore</strong><br />

<strong>Tourism</strong> (Cess Collection) Act Cap. 305C. The<br />

cess rate has undergone changes as follows: 3%<br />

prior to 1990, 4% from January 1990 to March<br />

1991; 3% from April 1991 to March 1992 and<br />

4% from April 1992 to March 1994. With effect<br />

from 1 April 1994, the cess rate has been reduced<br />

to 1% .<br />
