Training Industry Professionals in <strong>Tourism</strong> (<strong>TIP</strong>-<strong>iT</strong>) Guidelines<br />
1. PURPOSE OF SCHEME<br />
The Training Industry Professionals in <strong>Tourism</strong> (<strong>TIP</strong>-<strong>iT</strong>) scheme seeks to support<br />
strategic companies in their manpower development through the acquiring of<br />
specialised skills / new capabilities that are critical to the development of the tourism<br />
industry in <strong>Singapore</strong>.<br />
2. QUALIFYING CRITERIA<br />
To qualify, the company must meet the following requirements:<br />
Must be an incorporated or registered in <strong>Singapore</strong> company<br />
Training is related to the building of strategic tourism-related skills.<br />
Training programmes are new or enable the company to ramp up on existing<br />
strategic tourism capabilities.<br />
The company must declare any other financial assistance given by the government (or<br />
other parties) in its application form.<br />
3. SCOPE OF SUPPORT<br />
Scheme A for companies: The scope of support is UP TO 50% of the eligible<br />
expenses, unless otherwise specified.<br />
Scheme B for organizers: The scope of support is UP TO 70% of the eligible<br />
expenses, unless otherwise specified.<br />
The amount of support given is subject to meeting of the conditions and<br />
deliverables for award of grant, as determined by STB.<br />
4. ATTACHMENTS AND APPLICATION FORM<br />
Applicants are advised to discuss the proposed project with the officer-in-charge prior<br />
to making a formal application. Formal applications must be made on prescribed<br />
application forms and submitted to the STB. Supporting documents as stated are to be<br />
submitted with the application form. All spaces should be completed and “NA” should<br />
be written if not applicable.<br />

5. SUBMISSION OF DOCUMENTS<br />
The application form and supporting documents should reach STB before initiation or<br />
commencement of projects.<br />
Applications for projects that have already been initiated or commenced will not<br />
be accepted.<br />
STB reserves the right to accept or reject the applications.<br />

After receiving the letters of offer and acceptance from STB,<br />
mail the acceptance letter back to STB within 14 days.<br />
The grant offer will lapse if the acceptance letter is not<br />
received within 14 days.<br />
Completion of project and submission of Claims<br />

Please mail STB all relevant documents for processing of<br />
claims, including a detailed report of the project and<br />
meeting of key deliverables.<br />
Make sure that all invoices are certified true copies by an<br />
external auditor, or by an STB officer. STB reserves the<br />
right to see the original invoices upon request.<br />
Only invoices (not quotations) are accepted for claims.<br />
All payments have to be claimed within 6 months from the<br />
end of the qualifying period. Late claims will not be<br />
entertained.<br />
After receiving the cheque from STB, please send in letter<br />
of receipt within 14 days.<br />

To help groom and develop key strategic companies<br />
with new or expanding tourism products by acquiring<br />
corresponding new or specialised skills.<br />
Group training is possible for capabilities that have<br />
greater impact to the tourism landscape on a<br />
collective level than for individual companies.<br />
However, it is only applicable to certifiable training<br />
and companies may be subject to deliverables on a<br />
group basis rather than on an individual level.<br />
Overseas (local component may be supported if a<br />
portion of the training programme requires a local<br />

Disbursement would be done in two installments:<br />
- First payment: 50% of the course fee or 50% of<br />
the total grant (whichever is lower) will be<br />
disbursed upon course confirmation and upon the<br />
receipt of all payment documents.<br />
- Final payment: Remaining amount of total grant<br />
will be disbursed when all deliverables are met.<br />
- If the company requires a longer period of time to<br />
meet the deliverables, STB shall reserve 20% of<br />
the final payment to be disbursed only after the<br />
deliverables are met.<br />

completion of course, when all deliverables are met<br />

ANNEX A<br />
CONDITIONS FOR TRAINING SCHEMES<br />
Scheme A for Companies:<br />
1. Bond duration<br />
Bond should commence upon completion of course. Trainees shall be bonded to the<br />
recipient companies according to the following table:<br />

The exact length of the contractual bond is dependent on company policy but bond<br />
duration should not be less than the proposed bond period indicated above.<br />
2. Grant quantum<br />
a. For Attachment / Non certifiable courses, grant will be given at a fixed quantum<br />
per trainee day as per the following table:<br />

Number of days (X) to be reimbursed shall be computed starting from the arrival date in<br />
the foreign country to the date of departure as stipulated in the air ticket / boarding pass.<br />
b. For certifiable courses, grant will be given as follows:<br />
Funding is up to a maximum of 50% of allowable costs, ie course fee, trainee stipend,<br />
Cost of Living Allowance (COLA), Airfare and others.<br />
Cost of Living Allowance (COLA) includes expenses for accommodation, meals and<br />
land transport. COLA will be based on company’s rate or STB’s rate which ever is<br />
lower.<br />

Airfare will be based on economy class.<br />
Trainee stipend will be granted to trainees in addition to the COLA for the duration<br />
of training stint. This will be capped at the following rate (excl Employer CPF):<br />

Claimable amount should not exceed the employee’s monthly gross salary paid by<br />
the company. Number of days (X) to be reimbursed shall be computed starting from<br />
the arrival date in the foreign country to the date of departure as stipulated in the air<br />
ticket / boarding pass.<br />
Note: If the employee is on unpaid leave, company is responsible for disbursement of<br />
stipend (as given by STB) to employee.<br />
c. Other allowable costs<br />
These costs would be considered on a case-by-case basis. Allowable costs can include<br />
hiring of temporary help during duration of employee’s training stint. This is claimable<br />
up to employee’s monthly gross salary and number of days to be reimbursed should not<br />
exceed X days ie. days claimable under fixed quantum or trainee stipend.<br />
Scheme B for Organizers:<br />
1. Grant quantum<br />
Funding is up to a maximum of 70% of allowable costs including:<br />
Trainer fee, inclusive of courseware development / customisation.<br />
Airfare will be based on economy rate.<br />
Accommodation for the trainer’s stay in <strong>Singapore</strong> for the duration of the course.<br />
Note: Final grant quantum would be determined by STB.<br />
